We will bring this project back to the City Council on May 7th. I concur with the recommendation and respectfully request Mayor and City Council approval. Spence, Leisure Services Manager~ SUBJECT: Flora Pool and Sutton Pool Water Playgrounds INTRODUCTION The purpose of this memorandum is to request that the City Council rescind the resolutions passed on April 2nd that initiated the bidding process for construction of the water playgrounds at Flora and Sutton Pools. DISCUSSION On February 6th staff met with the designer and outlined a bidding schedule that started on May 7th. At our budget meeting with you on February 9th yOU suggested that the schedule be moved up to allow contractors more time to develop their work schedule for the summer. On February 12th a memo was faxed to the designer outlining a new bidding schedule that started on Apdl 2nd. nd I proceeded to prepare the necessary City Council documents for the April 2 meeting. rd When we had not yet received the plans and specifications on April 3 , a call was placed to the designer. At that time it was discovered that the designer had buried the February 12th memo outlining the new schedule and did not have the plans and specifications ready and could not get them prepared in time to meet the schedule outlined in the City Council resolutions. We are left with no other option than to rescind the April 2nd City Council action initiating th the bidding process and start all over at the May 7 meeting. ACTION STEP The action requested is that the City Council rescind the resolutions passed On April 2nd initiating the bidding process for construction of the water playgrounds at Flora and Sutton Pools. GDS:et attachment RESOLUTION NO. 136-01 RESOLUTION RESCINDING RESOLUTION NUMBERS 126-01, 127-01 AND 128-01, GIVING PRELIMINARY APPROVAL OF PLANS AND SPECIFICATIONS, FIXING DATE OF PUBLIC HEARING ON PLANS AND SPECIFICATIONS, AND ORDERING BIDS FOR THE SUTTON POOL AND FLORA POOL WATER PLAYRGOUNDS CONSTRUCTION PROJECT Whereas, by Resolution No. 128-01, the City Council authorized and directed the advertising of bids; Resolution No. 127-01 fixed the date for public headng on the plans and specifications; Resolution No. 126-01 gave preliminary approval of the plans and specifications for construction of water playgrounds at Sutton and Flora Pools; and Whereas, subsequent events necessitate a different schedule for bidding. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. rescinded. Spence, Leisure Services Manager SUBJECT: Flora Pool and Sutton Pool Water Playgrounds INTRODUCTION The purpose of this memorandum is to request that the City Council initiate the bidding process, for construction of the water playgrounds at Flora and Sutton Pools. DISCUSSION The FY 2001 C.I.P. budget includes $262,500 and the FY 2002 C.I.P. budget includes $439,000 to design and construct water playgrounds at Sutton and Flora Pools. The bidding scheduled outlined in the attached resolutions would be as follows: Presentation to City Council Notice to bidders Receive bids Notice of public hearing Public hearing and award contract April 2, 2001 April 13, 2001 May 8; 2001 May 11, 2001 May 21, 2001 ACTION STEP The action requested is that the City Council adopt the attached resolutions giving preliminary approval to the plans and specifications, authorizing the advertisement for proposals, and establishing a date for the public hearing.
