. The end of March marks the close of the third quarter of the fiscal year,
with 75°k of the year lapsed. Expenditures were on target at 72°k and
revenue collected is at 79°k of projections. The Board approved
expenditures.
. Library visits were up 1 .1 °k in March compared to March of last year.
Circulations are very close to those of March of last year. Most database
use realized decreases, with the exception of the Telegraph Herald
archives, which had third quarter growth of 25.7°k compared to last year
and nearly a 126°k increase compared year-to-date. Database use will be
monitored carefully as the marketing campaign focused on digital
resources will launch in May.
. This month Zinio digital magazines was dropped and its replacement,
Flipster, was introduced. Zinio had a cumbersome intertace and charged
for the platform as well as the content. This pushed the cost up to
approximately $4.67 per circulation, which is not acceptable. Flipster does
not charge a platform fee and also has a larger selection of magazines,
including back issues, to select from and an easier to use interface.
. The Board approved two updated policies: volunteer policy and the patron
behavior policy
. The Board discussed how to cover lost revenue during a six-month trial
period of fine amnesty. The purpose of this experiment, which will span
July 1 — December 31 , 2018, is to have data to evaluate on the pros and
cons of a long-term fine-free policy to present to the City Manager and
City Council at the FY 2020 budget hearing in support of a request to
decrease revenue projections without a reduction in the operating budget.
The Library Foundation met on April 19 and discussed financial support to
cover lost revenue during this six-month period. The Foundation agreed
this is within the scope of their mission and ideas about how to fund the
project were shared. One option includes seeking sponsors for a month of
fine forgiveness as opposed to the Foundation writing a check for the
projected $18,000 loss in revenue. The Foundation will meet again to
further explore this idea as well as others, such a grant.
. The Board tabled any action on the six-month amnesty trial until the May
meeting. Additional information was requested regarding the
implementation of this trial.
