City Engineer Gus Psihoyos recommends the City Council set a public hearing for
June 4, 2018, on the disposal of property described as Lot 1 of Marde Place in the City
of Dubuque, lowa, by conveyance to Metx, LLC.
Metx, LLC is planning to renovate and redevelop the former Lamar office building at
1690 Elm Street. In October of 2017, the City and Metx, LLC entered into a
Development Agreement with multiple considerations relating to the redevelopment of
the Metx, LLC property at 1690 Elm Street, including the conveyance of the City owned
property at 460 East 18�h Street to Metx, LLC for construction of a proposed parking lot.
This property was purchased by the City in 2014 for a bike trail and was formerly
occupied by a quansit hut building. City plans for the location of the bike trail have
changed. Per the agreement, the City will retain an easement through the property that
allows for the installation of a bike trail should the City choose to do so in the future.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This is in response to a request from Metx, LLC for the conveyance of City property at
460 E. 18t" Street to Metx, LLC as part of the Metx, LLC Renovation Project.
BACKGROUND
Metx, LLC is planning to renovate and redevelop the former Lamar office building at
1690 Elm Street. In October of last year, the City and Metx, LLC entered into a
development agreement with multiple considerations relating to the redevelopment of
the Metx, LLC property at 1690 Elm Street, including the conveyance of the City owned
property at 460 East 18th Street to Metx, LLC for construction of a proposed parking lot.
This property was purchased by the City in 2014 for a bike trail and was formerly
occupied by a quansit hut building. Per the agreement, the City will retain an easement

DISCUSSION
In October of 2017, the City and Metx, LLC (METX) entered into a development
agreement with multiple considerations relating to the redevelopment of the METX
property at 1690 Elm Street, including the disposal of the property at 460 E. 18th street
so that the developer can construct a proposed parking lot to serve the former Lamar
office building.
RECOMMENDATION
I recommend that the property described as Lot 1 of Marde Place in the City of
Dubuque, lowa be conveyed to Metx, LLC and that a public hearing be set for the
disposition of the City's interest in the subject area on June 4, 2018 per the
development agreement with Metx, LLC.
ACTION TO BE TAKEN
I respectfully request that a public hearing be held on the disposal of the property,
described as Lot 1 of Marde Place in the City of Dubuque, lowa, through the adoption of
the enclosed resolution.

RESOLUTION NO. 152-18
INTENT TO DISPOSE OF AN INTEREST IN CITY OF DUBUQUE REAL ESTATE
LOCATED AT 460 EAST 18TH STREET AND LEGALLY DESCRIBED AS LOT 1 OF
MARDE PLACE IN THE CITY OF DUBUQUE, IOWA, TO METX, LLC, AND FIXING
THE DATE FOR A PUBLIC HEARING AND PROVIDING FOR THE PUBLICATION
OF NOTICE THEREOF
Whereas, the City of Dubuque, Iowa (City) is the owner of the following real property
(the Property);
Lot 1 of Marde Place in the City of Dubuque, Iowa
;and
Whereas; City has entered into a Development Agreement between the City of
Dubuque, Iowa and Metx LLC dated October 12, 2017 (the Agreement); and
Whereas, the Code of Iowa requires that the City Clerk publish a notice of the
proposal and of the time and place of the meeting at which the City Council proposes to
take action thereon and at which meeting the City Council shall receive oral and/or
written, objections from any resident or property owner of said City to such proposed
action.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City of Dubuque intends to dispose of its interest in Lot 1 of
Marde Place in the City of Dubuque, Iowa by sale to Metx, LLC, pursuant to the terms
and conditions of the Development Agreement between the City of Dubuque, Iowa and
Metx LLC dated October 12, 2017.
Section 2. That a public hearing on the intent to dispose of Lot 1 of Marde Place, in
the City of Dubuque, Iowa by sale to Metx, LLC is hereby set for the 4tH day of June,
2018, at the Historic Federal Building, 350 W. 6th Street, Dubuque, Iowa, beginning at
6:00 p.m., and the City Clerk be and is hereby authorized and directed to cause a notice
of public hearing on the intent to dispose of said real estate to be published in the
manner as prescribed by law.
Section 3. The City Clerk is hereby directed to cause at least one publication to be
made of a notice of said meeting, in a newspaper, printed wholly in the English
language, published at least once weekly, and having general circulation in said City,
said publication to be not less than four days nor more than twenty days before the date
of said meeting on the disposal of the City's interest in the Property.

Section 4. That the notice of the proposed action shall be in substantially the form
attached hereto.
