INTRODUCTION
The purpose of this memorandum is to request the creation of both a temporary seasonal
Manager and Assistant Marina Manager positions for the 2019 season and provide additional
information including the budget impact related to these seasonal recreation positions.
DISCUSSION
This request is to create both a temporary Seasonal Manager and an Assistant Marina
Manager position. This will be a temporary change for the 2019 Marina season. An additional
request for these positions will be included as part of the FY21 budget process. The Port of
Dubuque Marina operation is under review for future management and the full-time Facilities
Supervisor position is currently vacant. Both the FY19 and FY20 budgets include the full-
time Facilities Supervisor position and the hours for this position are divided in thirds with 1/3
in the Marina Store (10030550), 1/3 in the Marina Dock (10030560) and 1/3 in Recreation
Admin (10034100). Included in the responsibilities of this position are the management of the
Port of Dubuque Marina, Miller Riverview campground oversight, recreation programming,
special events and support for the Leisure Services Manager with regards to the Five Flags
and Grand River Center contract oversight.
Last season, a temporary seasonal Assistant Marina Manager Position was approved and
was a crucial asset as the Recreation Division Manager served as both the Marina Manager
and the Recreation Division Manager. The temporary seasonal Assistant Marina Manager
was and is needed to assist in scheduling, supervising, cash control procedures, and training.
For the 2019 season, staff would like to have both a Seasonal Manager and an Assistant
Manager position to perform all management duties during the season with the oversight of
the Recreation Division Manager. This would greatly reduce the Division Managers need to
be onsite throughout the season.
The following table shows the budget impact of the creation of a temporary seasonal
Manager and an Assistant Marina Manager position, and the reduction of budgeted salaries
due to the vacant Facilities Supervisor:

The total cost for both a temporary Manager (+$18,746) and an Assistant Marina Manager
(+$10,766) would be $29,512. The vacancy savings from the Facilities Supervisor position
(-$84,584) results in an overall savings to the General Fund of$55,072.
RECOMMENDATION
I respectfully request to create both a Temporary Seasonal Marina Manager (NA-45F at
$19.08) and Assistant Marina Manager position (NA-43F at $14.61) for the 2019 season
which is part of both the FY19 and FY20 budgets.
