The Honorable Mayor and City Council
City of Dubuque
50 W.13th Street
Dubuque, IA 52001
As we celebrate National Arts &Humanities month in October, the Arts & Cultural Affairs
Advisory Commission wishes to thank the City Council, Manager, and Staff for their vision,
investment, and leadership in advancing the role of the arts and culture in our community.
To recap a few of our shared accomplishments over the last 12 months:
• A Community Task Force was formed and began meeting in spring 2018 to help guide the
implementation of the Arts & Cultural Master Plan Community Enactment Strategy.
This 15-member body will help guide the Commission and Council in directing resources
and ensuring that arts and culture remain an integral part of our community.
• The 2nd Annual Arts & Business Luncheon, held in November 2017 at the Grand River
Center, attracted more than 100 arts and business leaders and was complimented by a new
program called"Making a Living, Making Music". Both of these initiatives are part of a
strategic focus on artists and creative entrepreneurship in the Arts & Cultural Master Plan.
• The lst Annual Winter Art in the Park event, held in Washington Park in February 2018,
served more than 400 community members. This initiative is part of a strategic focus on
bringing the arts into more parks and public places and aligns with a newly-adopted
City of Dubuque Goal for 2024.
• The opening of the 13th Annual Art on the River Exhibit on August 3, 2018 was attended by
more than 300 people and featured performances by Marshallese community members and
6 new outdoor sculptures, selected by guest curator David Wells;
• We received a record(18)number of applicants for the Arts & Culture Operating Support
grants in the FY19 grant cycle, demonstrating both the importance of this funding and the
continued growth of the arts and cultural sector.
All of these accomplishments speak to the importance of a robust role for the City of Dubuque in
encouraging and supporting arts and culture as a community asset and strength.
Respectfully submitted,
 `

lowa's first city is home to dozens of arts
and cultural organizations. By any estimate,
the sheer volume and diversity of arts and
cultural activity in Dubuque is remarkable.
.
Gulturally and artistically vibrant cities tend to be more economically
prosperous. This national trend was proven locally in 2012, when a study conducted
in association with Americans for the Arts revealed that Dubuque's nonprofit arts and
culture industry generates $47 million in annual revereumber surely increased by
our city's robust network of creative businesses, live music and entertainment venues.
In addition to this sizable economic imp arts and culture are central to
Dubuque's identity and civic pride; play an integral role in the life of our schools,
colleges and universities; promote inclusion and celebrate diversity; and strengthen
social and community bonds.

Poised for growth: The overall environment for the arts and culture in Dubuque is favorable for growth.
The Master Plan is meant to help our talented artists and dedicated organizations flourish and expand,
creating and expanding jobs and generating new economic activity in the process.
Ta lent retention: According to an annual survey of business leaders, Dubuque§ number one challenge is
talent retention. Research and experience shows that the cultural vitality of a city is a proven means of
attracting and retaining young people and creati entrepreneurs.
Qua lity of Life : Dubuque§ quality of life — recognized by statewide as well as national media — is directly
related to the quality of its arts and cultural offerings. Residents and visitors alike benefit, year-round, from a
diverse array of cultural events and activities.
