SUBJECT: Phase III of the 30 Inch Force Main Relocation Project from 7t"Street to 12t" Street around the former Public Works Garage Site and the Alliant Energy Site DATE: May 1, 2018 INTRODUCTION The enclosed resolutions authorize the public bidding for Phase III of the 30-inch Force Main Relocation Project from 11t" Street to 12t" Street. Phase III will be constructed between 7t" and 9t" Streets, on Washington St. Construction of phase III will complete the re-routing project that eliminates the piping under the former public works garage. BACKGROUND In 1969 the existing 30-inch force main was constructed from the Cedar Street lift station to the Terminal Street lift station. The route went through the former A.Y. McDonald site, the former City Public Works site, and the Alliant Energy site. During the early 1990's highway 151/61 was constructed through Dubuque. During the highway construction portions of the 30-inch force main were relocated and the portion running through the A.Y. McDonald site was abandoned. However, the portion running through the old Public Works Site and the Alliant Energy site remair�ed in place. In October of 2011, the City experienced a significant failure in the existing force main. Two breaks occurred simultaneously, one at the former Public Works garage site and the other at the Alliant Energy site. After repairs were completed, a third break was experienced at the former Public Works garage site. The cost to repair the breaks, which occurred on the former Public works site, was significant as the site is a Super Fund Site. During the repair work corrosion of the pipe was noted and it was also found that when constructed the pipe was set on blocking prior to bedding, and the blocking was not removed. The areas of corrosion and the failed sections of pipe were near the old blocking that was found to be still in place. Soil and ground water contamination has been identified on or near the existing 30-inch force main route that may be a contributing factor to its deterioration. The adopted budget for FY2017 includes $640,683.88 for constructing the Phase II and Phase III, of the relocation project. Phase II was closed out in June of 2018, with a final cost of$406,085.44 leaving a remaining balance of$317,361 to complete Phase III. DISCUSSION With the adoption of the FY2018 Five Year Capital Improvement Program Budget, there i� a $317,361 balance to continue the Relocation of the 30 inch Force Main around the former Public Works Garage Site. A description of the force main relocation is as follows: Construct Phase I: The first phase of the relocation project was completed in 2013, ahead of the intermodal project start. Construct Phase II: The second phase of the relocation project was completed in November of 2016. This phase of force main installed pipe from the Northeast corner of the 11 t" Street and Elm Street intersection, to the tie-in point near 12t" Street. Construct Phase III: Phase III i� the s�ction of force main on Washington Street, 7tn Street to 9th Street. This section was planned to be completed in conjunction with the reconstruction of Washington Street from 7th to 9t" Streets. Phase III would also include the tie-in, at 12t" Street and 7t" street. Construction of phase III will complete the re-routing project and make the new force main operational. The complete abandonment of the existing force main through the old Public Works Garage site (Jule Site) and the Alliant Energy Site will be budgeted for in the FY 2020 budget. PROJECT SCHEDULE The proposed development schedule for Phase III of the 30 Inch Force Main Relocation improvement projects is as follows: Initiate Public Bidding Process May 7, 2018 Publish Notice to Bidders, Advertise for Bids May 9, 2018 Publish Public Hearing Notice on Plans & Specs May 11, 2018 Public Hearing on Plans & Specifications May 21, 2018 Receipt of Bid Proposals (Bid Letting) May 24, 2018 Award Construction Contract June 4, 2018 Project Completion Date August 31, 2018 RECOMMENDATION I recommend that the City Council establish a date for the public hearing for Phase III of the 30-inch Force Main Relocation Project from 11t" Street to 12t" Street and authorize the City Clerk to advertise for proposals. 2 BUDGETIMPACT The estimate of probable cost for Phase III of the 30 Inch Force Main Relocation Project from 11 t"Street to 12th Street Project is summarized as follows: Sanitary Sewer Construction Cost Estimate $597,400.00 Contingency (10%) 59,740.00 Engineering & Inspection 98,571.00 Total Estimate Project Cost $755,711.00 The project balance is summarized as follows: CIP No. FY Fund Description Fund Amount 7102413 2018 Relocation of 30" Force Main Around $317,361.78 Old Public Works Garage 3602552 2018 Washington Street Reconstruction 7th to 9th $638,424.84 Total Project Funding $955,786.62 Phase III of the 30-inch force main relocation project will be funded through the FY2018 capital improvement project appropriations in the amount of $755,711, as noted above. A public hearing will be held on the 21st day of May, 2018, at 6:00 p.m. in the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque, Iowa, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not Tess than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. The scope of the Project is as follows: Phase III of the 30-inch Force Main Relocation Project from 11th Street to 12th Street CIP# 7102413 The 30" Force Main relocation Phase III project will extend the 30" force main pipe. on Washington St., from 7�h St to 9�h St. and include the final connections to the existing 30" force main. This project installs 720 LF of 30" DIP along with 20 LF of 42 inch bored and jacked steel casing and two air release structures. This project will connect to each end of the previous two phases and to the existing force main at the tie-in points on 7�n St. and 12�h St. The portion of the existing 30" force main, to be abandoned in a future phase, will be capped at the tie in points. This project also includes; pavement removal, pavement patching, and traffic control.
