The City of Dubuque received the 2018 APA-lowa Environmental Planning Award for the Upper Bee Branch Creek Restoration Project at the annual statewide conference in Council Bluff on October 18. This award recognizes efforts that: • create greener communities that reduce the impact of development on the natural environment and improve environmental quality. • present a visionary approach or innovative concept to address specific needs using planning principles to reach public objectives. • are integrated into other planning efforts such as a corresponding comprehensive or master plan or other related initiatives. • will help further the cause of good planning and support the broader needs of the community and surrounding region. • obtained public and private support and have made a difference in the lives of the people affected. These qualities certainly describe the Upper Bee Branch Creek Restoration Project and reflect the hard work and dedication of City staff, partners, and the community. In the early 1900s, the Bee Branch Creek was buried underground in a storm sewer. The Bee Branch Creek Restoration involved replacing almost one-mile of storm sewer with a creek and floodplain. This daylighting of the buried creek allows storm water to safely move through the area without flooding adjacent properties. It also serves as a linear park with a multi-use trail, scenic overlooks, play areas, a community orchard and garden, an outdoor classroom, benches, lighting, and over 4,000 plantings. I am pleased to present this award to the City Council at their November 5 meeting.
