Assistant City Manager Cori Burbach recommends City Council approval of an
application submitted by the City of Dubuque to the McDonough Foundation in the
amount of$4,204 to fund sixteen Red Baskets in City facilities.
The Red Basket Project provides feminine hygiene products for women in need in
buildings throughout Dubuque. Supplies are provided in publicly-accessible restrooms,
and often provided by the host organization or individual contributions. The City
currently has Red Baskets at City Hall and the Multicultural Family Center, and supplies
are provided by individual donors.
The attached application seeks funds to establish Red Baskets in sixteen restrooms in
City facilities. The identified facilities are regularly utilized by the public, and in many
cases, are located in buildings where women often visit to obtain essential services
including utilities and housing assistance.
Total requested funding is $4,204, which would fund start-up costs and one year of
supplies for the sixteen locations.

INTRODUCTION
The purpose of this memo is to request City Council approval of the attached
application submitted by the City of Dubuque to the McDonough Foundation in the
amount of$4,204 to fund sixteen Red Baskets in City facilities.
BACKGROUND
The mission of the McDonough Foundation is to promote charitable, educational and
health related activities and opportunities to children and families in Eastern lowa. The
Foundation offers support to local non-profit organizations that provide educational
opportunities, human and social services, and health care for children and their families.
Recently, the Foundation made changes to its grant program that added local
governments as eligible applicants, in addition to non-profits.

BUDGETIMPACT
There is no immediate City of Dubuque budget impact. If funded, staff would submit a
budget request to continue providing supplies to the baskets in FY2020.

I respectfully request City Council approval of the attached McDonough Foundation
grant application in the amount of$4,204 to fund sixteen Red Baskets in City facilities.

What is the purpose or objective of the project this money will fund?
The City of Dubuque respectfully requests funds to significantly expand the presence of the Red Basket
Project in City facilities that are open to the public. The Red Basket Project was founded by Ann
McDonough and Beth Gilbreath to supply feminine hygiene products to low-income, homeless, and
other in-need women in our community.
The City is proud to currently maintain Red Baskets in City Hall and the Multicultural Family Center.
These facilities are highly utilized by the public, and supplies are regularly emptied. The supplies in
these two facilities are currently provided through donations from The Red Basket Project and employee
donations.
The facilities in which we propose placing the baskets are regularly visited by the general public,some
more than others. They include facilities such as City Hall and the Historic Federal Building, where
women often visit to obtain essential services including utilities and housing assistance; facilities that
offer educational programming, safe spaces,and recreational opportunities,such as the Carnegie-Stout
Public Library and Multicultural Family Center; and facilities that contain restrooms that are regularly
accessible for low-income or homeless individuals, such as the Intermodal Facility and public restrooms
at 5`" & Bluff Streets.
Whom will it serve? How many people will it serve (approximately)? *
Requested funding would provide supplies for 16 Red Baskets in City facilities for the first year of
operation. It would be our intention to provide funding to maintain supplies in the baskets following the
first grant-funded year.
Current maintenance of the City Hall Red Basket shows that approximately 100 tampons and 100 pads
are used on a monthly basis. Because the supplies are available to anyone that visits the restroom, the
exact number of people served is unknown. We anticipate that usage will vary from some of our most
heavily trafficked facilities,such as City Hall or the Library,to some of our least utilized facilities. While
use varies,the knowledge that the Red Baskets will be reliably stocked throughout our public facilities is
important for the people who are in need of the supplies.
What is the geographic area your organization serves? (Funds are distributed only to
organizations that serve these seven lowa counties of Dubuque, Delaware, Clayton, Jones,
Jackson, Fayette and Buchanan)*
All City facilities are located within Dubuque city limits,within Dubuque County. Facilities are open to
the general public with a variety of regular hours, depending on the facility and time of year.
What other groups will be partners in this project, either giving financial support or
personnel?
As we have done with the Red Baskets in City Hall and the Multicultural Family Center,we will continue
to seek donations from interested and able employees and other interested parties to fill the baskets.
City employees will stock the baskets.
Describe the proposed use of the grant funds as clearly as possible.
Grant funds will be used to purchase Red Baskets for 16 City locations as well as feminine hygiene
products for approximately one year. Proposed locations include City Hall, City Hall Annex, Carnegie-
Stout Public Library (2 restrooms), Multicultural Family Center, Intermodal Facility, Historic Federal
Building(3 restrooms), 5`" & Bluff Public Restrooms, Flora and Sutton Pools, Bunker Hill Golf Course,
Miller Riverview Campground,and Comiskey and Allison Henderson parks.
