Eight responses were received in response to a Request for Proposal for a consultant to
help co-create a collection efficiency study to guide the Public Works Department in
solid waste services. An RFP review committee reviewed the proposals and selected
Foth Infrastructure and Environment, LLC based upon the overall strength of
information provided in the consultanYs response submitted, proposed approach to the
project, experience with similar projects with municipal collection systems, and the
project team qualifications. The Solid Waste Agency has a long history of working with
Foth.
Public Works Director John Klostermann recommends City Council approval of the
selection of Foth Infrastructure and Environment, LLC as the consultant for the Solid
Waste Operations and Rate Review Study for a fee of$30,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend a consultant for the Solid Waste
Operations and Rate Review Study.
BACKGROUND
The Fiscal Year 2018, Refuse Collection (67054500) activity provided $30,000 (62716)
for a consultant to help co-create a collection efficiency study to guide the department in
solid waste services. The RFP was developed by Resources Management Coordinator
and Supervisor Anderson Sainci and reviewed by Assistant City Manager Cori Burbach
and Green Dubuque President Paul Schultz. The City Council approved the release of
the request for proposal at its April 2, 2018 meeting.
DISCUSSION
On April 24, 2018, the Public Works Department received proposals from eight
consulting firms. Proposals were received from the following firms:
• Barker Lemar Engineering Consultants
• Bell & Associates, Inc
• Blackstone Environmental
• Foth Infrastructure and Environment, LLC
• HDR Engineering, Inc
• MSW Consultants
• Municipal Connection
• Skumatz Economic Research Associates, Inc.
The proposals were reviewed by Assistant Public Works Director Renee Tyler,
Resources Management Coordinator, and Supervisor Anderson Sainci, Purchasing
Coordinator Tony Breitbach, Solid Waste Administrator John Foster, and myself.
The selection process was based upon the overall strength of information provided in
the consultanYs response submitted and the consultanYs demonstrated competence,
experience, and qualifications.
The committee selected Foth Infrastructure and Environment, LLC (Foth) based upon
the overall strength of information provided in the consultanYs response submitted,
proposed approach to the project, experience with similar projects with municipal
collection systems, and the project team qualifications.
BUDGETIMPACT
There is $30,000 budgeted for this project in fiscal year 2018. Foth's proposal is to
complete all deliverables on or before September 28, 2018, for a fee of$30,000.
ACTION
I request your approval of the selection of Foth Infrastructure and Environment, LLC to
perform the Solid Waste Operations and Review Study.
