INTRODUCTION
The purpose of this memorandum is to request authorization of an amendment to the
Multicultural Family Center Addition Renovation Design and Construction Services
Administration Professional Agreement with 563 Design.
BACKGROUND
On August 4, 2014 the City Council approved the recommendation for hiring Selser
Schaefer Architects to provide design and construction administration services for
the renovation of the second floor of the current Multicultural Family Center. Selser
Schaefer Architects was contracted for proposed services for a total cost of$113,150.
Selser Schaefer perFormed architectural services to conceptually design the second
floor. The Colts building then came up for sale with the City completing that purchase
on December 28, 2018. Selser Schaefer then agreed to transfer their agreement to 563
Design for this project. Andrew and Emily McCready were the key contacts for Selser
Schaefer and started their own business of 563 Design with the full approval from
Selser Schaefer.
563 Design developed the concepts and cost estimates for the area of the Colts building
and connection the current MFC with the Colts building. Concept plans were developed
with the input and review of city staff, MFC staff and the MFC Board. To date the City
has paid $27,139 for these services. There remains $86,011.04 remaining for design
and construction services on purchase order 17008170.
DISCUSSION
With the construction project now approved by the City Council and bonding to be
completed in February of 2019, 563 Design was contacted to provide an amendment to
their original agreement that would allow for all design and construction services that
would move the project to completion. The work completed as part of the original
agreernent was spent doing design work for the second floor of the current MFC
building and early concepts when the consideration of purchase of the Colts building
was being contemplated in addition to current concep.ts that will be used for the bid
specifications.
563 Design has requested in the amendment an additional $15,548.96. This added to
what is current encumbered of$86,011.04 would mean $100,000 as the service cost for
the bid specifications, architectural design and construction management services to
compete the MFC expansion construction. The original contract agreement is attached.
563 Design is currently developing a construction timeframe and talking to contractors
about the best time for bidding this project.
BUDGET IMPACT
The total construction budget is $1,564,000 which was approved in the FY 19 budget.
The arnendment amount of$15,548.96 would come from the construction budget but
would not be expended until after the bonds are sold. Executing the amendment now
allows 563 Design to begin their contract work on the expansion.
