Main Street Improvements from 5th Street to 9th Street
Public Works Director Mike Koch has worked with the consultants to prepare conceptual
plans for improvements to Main Street from 5th Street to 9th Street.
WHKS has prepared a set of conceptual plans for Town Clock Plaza that show it
remaining closed to vehicular traffic.
Durrant has prepared a set of conceptual plans that show Main Street opening to
vehicular traffic.
Whatever changes are made will begin next construction season. The majority of work
would occur during that initial project, but there are future phases of the project over the
next five years. Any costs over budget could delay this schedule, but probably not by
more than 12 months.
Whichever choice is made will determine the condition of this area for the next 35 - 40
years, the typical life of an improvement of this magnitude.
Any reference to costs in this report is extremely rough and will vary depending upon
the final design features selected for the project.

Main Street Improvements from 5th Street to 9th Street
INTRODUCTION
The conceptual design for the opening of Main Street from 5th Street to 9~h
Street has been completed, and an approximate cost has been developed for
both scenarios of opening Main Street and the redevelopment of the area as
a pedestrian mall.
DISCUSSION
Having now completed preliminary designs and cost estimates on both the
pedestrian mall and the opening of Main Street, the City Council is now in a
position to compare the two alternatives.
Because the estimate of WHKS & Co. for a pedestrian mall was outdated
from 1999, they have updated their previous estimates. Their current
estimate is approximately $3,130,000. This compares to the current CIP
budget for the project of $3,374,000.
The Durrant Group's estimate for paving of Main Street together with
ornamental lighting and other historical fixtures from 5th to 9th Streets is
approximately $4,038,000..
At this time the estimates are extremely rough and will vary depending upon
the final design features selected for the project. It should also be pointed
out that these estimates do not yet include any utility reconstruction costs.
As the project design proceeds, an evaluation would be made as to the
condition of all the utilities, some of which will likely need repairs as part of
the project.
These cost comparisons do not include any off-Plaza improvements that are
planned to be budgeted for and completed through the future Capital
Improvement Program budget.
The two basic design alternatives will be on display for Council consideration
at the meeting.
ACTION TO BE TAKEN
The City Council is requested to consider both alternatives and give City
staff specific direction on how to ~roceed.
