Per the award, the City of Dubuque is to receive$8.9 million for private home improvements associated with reducing water intrusion in to private properties.Through June of 2021 the Bee Branch Healthy Homes (BBHH) program will complete 320 housing units. In October of 2016, the City Council passed Resolution 363-16 authorizing the execution of the funding contract with the lowa Economic Development Authority (IEDA) for the City's receipt of$8,900,165.00 in Community Development Block Grant Program Disaster Recovery- National Disaster Resiliency(CDBG-NDR) funds for the BBHH program housing contract. Each property unit is approved by the BBHH committee approval team due to location in the Bee Branch watershed and the occupant being income eligible for programming. All projects have gone through an inspection, environmental assessment, State Historic Preservation Office (SHPO)and duplication of benefit review by IEDA prior to approval to go out to bid. lowa Code Chapter 26 and City AP 3.10 procurement policy require City Council approval when bid package estimates for vertical infrastructure exceed $135,000. This is the first project in the program that has exceeded that threshold and thereby will follow the three-meeting approval process. Service People Integrity Responsibility Innovation Teamwork DISCUSSION The BBHH program has awarded approximately 100-unit contracts to date. The program has committed 275- 320 construction project units will be complete by June 2021. Eligible properties for the program shall meet the following criteria: 1) Be located in the eligible Bee Branch Watershed tracts. 2) Have 51%of units meeting the federal income standards set annually. 3) All units shall meet minimum housing code and property owner shall be in good standing with the City to receive program funding. The building was inspected in 2018 and all items were addressed to meet code compliance. The 30- unit multi-family structure located at 278 W 17th Street meet all criteria above and are eligible for funding. The repairs in this bid package will assist units to exceed minimum code and reduce the structure's vulnerability to future water intrusion. As part of the program the property owner shall continue to give preference to low to moderate income individuals for a period of 5 years while the forgivable loan lien is in place. Further, agreement to continue to accept housing choice vouchers on a continual basis is required. Currently (8) units receive Housing Choice Voucher assistance at this address. The property at 278 W 17th Street will be publicly bid with a set of work specifications to be completed. This work may include for example: excavation and grading, concrete flat work, mechanical repairs for water heaters, foundation repair, gutters and downspouts as well as a number of other eligible repairs. The BBHH inspector has prepared a cost estimate as part of the pre-bid package work write up to assist in budgeting with the project. PROJECT SCHEDULE The schedule for the afore mentioned project has been developed in coordination with the owners of the property and East Central Intergovernmental Association (ECIA) that is sub-contracted to complete the technical service inspections for the program. The schedule for the Project is as follows: Initiate Public Bidding Process April 1, 2019 Publish Notice to Bidders, Advertise for Bids April 3, 2019 Publish Public Hearing Notice on Plans & Specs April 5, 2019 Public Hearing on Plans & Specifications April 15, 2019 Receipt of Bids (Bid Letting) April 19, 2019 Estimated Award Construction Contract May 6, 2019 Estimated Completion 90 days August 6, 2019 RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract, and construction estimate for the project at 278 W 17th Street through the adoption of the enclosed resolution.
