CITY OF DUBUQUE,
MEMORANDUM
IOWA
April 6, 2001
TO: Michael C. Van Milligen, City Manager
FROM: Gil D. Spence, Leisure Services Manager~
SUBJECT: Flora Pool and Sutton Pool Water Playgrounds
INTRODUCTION
The purpose of this memorandum is to request that the City Council rescind the
resolutions passed on April 2nd that initiated the bidding process for construction of the
water playgrounds at Flora and Sutton Pools.
DISCUSSION
On February 6th staff met with the designer and outlined a bidding schedule that started
on May 7th. At our budget meeting with you on February 9th yOU suggested that the
schedule be moved up to allow contractors more time to develop their work schedule
for the summer. On February 12th a memo was faxed to the designer outlining a new
bidding schedule that started on Apdl 2nd.
nd
I proceeded to prepare the necessary City Council documents for the April 2 meeting.
rd
When we had not yet received the plans and specifications on April 3 , a call was
placed to the designer. At that time it was discovered that the designer had buried the
February 12th memo outlining the new schedule and did not have the plans and
specifications ready and could not get them prepared in time to meet the schedule
outlined in the City Council resolutions.
We are left with no other option than to rescind the April 2nd City Council action initiating
th
the bidding process and start all over at the May 7 meeting.
ACTION STEP
The action requested is that the City Council rescind the resolutions passed On April 2nd
initiating the bidding process for construction of the water playgrounds at Flora and
Sutton Pools.
