Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineer DATE: February 25, 2019 SUBJECT: 2019 Decorative Concrete Maintenance Project Initiate Public Improvement Bidding Process CIP 300 / 3501630 INTRODUCTION The purpose of this memorandum is to provide the City Council with information related to the 2019 Decorative Concrete Maintenance Project and request concurrence to initiate the public bidding procedure and establish the date for the public hearing. BACKGROUND The City has budgeted an annual Decorative Concrete Maintenance Program to repair and maintain the quality appearance and integrity of the decorative concrete pavements located throughout downtown and Port of Dubuque areas. DISCUSSION The 2019 Decorative Concrete Maintenance Project will provide for minor repairs, joint sealing, and the removal of dirt, oils, stains and the application of a new protective sealer on the decorative concrete surFace at the following locations: • Mississippi Riverwalk • City Hall • River's Edge Plaza • Washington Park • Alliant Amphitheater • Historic Federal Building • Marina Portside Plaza • Chamber Building Plaza Area • Ice Harbor West Road • Peosta Channel Trail, Rest Areas ** • Main Street, 1 St - 5th • Pyatigorsk Park ** • Town Clock Area ** • Miscellaneous spot repairs as needed • 4th Street Parking Ramp ** ** Completion based upon available funding and bid proposal costs received. The decorative concrete cleaning and sealing maintenance work will be coordinated to not impact scheduled events in the downtown and Port of Dubuque areas. Work will be completed prior to the lowa League of Cities Conference which will be held in September 2019. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process March 4, 2019 Publish Notice to Bidders, Advertise for Bids March 8, 2019 Publish Public Hearing Notice on Plans &Specifications March 8, 2019 Public Hearing on Plans & Specifications March 18, 2019 Receipt of Bid Proposals (Bid-Letting) March 21 , 2019 Award Construction Contract April 1 , 2019 Project Completion Date August 30, 2019 RECOMMENDATION I recommend that the City Council establish a date for the public hearing and authorize the City Clerk to advertise for proposals for the 2019 Decorative Concrete Maintenance Project. The proposed plans, specifications, form of contract and estimated cost for the 2019 Decorative Concrete Maintenance Project in the estimated amount $165,000.00, are hereby preliminarily approved and ordered filed in the office of the City Clerk for public inspection. Section 2. A public hearing will be held on the 18th day of March, 2019, at 6:00 p.m. in the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque, Iowa, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. Section 3. The 2019 Decorative Concrete Maintenance Project is hereby ordered to be advertised for bids for construction. Section 4. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. Section 5. The City Engineer is hereby directed to advertise for bids for the construction of the improvements herein provided, by publishing the attached Notice to Bidders to be published in the Master Builders of Iowa Plan Room, The Construction Update Network and posted on the City of Dubuque website at www.cityofdubuque.orq/bids and which notice shall be published not Tess than thirteen but not more than forty-five days before the date for filing bids before 2:00 p.m. on the 21st day of March, 2019. Bids shall be opened and read by the City Clerk at said time and will be submitted to the City Council for final action at 6:00 p.m. on the 1st day of April 2019, in the Historic Federal Building Council Chambers (second floor), 350 West 6th Street, Dubuque, Iowa. Said proposed plans, specifications, form of contract and estimated cost are now on file in the office of the City Clerk. At said hearing any interested person may appear and file objections thereto.
