Backqround The CLG annual report is a form submitted by all lowa CLGs to the State Historical Society of lowa (SHSI). Under the CLG agreement with the State, the Historic Preservation Commission is responsible for submitting an annual report that summarizes the City of Dubuque's historic preservation work and accomplishments. Discussion City Planning Services Staff and Historic Preservation Commissioners attended numerous trainings throughout the region, which speaks highly of the City of Dubuque's commitment to preservation and sustainability. Recommendation The report is submitted for the City Council to review and authorize the Mayor to sign. Please have the Mayor sign and date page five (5) of the report and return it to me. Section II Managing, Protecting, and Preserving Historic Properties ♦ The CLG will enforce all appropriate state and local ordinances for designating and protecting historic properties ♦ The CLG shall provide for adequate public participation in the local historic preservation programs 5. Examples include the development or revision of a preservation plan, development of a work plan for your commission, etc. The Historic Preservation Commission made the following progress on the three main sections of the work plan: CLG Annual Report 2018 Z I • Survey & Registration: o Coordinated with lowa State University's Historic Preservation Planning Class (ISU) with planning for 2019 to survey the Montrose Terrace neighborhood. Ability to move forward in 2018 was limited by lack of readiness on ISU's part to dedicate a class to the work. o Re-evaluated the ISU class's ability to take on other larger neighborhoods or NRHP listing, scaling back for efficacy. • Install NRHP District Entry Signs: o Included in City FY18 Budget request, but not funded due to lack of alignment with current City Priorities. o Requested assistance of commissioners and partners to help with the securing funds for this goal. • Economic Impact Study: o Included in City FY18 Budget request, but not funded due to lack of alignment with current City Priorities. o Continued request of assistance of commissioners and partners to help with securing funds for this goal. b. Provided technical assistance on historic preservation issues or projects. Examples include working with individual property owners, business owners, institutions to identify appropriate treatments and find appropriate materials, research advice, etc. The Commission and Planning Services Staff provided technical assistance to property owners and developers on issues including funding sources, NPS Preservation Briefs, Secretary of the Interior's Standards for the Treatment of Historic Properties, and the City's Architectural Guidelines. Building Services Manager David Johnson consulted with the Commission, property owners and developers regarding the City of Dubuque Historic Building Code. c. Sponsored public educational programming in historic preservation. Examples include training sessions offered to the public, walking tours, open houses, lectures, Preservation Month activities, etc. • On April 9-14, the City of Dubuque partnered with Dubuque Main Street, the Dubupue Community School District, Heritage Works, and local businesses and organizations to host the annual 'Architectural Days Program". The week-long event offers professional speakers, presentations and tours designed to engage and inform the public on architecture and historic preservation issues. City of Dubuque Historic Preservation Commissioners and Staff assisted with programming and attended events. � • Five (5) Ken Kringle Historic Preservation Awards were presented at a special ceremony jointly with the County Historical5ociety Awards, held Tuesday I Apri110, 2017 at 6:00 p.m. Preceding the ceremony was a presentation by director of the Julien Dubuque International Film Festival. The event was held at the historic Grand Opera House. CLG Annual Report 2018 3 6. The City of Dubuque did not amend its historic preservation ordinance or pass additional ordinances or resolutions that impact historic properties in 2018. 7. Are there any particular issues, challenges, and/or successes your preservation commission has encountered or accomplished this year? Promotion of Assistant Planner Dave lohnson to Building Services Manager took place over the first part of 2018, resulting in a vacancy that did slow our ability to proactively work in historic preservation. However, the City filled the Assistant Planner role in November 2018 with the hiring on Chris Happ Olson, who comes with a strong preservation background and experience with Commissions and Dubuque. This change comes after 13 years of continuous staff dedicated to Historic Preservation. 9. Does your commission have a website and if so, what is the address? The City of Dubuque's Historic Preservation webpage is at: h ttps://www.citvofdubuque,orp/331/Historic-Preservation The Planning Services Department annually reviews website statistics Section III Historic Preservation Program Administration • The CLG will organize and maintain a historic preservation commission, which must meet at least three (3) times per year. • The commission will be composed of community members with a demonstrated positive interest in historic preservation, or closely related fields, to the extent available in the community. • The commission will comply with lowa Code Chapter 21 (open meetings) in its operations. • Commission members will participate in state-sponsored or state-approved historic preservation training activities.
