Regular Session, April 2nd, 1934.
Council met at 7:40 P. M.
Present-Mayor Kane, Councilmen
Andelfinger, McEvoy , Schiltz,
Thompson, City Manager Evans.
Mayor Kane stated that this is the
regular monthly meeting of the City
Council and also the first meeting
of the fiscal year for the transaction
of such business as may properly
come before the meeting.
City Clerk J. J. Shea administered
the oath of office to the newly elect-
ed members, F. M. Jaeger and Peter
Schiltz, whereupon Councilman Ed,
McEvoy retired and the new Council
went into session.
Councilman Andelfinger moved
that Councilman Mark- R. Kane be
appointed as Mayor far the ensuing
year. Seconded by Councilman
Schiltz. Carried by the following
vote:

tion and control.
All other employees of departments
at present engaged therein, in ac•

and the rates of salary and wage
provided Eor in the 1934.36 Budget.
The approval of the City Council is
requested on the above outlined ap•
pointmenta, salaries and conditions
of the employees to serve at the
pleasure of the undersigned.

Burlington Street, which is par-
allel and west of Muscatine Street,
is approximately 3 blocks long, has

Primrose Street is also 3 blocks
long and is without a street light,
In this district present street
lights are provided on Muscatine
Street at both National and Sabula
Streets. Primrose Stt•eet is parallel

Accordingly, it would seem that
a new light at Primrose and Bur-

This lot was acquired by the City
September 2, 1921 by tax sale, Up
to March 31, 1931, total -unpaid as•
sessments and unpaid taxes against
this lot amounted to $219.99.
The new paving assessment levied

$159.4,0, less the 30% grant.
The contour of this lot is rather
steep. The elevation of the ground
at the rear is about 25 feet above
the level of the curb. However,
other homes in this section have
been erected on land nearby as
steep, by the method of the 11,E
story type of construction,
The writer's ,firm belief is that
this lot, on a modern paved street,
is certainly worth more than $26.00
and since unpaid assesamente in ex•
teas of $200.00 are held by the City,
it is my recommendation that the
offer to purchase this lot for $26.00
be rejected.

I find that Mr. Wessinger has been

1932 and 1933. He ie a World War
veteran; was not injured in service,
but contracted arthritis. In 1931 hie
skull was fractured by reason of a
farm accident, He is still not able
to do heavy work. Since the last
license was granted to the applicant,
an additional child has been born
and now the applicant bas six de•
pendenta,
The Soldiers' Relief, which
amounted to $2.70 per week, has also
been cancelled, His total assets are
around $1,000.00. He is still operat•
ing his 1926 truck,
After careful investigation, it is

waltz should be narrowed by two
feet and a new driveway permitted
to be installed east, of Jackson
Street.
Accordingly, a special meeting of
the City Council vas called April
19th at 4:00 P. M. and Mayor Kane,
