SUBJECT: Sustainable Dubuque Community Grant Program Recommendation

Sustainable Community Coordinator Gina Bell is recommending City Council approval
of the Resilient Community Advisory Commission recommendations for the following
five projects for funding from the Sustainable Dubuque Community Grant Program at a
total funding amount of$10,550:

Gina Bell and the Resilient Community Advisory Commission request to use $500 of the
remaining funds to create and implement a marketing campaign to advertise the grant
program for the Fall 2019 round and beyond. Commissioners will work with staff to
create a campaign to target residents who haven't applied for the Sustainable Dubuque
grant in the past, specifically, renters and underserved populations, using a variety of
outreach techniques, including boosting social media posts and direct mailings.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to present the recommendations of the Resilient
Community Advisory Commission, who reviewed Round 19 of the Sustainable Dubuque
Community Grant applications.
BACKGROUND
In 2013, the City Council approved the Sustainable Dubuque Community Grant program
to catalyze community leaders in the Sustainable Dubuque initiative. The grants are
available to any residents, non-profits or businesses who propose a project that
addresses at least one of the twelve sustainability principles and includes an element of
community engagement or education in their project.
$25,000 was allocated for grant disbursement in FY2019. Round 18 (Fall 2018) granted
$10,310, leaving $14,690 available for Round 19 (Spring 2019). Seven applications
were received in this round. All commissioners were invited to submit their individuals
scores. Due to unforeseen circumstances, the only subcommittee member able to meet
was Commissioner Kohlhaas. He and I met to review the aggregated scores and
prepare a recommendation for the RCAC. The recommendation of the full RCAC, as
approved at their April 4, 2019 meeting, follows.

Total recommended funding for Round 19 is $10,550. This leaves a $4,140 balance.
The Resilient Community Advisory Commission respectFully requests using $500 of the
remaining funds to create and implement a marketing campaign to advertise the grant
program to build a more robust field of projects for Fall 2019 round and beyond.
Commissioners will work with staff to create a campaign to target residents who haven't
applied for the Sustainable Dubuque grant in the past, specifically, renters and
underserved populations using a variety of outreach techniques including boosting
social media posts and direct mailings.
REQUESTED ACTION
I respectfully recommend City Council approval of the RCAC recommendations
regarding Round 19 funding of the Sustainable Dubuque Community Grant program.
