MEETING MINUTES OF
January 14, 2019
Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at
435 p.m. on Monday, January 14, 2019, at the Jule Operations & Training Center, 949 Kerper
Blvd., Dubuque, lowa.
Roll Call:
Present: Anthony Allen, Chair Ashley Melchert

Miquel Jackson Jay Schiesl, Vice Chair

Commissioner Allen explained that since Dubuque Community Schools staff were unable to attend
today's meeting, he invited Ed Raber to present today and moved school staff to February 11,
2019.
Oath of Office
The Chair administered the Oath of Office to Commissioners Parks and Hammel.
Approval of Minutes from December 11, 2018
Motion by Schiesl, second by Jackson to approve the meeting minutes of December 11, 2018.
All in favor. Commissioner Parks abstained.
Reports
Caseload Report
The December 2018 caseload report was received and filed.
Chairperson's Report
The Chair announced the Martin Luther King Jr. tribute and breakfast celebration this
coming weekend.
The Multicultural Family Center is planning a Black History event on February 26.

New Business
Appoint Alternate DHRC Commissioner to Dubuque Communitv Police Relations Committee
Jay Schiesl resigned as alternate DHRC representative to the DCPRC. Commissioner
Melchert volunteered to replace Schiesl on that Committee.
Request for DHRC Sponsorship for Black History Event
Corey Young, Health Educator with Hillcrest Professional Health, contacted staff about
possible sponsorship of an event they are planning on February 2, 2019. The planned

event is a drag show in honor of Black History Month along with observing Black AIDS
Awareness Day. Commissioner Schiesl moved and Commissioner Parks seconded to
sponsor the event at the Silver Sponsor level for$100. Roll call:

Standina Items: Goals
Goal #1: Education
The Chair commented that Jubek New World Brewing hosts monthly gatherings for
conversation on various topics every 2ntl Wednesday of the month at 8:00 p.m. This
month's conversation focused on equity.
Goal #2: Housing
Ed Raber, Diredor of Dubuque True North, provided a quarterly update on the progress of
that initiative. To date, there haven't been any vacant properties renovated, but recently
three properties have been purchased. Letters are being sent to various businesses,
organizations, and institutions inviting partnership opportunities. Ed will retum in May 2019
to provide another update. Also in May, they will begin the planning process for hosting
community discussions in an attempt to conned residents with Ed and True North staff.
Goal #3: Employment
Commissioner Jackson advised that Resource Unite will act as the fiscal agent for the
Race Conference. The breakout sessions have been solidified and they have speakers for
most of them. Rick Dickenson from GDDC has committed funds for this event, and they
will continue to seek sponsorship.
