SUBJECT: Clarke and Locust Intersection Improvement Project
DATE: May 17, 2018
Through the competitive quotation process for public improvements, the Clarke and
Locust Intersection Improvement Project was awarded on May 15, 2018, to McDermott
Excavating, in the base bid amount of$81 ,418.44.
City Engineer Gus Psihoyos recommends that the award for the Clarke and Locust
Intersection Improvement Project be officially recorded in the minutes of the City
Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Clarke and Locust Intersection Improvement Project
The Clarke and Locust Intersection Improvement Project will involve the construction of a
new concrete island at the intersection of Clarke Drive and W Locust Street. This
improvement is a joint City/Dubuque Community Schools project related to the Dubuque
Senior High School building project which will enhance pedestrian and vehicular safety in
the intersection. The project will include installation of ADA pedestrian ramps, street lighting
and fiber optic infrastructure for security cameras. Cameras will be installed at the
intersection by City staff after the project is completed.
The following is a summary of bids received for the Clarke and Locust Intersection
Improvement Project:

McDermott Excavating $81,418.44
Midwest Concrete, Inc. $83,584.50
Through the competitive quotation process for public improvements, this project was
awarded on May 15, 2018 to McDermott Excavating, of Dubuque, lowa, in the base bid
amount of$81,418.44.
The City and school project will be funded as follows:
