DATE: December 7, 2018 SUBJECT: Keystone Drive: Residential Parking Permit District Amendment(s) INTRODUCTION The purpose of this memorandum is in response to a petition submitted by residents on Keystone Drive (District H) in November 2018. Residents along Keystone Drive have petitioned to increase existing District H to include both sides of Keystone Drive from Key Way Drive to its westerly terminus. A second petition was submitted by residents along Keystone Drive and residents within existing District H to modify the Day/Time parking restrictions from 7 A.M. to 3 P.M. daily, except Saturdays, Sundays and holidays to be effective on School Days Only. BACKGROUND In 1985, the City adopted an ordinance providing for the establishment of Residential Parking Permit Districts (RPPD). The purpose of such districts is to reduce traffic congestion resulting from the use of parking within residential districts by persons not residing within the district, to protect the residents of these districts from an unreasonable burden in gaining access to their residences, to preserve the character of such districts as residential districts, and other various purposes. A Residential Parking Permit District designation can be made only after a petition of residents representing 60 percent (60%) of the dwelling units in a proposed area is received, a parking study is conducted by the City Engineer, and a public hearing is held by the City Council. A recent amendment by City Council has resulted in a decrease of the requirements of the size of the area to be amended and lowering the number of vehicles parked curbside during peak periods. To be eligible for an amendment to existing RPPD's, the proposed addition must include at least two (2) block faces, must have at least 70% of the curbside parking utilized during peak periods, and must have at least 25% of such utilization by non-residents of the area. Areas being added to an existing district assume the same day/time restrictions as previously established in the existing district. Upon designation as an RPPD, no one can park curbside in the district during the restricted hours without a residential or guest parking permit. To be eligible for an amendment to an existing district's Day/Time restrictions, a petition representing 60 percent (60%) of the dwelling units within the existing district must be submitted. DISCUSSION Two petitions were submitted on November 26, 2018 that included the following requests: 1. A petition for an Area Amendment (adding Keystone Drive, both sides, between Key Way Drive to its westerly terminus) represents more than 60% of the dwelling units along this street (29 of 39 dwelling units signed petition). See Area Addition map. The petition requests the addition of Keystone Drive, both sides, between Key Way Drive to its westerly terminus, be added to existing District H. a. 8 of 13 dwelling units signed the petition on Keystone Drive from Key Way Drive to Phyllrich Drive (61.5%); b. 21 of 26 dwelling units signed the petition on Keystone Drive from Phyllrich Drive westerly to its terminus (80.8%). 2. A petition for a Day/Time Restriction Amendment for �xisting District H, along with the petitioned Keystone Drive addition, represents more than 60% of the dwelling units within the existing district and the petitioned Keystone Drive addition (97 of 137 dwelling units signed petition). See Day/Time Restriction Change map. This petition requests a change to the current parking restrictions in District H: a. Current Day/Time Restrictions: No vehicles shall park curbside during the hours of 7:00 A.M. to 3:00 P.M. daily, except Saturdays, Sundays and holidays, without displaying a valid parking permit; b. Proposed Day/Time Restrictions: No vehicles shall park curbside during the hours of 7:00 A.M. to 3:00 P.M. on School Days Only, without displaying a valid parking permit. Both submitted petitions exceed the criteria in which at least 60% of the dwelling units in the residential area are in favor of the Area Amendment petition and the Day/Time Restriction Amendment petition. Engineering staff conducted a parking study on Thursday December 6, 2018 at 10:30 A.M. along Keystone Drive between Key Way Drive to its westerly terminus. Using 23 lineal feet (LF) of curb per stall, the studied area contains a total of 91 curbside parking stalls. Of the total 91 parking stalls, 49 vehicles were parked on Keystone Drive between Key Way Drive to its westerly terminus at the time of the study (53.8%). The following are breakdowns of parked vehicles for each block of Keystone Drive: 1. From Key Way Drive to Norland Drive: 0 of 49 vehicles parked curbside with 21 parking stalls available (0% utilized); 2. From Norland Drive to Phyllrich Drive: 0 of 49 vehicles parked curbside with 16 parking stalls available (0% utilized); 2 3. From Phyllrich Drive to Hansel Drive: 14 of 49 vehicles parked curbside with 14 parking stalls available (100% utilized); 4. From Hansel Drive to Vizaleea Drive: 12 of 49 vehicles parked curbside with 12 parking stalls available (100% utilized); 5. From Vizaleea Drive to its westerly terminus: 23 of 49 vehicles parked curbside with 28 parking stalls available (82% utilized). Three (3) of the five (5) blocks included in the Area Amendment petition exceeded the criteria during peak periods in which at least 70% of the curbside parking spaces in the proposed parking district addition were utilized by nonresidents of the district. RECOMMENDATION The petition for an Area Amendment (adding Keystone Drive between Key Way Drive to its westerly terminus) exceeds the 60% criteria for signatures collected, but does not meet the parking study criteria in which at least 70% of curbside spaces are utilized during peak periods for the same petitioned area (53.8% spaces being occupied). Of the five (5) total blocks that are included in the Area Amendment, three (3) blocks exceeded the 70% parking study criteria. Those three (3) blocks of Keystone Drive are from Phyllrich Drive to Hansel Drive (100% curbside parking utilized), from Hansel Drive to Vizaleea Drive (100% curbside parking utilized), and from Vizaleea Drive to its westerly terminus (82% curbside parking utilized). The two (2) remaining blocks of Keystone Drive from Key Way Drive to Norland , Drive, and from Norland Drive to Phyllrich Drive had zero (0) cars parked curbside during this study. The second petition for a Day/Time Restriction Amendment (Proposed Restriction: No vehicles shall park curbside during the hours of 7:00 A.M. to 3:00 P.M. on School Days Only) exceeds the 60% criteria for signatures collected within existing District H along with the proposed addition of Keystone Drive from Key Way Drive to its westerly terminus. Based on the petition(s) and the results of the parking study, I recommend the following amendments to District H: • Area Amendment (Addition): A portion of the petitioned area (3 of 5 blocks) on Keystone Drive, both sides, from Phyllrich Drive to its westerly terminus, and; • Day/Time Restriction Amendment: Parking restrictions within existing District H and any additional area(s) to District H be from 7 A.M. to 3 P.M. on School Days Only. I would further recommend that the City Council set a public hearing on the amendment(s) (Addition of Keystone Drive from Phyllrich Drive to its westerly terminus and Day/Time Restrictions from 7 A.M. to 3 P.M. on School Days Only) to existing Residential Parking Permit District H.
