INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related to
the Northwest Arterial - Pennsylvania Avenue Right Turn Lane Project and request
concurrence to initiate the public bidding procedure and establish the date for the public
hearing.
BACKGROUND
The easterly approach driving lane of the Pennsylvania and Northwest Arterial intersection
has one left turn lane, one straight thru lane, and one shared thru and right turn lane. The
shared thru and right turn movement to go straight or north is a very heavy traffic
movement. Unfortunately, it only takes one westbound (straight thru) vehicle queued at the
light to block all free right turn movements. Once blocked, this shared lane can rapidly back
up with vehicles stacking to over 300 feet from the intersection.
The City of Dubuque applied for and was awarded a Traffic Safety Improvement (TSF)
Grant from the lowa DOT in the amount of $364,000 to assist with the construction of a right
turn lane on the easterly leg of Pennsylvania Avenue with traffic signal adjustments at NW
Arterial and Pennsylvania intersection.
EXISTING CONDITIONS
Although traffic signal timings at the NW Arterial - Pennsylvania intersection are reviewed
and updated throughout the year, the existing shared straight thru - right turn lane does not
efficiently handle right turning traffic movements. ITS improvements have been implemented
at this intersection over the last 10 years to provide the most efficiency from the existing
geometrics. This approach has come to the point where no additional efficiencies can be
achieved without adding traffic lane improvements.
PROPOSED TURN LANE IMPROVEMENT
Based on the current operational and capacity challenges the City is experiencing at the
NW Arterial - Pennsylvania intersection, the proposed right turn lane improvement includes
adding an exclusive 350-foot right turn lane along the existing easterly approach on
Pennsylvania. The new right turn lane would allow for a second dedicated straight thru lane
as well as maintaining the existing dedicated left turn lane. The proposed right turn lane
improvement will improve the capacity and efficiency of this intersection.
PROJECT SCHEDULE
The schedule for the project is as follows:
Initiate Public Bidding Process April 1 , 2019
Publish Notice to Bidders, Advertise for Bids April 5, 2019
Publish Public Hearing Notice on Plans &Specifications April 5, 2019
Public Hearing on Plans & Specifications April 15, 2019
Receipt of Bid Proposals (Bid-Letting) April 25, 2019
Award Construction Contract May 6, 2019
Project Completion Date August 23, 2019
The project schedule will require that construction work will occur during the summer
months and be fully completed by the time school resumes in August.
RECOMMENDATION
I recommend that the City Council establish a date for the public hearing and authorize the
City Clerk to advertise for proposals for the Northwest Arterial - Pennsylvania Avenue Right
Turn Lane Project.
BUDGETIMPACT
The estimate of probable cost for the Northwest Arterial - Pennsylvania Avenue Right Turn
Lane Project is summarized in the following table:

The grant funding agreement between the lowa DOT and the City provides for the utilization
of TSF Grand Funds for eligible constructions costs for the construction of a new right turn
lane. The eligible constructions costs are reimbursed at 100°k. All other costs such as
preliminary engineering (PE), Final Engineering (FE), and Construction Engineering (CE)
will be funded solely with City funding.
ACTION TO BE TAKEN
I respectfully request that the City Council grant preliminary approval to the construction
plans and specifications; and establish April 15, 2019 as the date of the public hearing; and
hereby authorized the City Clerk to advertise for bid proposals for the Northwest Arterial -
Pennsylvania Avenue Right Turn Lane Project through adoption of the attached resolutions.

NORTHWEST ARTERIAL - PENNSYLVANIA AVE RIGHT TURN LANE PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The proposed plans, specifications, form of contract and estimated cost for
the Northwest Arterial - Pennsylvania Avenue Right Turn Lane Project in the estimated
amount $354,600.00, are hereby preliminarily approved and ordered filed in the office of
the City Clerk for public inspection.
Section 2. A public hearing will be held on the 15th day of April, 2019, at 6:00 p.m. in the
Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the
proposed plans and specifications, form of contract and estimated cost of said Project, and
the City Clerk be and is hereby directed to cause the attached notice of the time and place
of such hearing to be published in a newspaper having general circulation in the City of
Dubuque, Iowa, which notice shall be published not less than four days nor more than
twenty days prior to the date of such hearing. At the hearing, any interested person may
appear and file objections to the proposed plans, specifications, form of contract, or
estimated cost of the Project.
Section 3. The Northwest Arterial -Pennsylvania Avenue Right Turn Lane Project is
hereby ordered to be advertised for bids for construction.
Section 4. The amount of the security to accompany each bid shall be in an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
Section 5. The City Engineer is hereby directed to advertise for bids for the construction
of the improvements herein provided, by publishing the attached Notice to Bidders to be
published in the Master Builders of Iowa Pian Room, The Construction Update Network
and posted on the City of Dubuque website at www.cityofdubuque.orq/bids and which
notice shall be published not less than thirteen but not more than forty-five days before the
date for filing bids before 2:00 p.m. on the 25th day of April, 2019. Bids shall be opened
and read by the City Clerk at said time and will be submitted to the City Council for final
action at 6:00 p.m. on the 6th day of May 2019, in the Historic Federal Building Council

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, lowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimated cost for the Northwest Arterial - Pennsylvania Avenue Right Turn Lane
Project, in accordance with the provisions of Chapter 26, Code of lowa, at 6:00 p.m., on
the 15�h day of April, 2019, in the Historic Federal Building Council Chambers (second
floor), 350 West 6�h Street, Dubuque, lowa. Said proposed plans, specifications, form of
contract and estimated cost are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections thereto.
The scope of the Project is as follows:
Northwest Arterial - Pennsylvania Avenue Right Turn Lane Project
Construct a new 350-foot dedicated right turn lane along the existing easterly
approach on Pennsylvania Avenue which will include; 432 Tons of HMA
pavement; 308 square yards of 9-inch doweled PCC pavement; 459 feet of PCC
curb and gutter; 262 square yards of PCC sidewalk; pedestrian ADA access curb
ramp improvements; traffic signal modifications, including new mast arm and
foundation, new signal heads, wiring and traffic control equipment.

120.1 Time and Place for Filinq Sealed Proposals
Sealed Bids for the work comprising each improvement as stated below must be
filed before 2:00 p.m. on Thursday April 25, 2019, in the Office of the City Clerk,
City Hall - First Floor, 50 West 13�h Street, Dubuque, lowa.
120.2 Time and Placed Sealed Proposals Will be Opened and Considered
Sealed proposals will be opened, and Bids tabulated at 2:00 p.m. on Thursday
April 25, 2019, at City Hall - Conference Room B, 50 West 13�h Street, Dubuque,
lowa, for consideration by the City Council at its meeting on Monday May 6th,
2019. The City of Dubuque, lowa, reserves the right to reject any and all Bids.
120.3 Time for Commencement and Completion of Work
Work on the Project must be commenced within ten (10) calendar days after the
Notice to Proceed has been issued and shall be fully completed by Friday, August
23, 2019.
120.4 Bid Securitv
Each Bidder must accompany its Bid with a Bid security as security that the
successful Bidder will enter into a contract for the work Bid upon and will furnish
after the award of contract a corporate surety Bond, acceptable to the
governmental entity, for the faithful pertormance of the contract, in an amount
equal to one hundred percent of the amount of the contract. The Bid security must
be in the amount of ten percent (10°k) of the amount of the contract and must be
in the form of a cashier's check or certified check drawn on a state-chartered or
federally chartered bank, or a certified share draft drawn on a state-chartered or
federally chartered credit union, or the Bidder may provide a Bid Bond with
corporate surety satisfactory to the governmental entity. The Bid Bond must
contain no conditions except as provided in this section.
120.5 Contract Documents
Copies of the Contract Documents may be obtained at the Engineering
Department, City Hall - Second Floor, 50 West 13�h Street, Dubuque, lowa 52001 .
The Contract Documents will also be available on the City's website at
www.citvofdubuque.orq/bids.aspx. No plan deposit is required.
120.6 Preference for lowa Products and Labor
By virtue of statutory authority, preference will be given to products and provisions
grown and coal produced within the State of lowa, and to lowa domestic labor, to
the extent lawfully required under lowa statutes.
120.7 Sales Tax
The Bidder should not include State of lowa sales tax in its Bid. A sales tax
exemption certificate will be available for all material purchased in lowa for
incorporation into the Project.
120.8 General Nature of Public Improvement Prolect

Stat. 252, 42 U.S.C. 2000d-2000d-4 and Title 49, Code of Federal Regulations,
Department of Transportation, Subtitle A, Office of the Secretary, Part 21 ,
Nondiscrimination in Federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to this advertisement,
minority business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of
race, color, national origin, sex, age, or disability in consideration for an award.
