Van Milligen, City Manager FROM: Kevin S. Firnstahl, City Clerk Crenna Brumwell, City Attorney DATE: October 30, 2018 SUBJECT: Contract Amendment with Travel Dubuque / Convention and Visitors Bureau for Sister City Activities Purpose The purpose of this memo is to seek City Council approval of the attached amendment to the Fiscal Year 2019 Contracted Services Agreement with Travel Dubuque / Convention and Visitors Bureau reinstating the Sister City activities to the agreement. Background The City Council and the Travel Dubuque Board executed the FY2018 Contracted Services Agreement in June 2017. In December 2017 a contract amendment was approved to include language transitioning the budget and Sister Cities Program to Travel Dubuque. Then in June 2018, a FY2019 Contracted Services Agreement was approved that did not include the amended Sister City language. Budget Impact The Sister City Program budget is under the City Council budget activity and is set at $5,000 plus the $790 annual Sister Cities International (SCI) membership dues (July 2018-June 2019). Upon approval of the Contract Amendment, it is recommended that the City continue payment of the annual SCI membership and retain $1,000 to cover costs that might be incurred by the City for Sister City business involving City officials. The remaining $4,000 is to be paid to Travel Dubuque to support Sister City activities. Recommendation It is recommended that the City Council approve the attached amendment to the Travel Dubuque/CVB Fiscal Year 2019 Contracted Services Agreement. Third. the focus is on a broad set of skills that can be applied across cultures to improve communication and unders[anding. The Vaining does no[focus on culNre specific details and infortnation. • Fourth, aHhough training employees can 6e a very productive [ool, depending solely on training to foster acceptance and the skills needed to make sustainable change is severely limitetl. There must 6e sustaina6le eRorts to support staff in applyinq newly acquired skills We tlon't expect to be competent in a sport after a few prectice sessions, similarly we cannot expect to be competent working with cultures other than our own aker a few workshops. • Finally, there is a recognition thal any skills leamed must be applied in contexC and ihat training is only one piece of a larger approach that includes assigning resources and developing a long-term strategy to identify barners aHecting certain groups and to create an indusive antl equitable work environment. 13 Dusuc7tUE v `' M.JupiemarimA"it.a.ill^ . 5 Hour Workshop: Introduction to Intercultural Communication Overall objectives of lhe workshop are • To establish a common language regarding an intercultural approach to diversiry and inclusion • 8eqin ro develop sel4awareness of one's own culWre and how it can impact how we experience tlifference • Begin lo understand how language, non-verbal communiwlion, and values can impactinterac[ions 10.5 Hour Workshop: Intercultural Foundations Overall objeclives of lhe workshop are: • To esla6lish a common language and understandiny regarding an intercullural approach fo diversity and indusion • To reinforce!he importance of continuing to develop the skills needed to work and live in a culWrally diverse communiry .
