Minutes, Housing 3 27 01MINUTES OF HOUSING COMMISSION MEETING DATE: TIME: PLACE: 27 March 2001 4 p.m. Housing Services Department Office 1805 Central Avenue / Dubuque, Iowa 52001 Chairperson Holz called the meeting to order at 4:00 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Jim Holz Dorothy Culbertson Harry Neustadt Danise Miller Paula Stenlund Dave Kapler Commissioners Absent: Staff Present: Dan Tepty Jim Stock David Harris Officer Sommer Bea Bisenius-Soens Tom Swift II Kds Neyen Officer Roy Janet Walker Officer Simpson Review and Certification of Minutes of 23 January 2001 Meetin(l Commissioner Stenlund moved to approve the 23 January 2001 Commission meeting minutes as submitted. Commissioner Culbertson seconded. Roll call. Commissioners Holz and Kapter -abstain due to being absent. All others present in favor. Motion passed. Public Input None. Old Business Discussion of Commission Appeals Hearing Process; request fr°m Commissioner Kapler Commissioner Kapler bdefly went over his interpretation of the appeals process with some concern. He stated that he felt uncomfortable maki~ a decision without knowing all the facts, and that perhaps the recent (Fondell) hearing had been somewhat of a "rush to judgment." Commissioner Stenlund stated that theCommiesion needsto stay censistent with the administrative p[an. It was agreed that the Fondeil appeal was one of unusual circumstances. Community Outreach Partnership Center (COPC) Program; Commissioner Kapler Commissioner Kapler stated that the COPC Program provides partnerships with colleges. To date Loras. Clarke and NICC are willing to participate. David stated that Loras College wilt sponsor the application which is due the end of May. He stated that they are requesting a 3 year grant in the amount of $400,000. New Business Election of Chairperson Commissioner Culbertson moved that Commissioner Holz be re-elected as Chairperson of the Housing Commission. Commissioner Stenlund seconded. Roll cstl. All present in favor. Motion passed. Agency Plan The Agency Plan was distributed to the Commission. Janet stated that the public hearing for the plan is scheduled for May 1 in order to meet the 45 day public notice and comment deadline. David requested that the May 1 meeting would then take the place of the April meeting and the regular May meeting. Commissioner Kapler moved to set the public headng for May 1. Commissioner Stentund seconded. Roll cell. All present in favor. Motion passed. Homeownership Vouchers Janet Walker distributed information pertaining to Section 8 Homeownership. She stated that staff will provide a set of recommended administrative policies at the May 1 meeting. Family Self-Sufficiency Program Coordinator David stated that staff is now ready to recommend selection of a full-time person to the City Manager for the Family Self-Sufficiency Program Coordinator. He stated that the City Council will hear a request for additional funds on April 2, for the HUD FSS Coordinator Grant. HUD Best Practices Nominations David stated for information purposes that HUD is nominating the Ci~s Housing Department for their Family Advocate Program and Lead Paint Program. Janet and Kathy Lamb are preparing applications. HUD Continuum of Care Application David distributed information and stated that this application will go to Council for approval April 2. Planned is a collaboration among Project Concam, Mada House and Hillcrest Family Services for projects in assistance to homeless persons and families. Assignment of Section 8 Appeals Commissioner Stenlund volunteered to act at hearing officer for an appea Information Sharing Officer Sommer stated that they have a great concern for individuals being allowed rental assistance when the Police Department knows the criminal history of these individuals. He stated that he realizes that Section 8 has guidelines they have to follow, but is still very concerned. He requested that the Commission try and devise some type of system to keep these individuals off the program. The issue has to do with criminal behaviors which do not disqualify applicants, such as forgery and theft.. Iff additior~ Janet explained that participation in a "batterers education" program allows multiple assault offenders to'remain eligible for Section 8 assistance~ The Commission requested this item be placed on the May agenda. Commissioner Neustadt moved that a letter be sent to the City Council regarding Commissioner Teply's lack of attendance, Commissioner Stenlund seconded, All present in favor. Motion passed. Chairperson Holz will prepare a letter for Council. Adiournment There 15eing no further business to come before the Commission, Commissioner Stenlund moved to adjourn. Commissioner Neustadt seconded.
