Introduction
This memorandum transmits the Calendar Year 2018 Certified Local Government
(CLG) Annual Report for the City Council's review, and the Mayor's signature.
Backqround
The CLG annual report is a form submitted by all lowa CLGs to the State Historical
Society of lowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
Discussion
City Planning Services Staff and Historic Preservation Commissioners attended
numerous trainings throughout the region, which speaks highly of the City of Dubuque's
commitment to preservation and sustainability.
Recommendation
The report is submitted for the City Council to review and authorize the Mayor to sign.
Please have the Mayor sign and date page five (5) of the report and return it to me. No
additional action is required. Planning Services Staff will forward the signed copy of the
2018 CLG Annual Report and supporting documents to the SHSI.

Section I.
Locating Historic Properties
Identification, Evaluation, and Registration Activity
CLG Standards found in CLG Agreement and National Historic Preservation Act
♦ The CLG shall maintain a system for the survey and inventory of historic and
prehistoric properties in a manner consistent with and approved by the STATE.
♦ The CLG will review National Register nominations on any property that lies in the
jurisdiction of the local historic preservation commission.
1. Please provide complete reports and site inventory forms from historic
identification/survey, evaluation, and/or registration/nomination projects that your
commission completed in 2018. Do not include projects that were funded with a CLG
grant or mandated by the Section 106 review and compliance process as we already
have these in our files.
No additional surveys, registrations or evaluations have taken place in 2018.
2. How many National Register of Historic Places (NRHP) properties in your City,

In 2018 the City of Dubuque did not list any properties on its list of locally designated
historic landmarks and/or historic districts.
Most of lowa's CLGs do not have a local designation program. If you have questions
about whether you have a locally designation program or not please contact Paula

ordinances, you must send a copy to the State Historic Preservation Office for review and

Managing, Protecting, and Preserving Historic Properties

5. Did your city, county, LUD or its historic preservation commission undertake any of
the following activities in 2018? Please think broadly about this question and
include any activity (small or large) that facilitated historic preservation in your
community. This is your opportunity to boast about your accomplishments and get
credit for the great work you do! (use additional pages if needed)
a. Historic preservation planning. Examples include the development or revision of
a preservation plan, development of a work plan for your commission, etc.
The Historic Preservation Commission made the following progress on the three main
sections of the work plan:

• Survey & Registration:
o Coordinated with lowa State University's Historic Preservation
Planning Class (ISU) with planning for 2019 to survey the Montrose
Terrace neighborhood. Ability to move forward in 2018 was limited
by lack of readiness on ISU's part to dedicate a class to the work.
o Re-evaluated the ISU class's ability to take on other larger
neighborhoods or NRHP listing, scaling back for efficacy.
• Install NRHP District Entry Signs:
o Included in City FY18 Budget request, but not funded due to lack of
alignment with current City Priorities.
o Requested assistance of commissioners and partners to help with the
securing funds for this goal.
• Economic Impact Study:
o Included in City FY18 Budget request, but not funded due to lack of
alignment with current City Priorities.
o Continued request of assistance of commissioners and partners to
help with securing funds for this goal.
b. Provided technical assistance on historic preservation issues or projects.
Examples include working with individual property owners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc.
The Commission and Planning Services Staff provided technical assistance to
property owners and developers on issues including funding sources, NPS
Preservation Briefs, Secretary of the Interior's Standards for the Treatment of
Historic Properties, and the City's Architectural Guidelines. Building Services
Manager David Johnson consulted with the Commission, property owners and
developers regarding the City of Dubuque Historic Building Code.
c. Sponsored public educational programming in historic preservation. Examples
include training sessions offered to the public, walking tours, open houses,
lectures, Preservation Month activities, etc.
• On April 9-14, the City of Dubuque partnered with Dubuque Main Street, the
Dubupue Community School District, Heritage Works, and local businesses
and organizations to host the annual 'Architectural Days Program". The
week-long event offers professional speakers, presentations and tours
designed to engage and inform the public on architecture and historic
preservation issues. City of Dubuque Historic Preservation Commissioners and
Staff assisted with programming and attended events. �
• Five (5) Ken Kringle Historic Preservation Awards were presented at a special
ceremony jointly with the County Historical5ociety Awards, held Tuesday I
Apri110, 2017 at 6:00 p.m. Preceding the ceremony was a presentation by
director of the Julien Dubuque International Film Festival. The event was held
at the historic Grand Opera House.

passed additional ordinances or resolutions that impact historic properties, please
attach copies of the amendments and new ordinances or resolutions.
The City of Dubuque did not amend its historic preservation ordinance or pass additional
ordinances or resolutions that impact historic properties in 2018.
7. If new or revised design standards and/or guidelines were developed and adopted
during 2018, please attach a copy.
No new or revised design standards and/or guidelines were developed or adopted during
2018.
8. Are there any particular issues, challenges, and/or successes your preservation
commission has encountered or accomplished this year?
Promotion of Assistant Planner Dave lohnson to Building Services Manager took place
over the first part of 2018, resulting in a vacancy that did slow our ability to proactively
work in historic preservation. However, the City filled the Assistant Planner role in
November 2018 with the hiring on Chris Happ Olson, who comes with a strong
preservation background and experience with Commissions and Dubuque. This change
comes after 13 years of continuous staff dedicated to Historic Preservation.

Historic Preservation Program Administration
• The CLG will organize and maintain a historic preservation commission, which must
meet at least three (3) times per year.
• The commission will be composed of community members with a demonstrated
positive interest in historic preservation, or closely related fields, to the extent
available in the community.
• The commission will comply with lowa Code Chapter 21 (open meetings) in its
operations.
• Commission members will participate in state-sponsored or state-approved historic
preservation training activities.

Ms. Clark holds an MFA in Historic preservation from the Savannah College of Art and Design.
She served as a grant coordinator intern at Dubuque Main Street and had another internship
with the Metropolitan Planning Commission (MPCJ in Savannah, developing a comprehensive
report of Dr. MLKJr. Boulevard Corridor, including surveying homes. Her experience includes
evaluation of structures within the recent past. Ner masters thesis focused on Main Streets
Communities in Lake County, IL. This is her first experience serving on a commission.
While serving on the City of Dubuque Fiistoric Preservation Commission, I will work to insure
that the commission enforces the Historic Preservation Ordinance/Resolution; upholds the CLG
Agreement with the State of lowa, and works in compliance with the Secretary of the Interior's
Standards for Archaeology and Historic Preservation.

Ms. Cassill works at McGrow-Hill in business development pnd lives in a historic district because
of her love for architecture and Dubuque's cultura!heritage. She is a 6`�'generation Dubuquer,
but spent most of her adult life in Los Angeles untrl she moved back home in 2016. She
volunteers at homeless shelters, as an ESL instructor and is politically active. This is her first
experience serving on a commission.
