AFF'd)AVIT OF COMPLTANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compP, ance with the Iowa Open Meetings Law.
CALL TO ORDER= The meeting was called to order at 5:00 p.m.
lq~i~ The minutes of the February 14, 2001 and February 15, 2001 meetings were
unanimously app, oved as submitted.
Orr~ REVieW: Applic~Uon of St. Mark Community Center for a Certifica~ of
Appropriat~a~s to replace a deteriorated sign with a new sign for property located at 1201
Sister Inez Turnmeyer, repres~iJve for St. Mark Community Center, was unable to
attend U~is meeting. The Commission derided to review the case even though Sist~ [nez
Coma~issioner Wand disoJssed the color scheme fofthe sign. Hestated hewould rather
see a dark backcjround with r~jht lettering. The Commission also quesUoned whether the
si~ was too large. Staff M~ ~ ~ the sign would need to comply with the

Commissioner Wand suggested that the Hennings select windows that are more
proporUonate to tJ~e adcEdon. Mr. Henning stated that there would be four vinyl windows
Commissioner Gibbs commended Mr. Henning on restoring the front of the house. He

Brad Smith, 757 S. Grandview Avenue, representing David and }ulie Cox, was in attendance,

porch, such as roof pitch, columns, fairings, and size of porch roof, can be submitted. Notion

David and Julie Cox were unable to attend the Meeting. Mr. Brad Smith attended the meeting

Commissioner Wand stated that he would like to see the double brackets at the roofline
Commissioner Gibbs said he would like to see the use of three posts at the corners, like
another house on the street, as welt as support brackets. ~ ,
Chairperson Mozena stated that he would like to see the pitch of the porch roof replicate
the Greek cap that is located above the door. He wanted the angle to be mimicked, and
the porch roof to be above this cap.

Commi~'~ner Gibbs stated that he liked'the o~igJnal porch design also. He stated that the
existing porch is more appropriate. He a~o stated ~ the wood rails would d'~'tract from the
bu'~bg. He stated he would like to me~ With Mr. Cox and discuss a more appropriate design
for the structure. He also asked for more detait on the porch supports.
Commissioner Wand wondered if the railing could be replaced with a more appropriate
historical style. He also suggested that the roof remain, and that the concrete stab located
~ the roof be reduced in size so the porch roof can cover the entire area.
CommLssioner Gibbs gave Hr. Smith pictures of porches in the ama that might be-more
appropriate for this style of house.
Notion by Gibbs, seconded by Wand, to' table the application for a Certificate of
Appropriateness until more detailed drawings and materials, and an explanation of the
applicants' reaso~s for extending the porch and roof beyond the existing porch roof can be
submitted. Notion was approved by the following vote: Aye - Kringle, Gibbs, Mozena,
Bradford, Wand and Henson; Nay - none.
Rudy Vera, 10198 River Vista Drive, requested advice concerning replacing a roof on the
~ located at 970 Otive Street. IVlr, Veta asked the Commission to review his design to
remove all aluminum siding and to replace the exis'dng roof witfl a new roof of a differerfc style
application. The Commission recommended that he consult with an architect to evaluate the

railings. She said she planned to reuse th existing siding on the new garage. She said the garage would be built into the side of the hill,
with two garage doors like the ones at 1295 Grove Terrace. Commissioners felt that the proposal generally
was appropriate, and recommended that the railings be stained or painted to match the house trim.

The Commission discussed the use of the Hardiplank product in restoration projects.
Commissioner Kringle agreed to gather data about this project. He stated that staff from the
State Historical Preservation Society are currently doing tests on the product.

preservation incentives and initiatives~ at the request of t~e Chairperson. The Commission
discussed the staff's recommendations for the Historic Preservation Revolving Loan Fund.

The Commission reviewed and approved the draft letter to the C~y Manager offering their
ass;sLc~ce wfth the historic presentation init'~dves recently approved by the City Council to:
expand the Urban Revitalization Program to indude all historic districts; and ask the Stat~
to provide an alternate mechanism for appeals.
Commissioners discussed the Oty Council's direction for the Commission to work with the
Board of Realtors. ~ Mozena appoint~ Commissioner Gibbs and himself to meet
with the Dubuque Area Board of Reat~ors to discuss how best to'prov'~e h~ormation
