CITY COUNCIL PROCEEDINGS
SPECIAL SESSION

The Dubuque City Council met in special session at 6:00 p.m. February 22, 2018 in the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Buol, Council Members Del Toro, Jones, Larson, Resnick, Rios; Shaw; City
Manager Michael Van Milligen.
Mayor Buol read the call and stated this is a special session of the City Council called for
the purpose of discussing various City Departmental Fiscal Year 2019 budgets.
FISCAL YEAR 2019 DEPARTMENTAL BUDGET REVIEW
Fiscal Year 2019 City departmental budgets were presented by staff from the following de-
partments:
1 . Emergency Management: Tom Berger, Emergency Management Director.
2. Emergency Communications: Mark Murphy, Emergency Communications Manager.
3. Police Department: Mark Dalsing, Police Chief.
4. Fire Department: Rick Steines, Fire Chief.
5. Building Services: Dave Johnson, Interim Building Services Manager.
The City Council had discussion with most presenters following their presentations. Follow-
ing the Police Department's presentation, the City Manager addressed legislative proposals to
modify Iowa's centralized Law Enforcement Academy process as opposed to other states hav-
ing a decentralized process that expedites the hiring of officers.
Responding to questions from the City Council regarding sanctuary cities, Police Chief Mark
Dalsing stated that because Dubuque County manages the County Jail, the Sheriff will not hold
immigration detainees held on civil actions by the City police, but only those held on criminal
actions, and where the National Immigration & Customs Enforcement (ICE) would assist.
Following the Fire Department's presentation, Mr. Van Millgen also addressed the tax bur-
den of building a new fire station and how the amount can be contingent upon the rate of growth
and development.
Public Input: Following the Fire Department presentation, Marvin Ney of Paramount Ambu-
lance, 5070 Wolff Road, addressed the City Council about the potential of a partnership agree-
ment with the Fire Department.
There being no further business, upon motion the City Council adjourned at 9:38 p.m.
