(ICMA) Fellowship Exchange Fellows
Ms. Huey Yee Yoong is currently Vice President at PEMANDU Associates — a public
sector consultancy who had its genesis from the highly successful National
Transformation Program (NTP) for the Malaysian Government. NTP was conceived to
drive Malaysia towards high-income nation status through catalytic high-impact projects
in National Key Economic Areas (NKEAs). Her portfolio at Greater Kuala Lumpur/Klang
Valley saw the first Mass Rapid Transit project delivered ahead of time & below budget
for Line 1 and other urban regeneration projects like River of Life being delivered over a
10 year period to restore ecosystem services and increase economic competitiveness.
Prior to joining PEMANDU, Huey completed her MSc Sustainable Cities in King's
College London on a UK Government Chevening Full Scholarship and was managing
the Asia Pacific markets for a British renewable energy company. Fluent in 6 Asian &
European languages, she is also well versed with public-private sector partnerships,
policy setting and stakeholder management.
Ms. Le Thanh Nga works at the Department of Environmental Management and
Sustainable Development— Institute of Environmental Science —Vietnam Environment
Administration, Ministry of Natural Resources and Environment.
She received her Bachelor's degree in Environmental Management in 2007 from the
Vietnam National University and her Master's degree in Environmental Engineering in
2009 from Dayeh University of Taiwan. It has been 9 years since she started working at
Environmental Science Institute. she has participated some courses, including: the
training course for water resource management at River basin for 2 weeks in July 2017
and the Young Fellow Training programme in Germany in 2016, the program of Green
Growth and Sustainable Development organized by ESCAP (Economic and Social
Commission for Asia and the Pacific) at Hanoi in September 2012, and the program of
Climate Change and Energy Sustainability in Singapore organized organized by
Singapore Environmental Protection Agency.
She had a chance to work with the National focal Point of program of Environmentally
Sustainable Cities in ASEAN Researching Group in 2011. One year later, she became
the assistant of the Vietnam National Focal Point for the Programme of ESCs, and in
this position she cooperated with ASEAN Member States and Japan Government to
develop local capacity and National frameworks for promoting Sustainable development
cities in Vietnam. She worked and coordinated with some cities in Vietnam (Da Nang,
Ha Noi, Dong Thap, Ha Long cities) to implement the provincial project, which she has
discussed with all ASEAN member states. She implemented the project of criteria
system of Environmentally Sustainable Cities of Vietnam. During that time, she
participated in the meeting of ASEAN working group on Environmentally Sustainable
Cities in ASEAN to make a report of what Vietnam did for ESCs. Since 2014, she has
become a member of the group "Program of ESCs in Vietnam" which was created by
General Director of Vietnam Environment Administration. In addition, as a
representative of the Vietnam Environmental Administration, she has conducted the
cooperation regarding the Soil and Groundwater environment between Vietnam and
Taiwan.
