Employees

Personnel Manager Randy Peck recommends City Council approval of the Fiscal Year
2020 Wage Plan and Benefit Package for Non-Bargaining Unit Employees effective
July 1 , 2019, for general employee classifications and non-assigned classifications.
The Wage Plan provides a 1 .5°k across the board wage increase, consistent with the
wage increase to be received by employees represented by the Teamsters, Transit,
Operating Engineers and Firefighter Bargaining Units. It is further recommended that
the City Council approve the Parental Leave Policy and Enhanced Sick Leave Benefit,
which were approved as part of the Fiscal Year 2020 Budget. The Parental Leave
Benefit and Enhanced Sick Leave Benefit have also been approved for full-time
employees represented by the International Union of Operating Engineers, Local #234.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Employees
DATE: March 20, 2019
I recommend that the wage plans in effect on June 30, 2019, for general employee
classifications and non-assigned classifications be increased by 1.5% across the board
on July 1, 2019. This wage increase is consistent wifih the wage increase to be received
by employees represented by the Teamsters, Transit, Operating Engineers and
Firefighter Bargaining Units. I am also recommending approval of the attached parental
leave policy and enhanced sick leave benefit. The parental leave policy and enhanced
sick leave benefit were approved as part of the Fiscal Year 2020 budget. The parental
leave benefit and the enhanced sick leave benefit have also been approved for full-time
employees represented by the International Union of Operating Engineers, Local #234
In order to implement this recommendation, I request that the attached resolution be
approved.

APPROVING THE WAGE PLAN AND BENEFIT PACKAGE FOR NON -BARGAINING
UNIT EMPLOYEES FOR FISCAL YEAR 2020
Whereas, the City Manager has recommended the wage plan and benefit package
for Non -Bargaining Unit Employees for Fiscal Year 2020;
Whereas, the recommended wage plan for Non -Bargaining Unit employees is
consistent with the wage plan to be received by employees represented by the
Teamsters, Transit, Operating Engineers and Firefighter Bargaining Units in Fiscal Year
2020.
Whereas, the recommended benefit package is consistent with the benefit package
to be received by full-time employees represented by the International union of
Operating Engineers, Local #234 in Fiscal Year 2020.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the wage plan and benefit package for Non -Bargaining Unit
employees for Fiscal Year 2020 is hereby passed, approved and adopted this 15th day
of April 2019.

PURPOSE
This policy gives �ligible employees who are becoming parents or expanding their
families paid tim� away from work fallowing the birth of a child or adopfiion of a child.
APP�.ICABILITY
This policy applies to all full-time non-bargaining unit employees.
POLICY
An employee may use Parental L�ave to take paid fiime away from work for the birth or
the adoption of a child under 18 years old. Eligible employees will receive their regular
base pay (plus I�ngevity) and benefits for twelve (12) weeks following the date of bir�h,
adoption evenfi or foster-to-adopt placement. If both parents are eligible employees,
each will receive the leave benefit.
Parental Leave will run cnncurrenfily with Family Medical Leave under the City's Family
and Medical Leave Policy and must be used within twelve (12) monfihs following the
birfih or adoption of the child. Parent�l Leave will not reduce eligibility for other fiypes of
leaves such as mafiernifiy leave, sick leave, family sick leave, vacation, causal days,
compensafiory time and holidays.
Parental Leave can be taken intermifitently.
Medical certification required through the FMLA leave application will be used for the
evaluation of eligibility under this policy.
An eligible employee will be required to furnish �ppropriate adopfiion documenfiation,
such as a letter from an adoption agency, or from the attorney in cases af privafie
adoptions.

Mulfiiple births or adoption (for example, the birth or adoption of fiwins) daes not change I
the eligibility or conditions of the Parental Leave, including;fihe length of Parenfial Leave
granted for the event.

Parental Leave cannot be used for abs�nces from work prior fio the birfih or placemenfi af
a child. :
Employees in any of the following circumstances are nofi eligible for Parental Leave
under this policy:
• Surrogate mofihers wha do nofi maintain parenfial rights -
• Biological parenfis (mother or fafiher) wifih no parental rights or where the child is
no longer in the parent's custody (e.g., child is placsd for adapfiion)
• Miscarriage or death of a child -
• Being named as a guardian

At the discretlon of the Depar�ment Manager, each pay period an employee will have
either fifty (50) percent of their sick leave accrued above the maxlm�im accruaf of one
hundred �nd twenty (120) sick days credited to their vacation accrual or be paid at their
regular r�te, plus longevity, for fifty(50) percent of their sick Isave accrued above the
maximum accrual of one hundred and twenty (120) sick days, If an employee ls at their
maximum vacation accr�ial, they wili be paid �t their regul�r rate, plus longevity, for fifty I
(50) percent of their sick leave accrued above the maximum accrual of one hundred and

The maximum number of vacatlon hours that c�n be �ccumulated is two hundred forty
(240) hours for employees assigned to � 40 hour worl< aveek and three huneired twelve
