Absent: Dave Ruden, Pat Simon, Brian Noonan, Ryan Peterson CALL TO ORDER: Kiessling called the meeting to order at 5:03pm (First Meeting Minutes to report on as the last few meetings did not have a quorum). ACTION ITEMS: Because of busy schedules and trying to keep the CCWA�IA funded projects without causing delays, the Board has been asked by CCWMA administrators to assign an a proxy or alternate in their place as the By-laws suggest this can be done. This will ensure quorum can be month every month. During this discussion,we were also informed Pat Simon will no longer be sitting on the Board due to health problems. Jerry Hess was appointed by City of Peosta to fill Pats position. Mike Freiburger(who usually attends the meetings as a member of the public) as been appointed by the Dubuque Soil and Water Conservation District(S WCD)to be an alternate for Dave Ruden. The Board approved this alternate,Kiessling made the motion to approve seconded by Drahozal. Mattoon updated the board on the Valentine Park RFP. Applied Ecological Services (AES)won the RFP. AES will begin wark on the project starting in the next few weeks. Schxnechel updated the board on both the Dubuque County project(new office building and shop) and their application for funding perxneable pavers on the new building. Schmechel also updated the Board on Dubuque County Conservation Board(DCCB)project applications, sediment control strucbxre and streambank restoration area. Calvin Gatch Jr. applied for funding to install a sediment control structure on his farxn. Schxnechel shared the NRCS specifications and cost-estimate sheet. This project is ready to be conshucted. Motion was made by Kiessling, seconded by Freiburger,to fund$6,926.78 (75%of the total cost estimate)far this project. Motion carries, 6-0. ITEMS FROM THE PUBLIC: Jim Sigwarth from ECIA and high school student Marcella Bruns came to the meeting. Marcella is a high school student at Cascade High School and is interested in pursuing Ag Policy in college. Marcella was job-shadowing Schmechel for the day. ITEMS FROM STAFF: Schmechel and Mattoon updated the Board on the 2018 ICEA watershed conference. Excellent conference with over 240 people in attendance, and 50 vendors. Schmechel updated the Board on the IPC trail project. The trail will begin construction near the beginning of May. Schmechel updated the Board on the IDOT streambank project. Wark will begin late summer. ADJOURNMENT: Meeting adjourned at 6:lOpm.
