at an informal meeting held Wed•
nesday evening, April 25th, the City
Council considered the question of
granting to Mr. Wilbert Shallenberg-
er• of 768 Oakwood Boulevard, Chi•
cago, a yearly permit as a medical
specialist and classed as an itiner•
ant physician in the Dttbuque li-
cense ordinance for- the sum of
$50.00.
The decision of City Council was
that the license should be issued to
Dr. Shallenberger for one year on
payment of the $50.00 fee and the
license department was authm•ized
to issue said annual license.

Gentlemen: At the request pre•
sented to the City Council by Mr.
Kenneth Fenelon, 446 Valeria Street,
for the use of the baseball park for
Thursday night, May 24th, and pos-
sibly for succeeding Thursday nights
to conduct a wrestling program,
please be advised that at the tenta•
tive meeting called for May 18th,
which was Aostponed, it was planned
to ascertain as to what charge the
Council would make for the use of
the park for night wrestling matches
during the season 1934.
I respectfully call your attention
to minutes of August 14, 1933, in
which it was agreed that if the per-
son conducting the wrestling match
would pay for the actual cost of the
current for the lights, that the ath-
letic park could be rented on the
basis of $20.00 per night, the $20.00
to be paid the City of Dubuque.
Accordingly, since our tentative
meeting was postponed and a de•
cision had to be made prior to this
meeting, the writer authorized tha
Mr. Fenelon be permitted to us
the park Thursday night, May 24th
on the basis of last year's agr'eeuien
with Mr. Engel.

accepted by the Iowa P, W. A, com-
mittee at this time; that no appli•
cations had been authorized since
February 12, 1934. Mr. Hopkins ad-

The land includes 14 lots, The ten•
tative proposition was to secure this

This site was viewed again by the
Council May 9th and the question
arose as to the authority of the City
purchasing property for playground
purposes until after an approval by
the electot•s of the City on said
question.
Accordingly, the proposition was
at least postponed. No action was

to order the removal of the present
wooden building called the Dubuque
Spiral Hat'row Works located in the
2700 block on Elm Street.
This site was viewed by the City
Council May 9th. The Council as•
certained that the building, which is
of wood, is in a dangerous and dilap-
idated condition; that the roof cov
eying was .torn off nearly the entire
roof; that birds' nests are on the
roof and same is a Sre hazard when
spat'ks come from the railroad im-
mediately east thereto.
Accordingly, the decision of the
City Council, after viewing these
premises, was to make the neces•
sary proceedings for the removal of
this building.

Gentlemen: At the Council meet•
ing of February 5th a petition was
presented by Mr. Alfred A. Bitter,
et al, requesting an additional new
light to be installed on Elm Street
about half-way between 22nd and
24th Streets.
This location was viewed by the
Council May 9th and the Council
was advised that the street light
at 22nd and Elm Streets was to be
moved toward the east about 16
feet. Action to move this light was
started May 10th. The purpose of
this shifting of the present street
light was to provide proper light
northwardly on Elm street as the
house at the northeast cot'ner of
Elm and 22nd Stt'eets hides the pres-
ent street light.
Accordingly, the decision of the
Council 'May 9th was that the new
location would be tried before ad•
ditional authorization was made and
the petition was denied temporarily
at least.

letter from Mr. H. J. Gill, President
of the Board of Education, was pt'e•
seated to the Council requesting that
the City furnish 560 feet of 15" the
pipe and about 500 feet of 18" the
to provide drainage across property
owned by the Board of Education
south of the Senior High School and
east of Avoca Street. The new pipe
would provide drainage from the ex•
fisting pipes under Avoca Street
across a new playground site lead-
ing eastwardly to Rosedale Avenue
near Atlantic Street.
The location of this requested
storm sewer extension was viewed
by the Council May 9th with a rep•
resentative of the School Board
present, Mr. George Mehl. The de•
cision was that no funds existed far
the seven or eight hundred dollars
required for the cost of this pipe,

proposed emergency pumping equip-
ment at Kaufman Avenue Water
Plant; please be advised that, in con•
nection with your authority, the

Our original estimate on the
equipment tvas $5,000.00.
Two sets of informal proposals
were received from De Laval Tur•
bins Company, Allis-Chalmers and
the American Well Works. The first
set of proposals included one-2 single
stage pump in series operated by a
225 H. P. gasoline engine. Prices
ranged from $4,280,00 to $5,000,00.
It was then discovered that the
National Board of Fire Underwriters
demand that 1600 R. P. M, be the
maximum speed for operation of a
gasoline engine and all three first
proposals exceeded that speed. The
reason for this excess speed in the
gasoline engine was to pt•ovide our
original plan of a future electric
motor to be connected to this new
emergency pump in order that this
new pump could be operated by both
gasoline and electric power.
Accordingly, it was determined
that due to the excessive head and
small size of main from plant to
standpipes, that it tivas impossible
to provide a suitable ptnnp that could
be operated by both gasoline and
electric power.
Onr second set of proposals includ-
ed only details for a gasoline engine
and pump to be operated only by
gasoline power at an approved speed,

of water against a total dynamic-
head of 360 feet.
The installation of this equipment
will occur about July 10th, 1934, fol•
lowing complete tests on the engine

Gentlemen: On May 17th the writ-
er tvaa advised that damage had
been done to the home of Mrs. Cath-
erine 1Veber, 1906 Pierce Street, by
blasting done during last winter on
C. W. A. projects on the lots on
the east side of Pierce Street south
of West Locust Street. The follow-
ing day Mrs. Weber phoned me and
yesterday she came to the City Hall
and advised that the damage in•
eluded the following: plaster cracked
in ceilings in three upstairs rooms
and two downstairs rooms, one crack
reported in chimney and a hole re•
ported in chimr}ey, plaster reported
cracked on side walls of clothes closet
upstairs, three upstairs windows re•
ported broken, one downstairs win•
dow reported broken, bole reported
in roof over the kitchen.
The questidn was asked as to
when this damage occurred and the
answer was "at the beginning of the
blasting." Mrs. Weber was also
asked why, if the damage had oc•
• curred, no report had been made
e prior to this and she stated that
she did not realize that so much
damage was done until her house-
cleaning was finished.
It is the writer's suggestion that

and further reported.

Gentlemen: On March 2, 1934, a
petition signed by Alfred W. Austin,
et al, on Delhi Street near the west
city line, was presented to the City
Council and referred to the writer
for' investigation and report. The
request was that due to the condi-
tion caused by construction of a
sanitary sewer from the extreme
west city line eastwardly on the
north parking of Delhi Street for
about seven lots, damage has been
done to the sidewalks, curb and gut•
ter along said Delhi Street.
Investigation and discussion with
Mr. Austin yesterday indicates that
the sidewalk has been rebuilt by
Mr. Ulrich during his two year main-
tenance guarantee. Only two places
of very slight defects exist in the
sidewalk or the relaid sidewalk,
namely two blocks are slightly sunk-
en in front of houses No. 2509 and
2495, which can be raised, and in
front of house No. 2495 there is
about 10 feet of twisted curb.
The gutter, which is of cement,
is low and rough and dangerous in
spots for approximately 50% of the
entire sewer length, or approxintate•
ly 150 feet. It is my belief that the
gutter can be repaired by a coat-
ing of cement. There is sufficient
fall in the gutter to prevent water
standing in said repaired section of
this gutter,
The entire request, if approved by
the Council, will not be very costly
as but a few hours work will cog•
rect the defects believed caused by
the construction of this sewer.
