The grant is in the amount of$10,000 and the source of the $11 ,080 cash match has
been identified.

INTRODUCTION
This memo transmits for City Council approval, an application for a Historic Resource
Development Program (HRDP) Grant for Continuation of the Phase I Archaeological Survey
at Eagle Point Park. The grant application, supporting documents, and a resolution are
enclosed.
BACKGROUND
The State Historic Preservation Office annually awards HRDP grant funds for competitive
projects that help to preserve, conserve, interpret, enhance, and educate the public about
lowa's historical assets. The City has received HRDP grants for Four Mounds Park and
other historic preservation projects in the community.
Eagle Point Park, located at 2601 Shiras Avenue, is listed in the National Register of
Historic Places. The City has a long collaboration with the State Historic Preservation Office
in stewardship of the historic architecture, historic landscape, cultural heritage and
archeology of this City park. A vicinity map is enclosed.
DISCUSSION
A State grant matched by City funds enabled completion of a Phase 1 Archaeological
Survey in 2015 for the traditional portion of Eagle Point Park, Section A on the enclosed
Section Map. The full extent of the parkland owned by the City, Section B, extends north
from the north gate for a substantial distance along the river bluffs. In December 2018, the
City Council accepted a private donation of 11 acres northwest of the park's tennis courts.
This new land is Section C.
City staff identified the need for a "retracement surve�!' to determine the boundaries of
Sections B and C. The Parks Division will work with the Engineering Department to install
permanent boundary stakes and complete a retracement survey of the areas shown on the
enclosed Scope of Work Map. This work will be funded by the Park Division, and will
constitute a cash match for the HRDP grant request.
The retracement survey will delineate the work area for the continuation of the Phase 1
Archaeological Survey. Grant funding will be used to help hire an archaeologist to conduct

the Phase I Archaeological Survey in Sections B and C shown on the enclosed Scope of
Work Map. The Planning Services Department has matching funds budgeted to help
leverage the HRDP grant (see enclosed CIP).
When completed, we will have accurate boundaries and a Phase 1 archaeological survey
for the entire parkland owned by the City of Dubuque. This information will enable the Park
Division to be good land stewards by avoiding culturally-sensitive areas, continue
environmental restoration work, and protect the historic, archaeological, and environmental
resources that make up this community park.
As a Certified Local Government with the State Historic Preservation Office, the City is
required to help to preserve, conserve, interpret, enhance, and educate the public about
Dubuque's historical assets. This project also will help fulfill those requirements.

RECOMMENDATION
Staff recommends the City Council approve the application for an HRDP Grant for
Continuation of the Phase I Archaeology Survey at Eagle Point Park. The Park Division's
dedication to preserving and recording the park's history offers enriching and engaging
experiences to visitors and residents, furthering the social and cultural vibrancy of our
community. This project will further this effort.
REQUESTED ACTION
The requested action is to adopt the enclosed resolution in support of the application for the
HRDP Grant for Continuation of the Phase I Archaeology Survey at Eagle Point Park.

PROJECT DESCRIPTION/JUSTIFICATION
This project provides for a phased program of historic and architectural surveys of Dubuque's older neighborhoods to identify cultural resources for planning anci
program implementation as well as neighborhood revitalization and sustainability. This project also supports registrations through nomination and listing of local
historic districts, sites, and properties to the National Register of Historic Places, which facilitates access to historic tax credits and other preservation funding
sources. This project can also assist with historic structure reports or surveys to facilitate rehab and adaptive reuse. City funds would be used to leverage state
grants where feasible; state grants are highly competitive and can extend project time line. This project helps to maintain status as a Certified Local Government
(CLG) with the State of lowa, historic and architectural surveys and registrations must be conducted. Between 2000 and 2005, nearly 5,000 structures in
Dubuque's historic districts, conservation districts, and conservation planning areas were surveyed. These surveys and registrations assist Planning Services staff
with conducting mandated Section 106 reviews of potential impacts to cultural resources for federally-funded housing rehab and other City projects. CLG status
allows the City to conduct these reviews in-house, which streamlines project review. These surveys and registrations also assist with federal and state tax credit
applications and disaster assistance. This project implements the Historic Preservation Commission's annual work plan, a key component of the City's Historic
Preservation Program.

Whereas, the State Historic Preservation Office has allocated Historic Resource
Development Program (HRDP) grant funds for projects that help identify and evaluate
historic structures, create historic preservation plans, educate the public, and conduct
archaeology surveys; and
Whereas, the City of Dubuque has adopted the 2017 Comprehensive Plan that includes
goals for educating the community about the benefits of historic preservation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to submit the FY 2019 HRDP Grant
application to the State Historic Preservation Office for Continuation of Phase I
Archaeology Survey at Eagle Point Park.
Section 2. The Planning Services Manager hereby authorized to serve as project
manager in accordance with state requirements.

Continuation of Phase I Archaeology Survey for Eagle Point Park
2. Project Summary*

Grant funding will be used to help hire an archaeologist to conduct a Phase I
Investigation Survey at the north portion of the park and newly acquired acreage north
and west of the traditional park area. Match will be provided to help pay for the survey,
while the City pays for a retracement survey, necessary to identify the area for
undertaking the Phase I Survey. Together, the projects will allow the City to continue
ecological restoration work and protect the historic, archaeological, and environmental
resources that make up this park. This work is critical for the City to explore expansion of
the National Register Historic District nomination.

Eagle Point Park is 175 acres that overlook the Mississippi River and Lock and Dam#11
at Dubuque, providing a spectacular tri-state view of lowa, Illinois and Wisconsin. In
1908, 100 acres were deeded to the City to create the park on Shiras Avenue. Streetcar
traffic began to serve the park in 1912. The park took on a new look in the 1930s when
the City received a $200,000 Works Progress Administration (WPA) grant and hired the
young landscape architect Alfred Caldwell as Park Superintendent. Views from the park
of the river and adjacent lands changed dramatically with the completion of Lock and
Dam#11 in 1937. Caldwell's exceptional grasp of native construction material and of the
how the Prairie style would fit into the natural landscape and bluffs resulted in one of the
most outstanding parks in the Midwest. Additional land, buildings and features were
added and developed at the park overtime, with the most recent being an 11 .7 acre
parcel donated in December 2018.
Reference definitions for the application (See SECTION MAP in the porffolio)
A) EPP Traditional Park—the 113 acres of traditional parkland bound by Shiras Avenue to
the west, Lincoln Avenue to the South, the Canadian Pacific Railroad to the east, and the
north gate entrance at the north.
B) EPP North Section- the 51 acres of land that runs north of the north gate entrance,
bound by bluffland and the Canadian Pacific Railroad at the north east, Eagle Point Drive
to the west, and EPP Traditional Park to the south. In 2019, Bear Creek Archaeology
completed a Phase I Archaeology Survey for a 2.1 acre area in this section.
C) EPP New Section- the 11.7 acres of undeveloped land donated and added to the park
by Dubuque City Council in Dec. 2018; located north of the park tennis courts and
between the private property owners on the west side of Eagle Point Drive at the east,
and the private property owners on the east side of Shiras Avenue at the west.
D) Eagle Point Park —the entire 175 acres of parkland owned by the City
The park lies within an area of the City colloquially known as 'The Point.' The park is
owned and maintained by the City of Dubuque and is open to the public, accessible
through the south gate at Shiras Avenue from May through October, and accessible
through the north gate year-round. This large urban park was conceived in the City
Beautiful style in 1909 by Charles Mulford Robinson and Charles Nassau Lowrie with
panoramic views of the city, the river and the eastern bluffs of Wisconsin and Illinois, tree-
lined drives and a variety of amenities to appeal to all ages. Nearly all the original plan of
the EPP Traditional Park and the EPP North Section is intact. Eagle Point went through
some major changes in the 1930s to extend its usage to the winter months with the
addition of park shelters with fireplaces. These structures and features were designed in
the Prairie School style by Alfred Caldwell and his apprentice, Wendelin Rettenberger.
The parks features take advantage of local material such as logs, wood shingles and
native limestone. Eagle Point Park contains a remarkably high degree of historic integrity.
The EPP Traditional Park contains 14 buildings, 6 sites, 5 structures, and 5 objects which
contribute to the significance of the park. (The EPP North and New Sections are not
developed.) Located atop a steep bluff overlooking the Mississippi River, the park's
rugged and complex topography adds to the highly scenic character of the park. Eagle
Point Park is an area of natural quality for outdoor recreation, with walking, viewing,
sitting, picnicking, and restroom facilities. Eagle Point Park is the largest urban park
located in Dubuque, lowa and takes advantage of the natural beauty of its setting. The
heavily wooded bluff is spotted with park pavilions, gardens and spectacular views. The
meandering roads guide visitors through northern areas of the park which are thick with
communal areas for picnicking and athletic activities and through the secluded, intimate
and natural qualities of the southern reaches of the park.
There are ten pavilions located in the park and their construction spans nearly 100 years.
From largest to smallest in terms of seating capacity those pavilions are: Riverfront
Pavilion, Open Air Pavilion, Bridge Complex, Log Cabin Pavilion, Eagle's View, Shiras
Memorial, Veranda Rooms, Terrace Room, Indian Room, Tri-State View Pavilion. The
styles exhibited in the pavilions are diverse and express their particular period of
construction. Some are free standing structures while others are heavily embedded in
constructed and natural landscape features. The variety provides an immersive
experience as people explore the park by car, bike or foot.
Recent Developments at the Park: In 2015, the City of Dubuque retained Wapsi Valley
Archaeology for a Phase I Intensive Archaeological Survey and Mound Remnant Survey
in order to identify potential areas of concern and protect sensitive resources prior to
taking on an environmental restoration project. The surveys did not extend to the steep
blufflands and heavily wooded areas or beyond the north entrance gate. In 2017, the
Eagle Point Park Historic District was listed on the National Register of Historic Places,
cited for Local Significance, under Criterion A(historical events) and C (architecture). The
City has been awarded several state and federal grants, to undertake an Environmental
Restoration Management Plan, which is currently in the design phase.A Phase I
Intensive Archaeological Survey was performed as part of that work on an additional 2.1
acres of blufftop lands in the EPP North Section. The donation of the EPP New Section in
Dec. 2018 was added by Dubuque's City Council into the park as a buffer to protect
Eagle Point Park. It will be an ideal place to continue environment restoration in the
future. It may be a candidate for inclusion in the Eagle Point Park National Register
Historic District.

This is intended to be an overview. You will have the opportunity to include specifics of your
work plan in the scope of work section.
Grant funding will be used to help hire an archaeologist to conduct a Phase I Archaeology
Survey at the EPP New and North Sections (minus steep blufflands and the 2.1 acres
already completed in the EPP North Section.) Match will be provided to help pay for the
Phase I Survey, while the City pays for a retracement survey, necessary to identify the
area for undertaking the Phase I Survey. Together, the projects will allow the City to
continue environmental restoration work and protect the historic, archaeological, and
environmental resources that make up this community park.
As a Certified Local Government, the City is required to help to preserve, conserve,
interpret, enhance, and educate the public about Dubuque's historical assets. This project
will help fulfill that requirement. The Retracement and Phase I Archaeological surveys
accomplish these goals:
1) The retracement survey establishes boundaries for the EPP New and North Sections,
identifying private and public lands for City maintenance and planning, and for the
archaeologists to continue the Phase I Survey at Eagle Point Park.
2) The Phase I Archaeological Survey identifies archaeological and historic resources that
need protection, for the use of the City and park staff, as they maintain the park.
3) Both surveys establish the basis for the City's continued planning and protection for
further environmental restoration and the potential of the EPP New Section to be included
in the Eagle Point Park National Register Historic District nomination amendment and
listing and/or local listing as a Landmark Site which affords additional protection.
The Retracement Survey will be completed by the City of Dubuque's Engineering and
Leisure Services Departments staff, using a handheld GPS coordinate unit to identify
property lines at the EPP New and North Sections. Permanent staking will provide
boundary identifiers along those perimeters as needed for City staff and neighbors. The
stakes will be lightweight, easy to install, low maintenance, environmentally sound, safe
highly durable and difficult for the public to remove without breaking them. The survey
stakes and data will be used by the consultant performing Phase 1 Archaeological
Survey. The project fieldwork and staking would be done in early spring when leaves are
off trees and GPS survey equipment can be used.
The Phase I Archaeology Survey will be completed by a contracted qualified consulting
firm through an RFP process by the City of Dubuque. Planning Services staff will manage
the RFP and grant, while Leisure Services staff will guide and assist the consultant as
appropriate. The survey will be accomplished by geomorphic assessment and pedestrian
reconnaissance along those areas, but stopping at the steeply sloped blufflands, where
access is limited.
The letter from Wapsi Valley Archaeology shows we worked with Wapsi, which has
previous conducted an archaeological survey at Eagle Point Park, to ensure that our
scope of work, timeline and budget was reasonable for this project. We also worked with
our Leisure Services (Parks) and Engineering Departments with the scope development
and retracement survey budget and timeline.
3. How will the proposed activities assist the historical resource?*

The original 100 acres of donated land to the City of Dubuque for Eagle Point Park has
continued to expand to 175 acres over time, concurrent with the city's neighborhood and
river development around it. The most recent change was a donation in December 2018
of an additional 11 .7 acres of undeveloped adjacent land (EPP New Section), which
serves as a buffer to Eagle Point Park in addition to expanding park land. These buffering
lands preserve the serenity of place and help to counteract and thwart the impact of the
community development in the park vicinity. The City of Dubuque has shown a firm
commitment to continue to expand the park, undertake restoration, and protect it.
Protection comes from both the knowledge afforded by National Register nominations
and Phase I Surveys, as well as recognitions that can help provide access to grant
dollars for restoration work.
Protection of the EPP New Section by staff and the community is difficult without the
retracement survey to delineate ownership, which is also necessary to undertake the
Phase I Archaeology Survey. These are needed to continue to layer protections on this
property, such as National Register Historic District expansion or local landmark status.
When the EPP New Section was donated, the City started looking at the possibility of
amending the park's National Register Historic District nomination to include the newly
adopted parkland. Early on in that process, the City's Park Division Manager identified
that a need to better understand the actual boundaries of the EPP New and North
Sections. With new land, the park gets new neighbors, and it is unclear where the
neighboring land ends and Eagle Point Park begins, especially in light of the fact that
people that live near natural areas and parks tend to encroach their use onto those
properties. This is also the case on the parts of the EPP North Section which border
private property, as opposed to a street or the railroad, where the borders are more easily
identified.
In 2017, the City of Dubuque completed the nomination for Eagle Point Park National
Register Historic District and it was subsequently listed on the Register that year. In 2018,
the City of Dubuque engaged the consultant EOR to develop an Ecological Restoration
Plan to continue Ecological Restoration Improvements in 2019 and beyond. As part of
this process, the City undertook a Mound Remnant Survey and a Phase I Intensive
Archaeology Survey to identify, with the goal of protection, archaeologically sensitive
areas and resources at the EPP Traditional Park, with Wapsi Valley Archaeology as the
consultant. EOR further engaged Bear CreekArchaeology, Inc. to continue a Phase I
Archaeology Investigation on 2.1 blufftop acres in the EPP North Section.
The Continued Phase I Archaeology Survey that is the subject of this grant request will
complete the Phase I Survey for the remaining section at the EPP North Section and all
of the EPP New Section. The Retracement Survey establishes borders for the purpose of
taking on the Phase I Survey. Both of these are precursors to future planning, restoration,
expansion of the National Register Historic District and/or potential listing of Eagle Point
Park as a Local Landmark Site. Continued layering of knowledge (surveys), recognitions
(National Register Listings) and protection (local landmark listing) helps protect this
important resource in perpetuity.
National Register listing of Eagle Point Park has helped the community and citizens
better understand the value and exceptional quality of the park, which people have been
inclined to take for granted as just their city park. Our Imagine Dubuque 2037
Comprehensive Plan completed in 2017 developed a Call to Action for the community. It
identified seven overarching categories of recommendations, compiled from over 12,500
suggestions from 6,500 citizens. Eagle Point Park plays a prominent role in four of the
seven categories, including: Environmental Integrity, Social and Cultural Vibrancy,
Community Facilities, and Land Use. Relevant subcategories that relate to plans at Eagle
Point Park are: Expanded, sustainable stormwater management practices; Promote a
healthy urban forest and native planting; Increase Eco-Education programming;
Continued focus on green buildings and historic preservation; and Promote healthy
lifestyles. It is clear from this process that the community cares deeply about this park
and gave the directive to continue to preserve and improve the use and health of the park
for the community and the future.

Eagle Point Park is a remarkable historic resource and public park, stewarded and
protected by the City of Dubuque. The City has continued to expand this park to create
buffers around this historic and natural phenomenon. Layers of protection continue to
ensure that we widen the stakeholders that are involved in decision-making around this
resource, including adding advisory review by the Historic Preservation Commission for
projects and listing the structure on the National Register of Historic Places. The City has
been actively fundraising for and undertaking environment restoration planning and
implementation. Included in the planning phase are archaeology surveys to ensure that
we identify and protect the historical and prehistorical resources throughout the site.
In 2017, our community undertook a comprehensive planning process engaging over
6500 citizens across socio-economic sectors. The City is leading its first ever
comprehensive plan implementation process entitled Imagine Dubuque: ACall to Action
based on the results of the plan.
Eagle Point Park is a destination for not only for citizens, tourists from outside our
community, and even birds. The park is an important flyway and nesting spot for neo-
tropical migratory birds along the Upper Mississippi River National Wildlife and Fish
Refuge. Continued restoration of the historic and environmental resources within this park
is a priority for our community.

We have consulted with:
-our Engineering and Parks Department on the timeline for the Retracement Survey
-our City Clerk and City Manager's office on the coordination for approvals
-Planning Services staff on the RFP Process
-Wapsi ValleyArchaeology on the scope and timing on the Phase I Survey
The RFP bid process is over 4 months time, which is more than generous for RFP
development, bid posting, RFP committee setting, review of bids and award/contracting.
The following month we have our initial scheduling meeting with the consultant. The
timing for the Retracement Survey is based on the ideal time to mark the land, with an
ideal time for the Phase I Archaeological Survey following that. Wapsi Valley indicated
that it would likely require 4 people in the field for 4 days and the timing is more than
sufficient for the survey and reporting.

1. Consultant - Project estimated based on area and scope of work to be accomplished,
as well as past history with Phase I Archaeological Surveys at this and similar sites.
Worked with Wapsi Valley Archaeology to assess feasibility of scope, timeline and
budget. This part of the project requires a RFP Process. This is is the only requested
funds from the grant. The remaining cost will be paid from City Capital Improvement
Project (CIP) funds.

the RFP and assist with the project as necessary; paid through operating budget.
