The Transit Advisory Board is not recommending a change to the youth pass for ages 6-10 years. BACKGROUND In FY16, the City Council supported staff and Transit Advisory Board recommendation to establish a youth fare and pass as one method of addressing behavior issues on the bus. The implementation of the youth swipe card pass has been successful in its efforts to provide accountability to students riding the bus and allow for improved tracking of youth ridership. DISCUSSION In winter 2017, the Transit Advisory Board requested that staff provide data on youth or student pass programs and costs in other cities. They were concerned that the youth pass is inexpensive, particularly when compared to the adult passes in Dubuque and the youth passes in other cities. All lowa cities, with the exception of Davenport, charge a student fare and most offer a youth pass either on a monthly, quarterly or annual basis. The following table provides a summary of the annual cost of a youth pass in nine lowa Cities. Dubuque is the lowest annual cost with the next city being $200 per year. FINANCIAL The intent of the increase is not to raise revenue as the youth passes make up a small portion of pass sales and the amount of additional revenue is estimated at $2,250 based on approximately 450 passes issued each year to youth aged 11-18 years. RECOMMENDATION In concurrence with the Transit Advisory Board recommendation, I request City Council approval of the youth pass fare increase.
