Van Milligen, City Manager SUBJECT: K9 Grant DATE: September 21 , 2018 Chief of Police Mark Dalsing recommends City Council approval to submit an application to K9s4COPs. The Dubuque Police Department has three K9's — two multi-purpose, full time K9's, and one single purpose (explosive detection) part time K9. The explosives detection K9 is a nine-year-old Labrador Retriever named Tiffany and she is the only explosives detection K9 within approximately 70 miles. Because of her age and work history, Tiffany is starting to experience medical issues that will soon result in her retirement. Because of this we are looking at options to replace her. It is the goal to add another full-time, multi-purpose K9 to the department that would be trained in tracking, building searches, and apprehension, but instead of narcotics detection, would be trained in explosives detection. The grant would pay for the K9 alone. The department would be responsible for training and equipment, which would be funded through existing resources. Van Milligen City Manager FR: Mark M. Dalsing Chief of Police RE: K9 Grant INTRODUCTION This memo will briefly discuss the Dubuque Police Department applying for a grant to fund a K9. BACKGROUND The Dubuque Police Department has three K9's — two multi-purpose, full time K9's, and one single purpose (explosive detection) part time K9. The explosives detection K9 is a nine-year-old Labrador Retriever named Tiffany. We received her through a program for retiring military K9's. Tiffany is a part-time, "as needed" K9. She lives with her handler and does not come to work with him for his daily assignments, and is only used when we need her skills. In comparison, our two multi-purpose K9's come to work every day and work 40 hour weeks with the handlers. Because Tiffany came from the military, she was already an older, experienced K9 when we obtained her. Because of her age and work history, Tiffany is starting to experience medical issues that will soon result in her retirement. Because of this we are looking at options to replace her. DISCUSSION K9s4COPS is a non-profit out of College Station, TX. We have previously applied for, and received funding for two K9's — Brix (retired) and Eisen. K9's for Cops has recently opened their application process for departments, and we would like to apply with the hopes of receiving funding for a new K9. It is our goal to add another full-time, multi- purpose K9 to the department, that would be trained in tracking, building searches, and apprehension, but instead of narcotics detection, would be trained in explosives detection. The grant would pay for the K9 alone. The department would be responsible for training and equipment, which I would fund through existing resources. Should we apply and not receive a grant, we will explore adding a K9 through the normal budget process. CONCLUSION Our explosives detection K9 is the only one within approximately 70 miles and has proven to be an asset. The K9 was used to screen venues for dignitaries and special events, search structures after threats, and search areas for discharged weapons. K9's for Cops is a highly reputable organization and we hope that our grant will be viewed favorably, since the loss of an explosives detection K9 in this reason would have a great impact. ACTION REQUESTED City Manager approval to submit an application to K9s4COPS, and recommendation for City Council to also approve submission of the application.
