INTRODUCTION
The purpose of this memorandum is to provide information for a public hearing on the Status of
Funded Activity (SOFA), associated with the CDBG-NDR Bee Branch Healthy Homes $8.4 million
Grant, as required by lowa Economic Development Authority (IEDA) contract and & CDBG
regulations. There will be a short staff presentation of the information at the public hearing with City
Council, which will meet grant requirements.
BACKGROUND
In January 2016, the State was awarded $95.7 million in U.S. Department of Housing and Urban
Development (HUD) National Disaster Resiliency Competition grant funds. Per the award, the City of
Dubuque is to receive $8.4 million for a comprehensive Bee Branch Healthy Homes Resiliency
Program (BBHH) to help residents address residual impacts from the flooding experienced within the
Bee Branch Watershed. The City also received $23.3 million for storm water infrastructure
improvements associated with the Bee Branch Watershed Flood Mitigation Project. All construction
must be complete by June 30, 2021.
In October of 2016, the City Council adopted Resolution 363-16, authorizing the execution of a
funding contract with the lowa Economic Development Authority (IEDA) as a requirement for the
City's receipt of $8,900,165.00 in CDBG-NDR funds for Housing improvements to address damage
and future vulnerabilities, related to water intrusion, in homes in the Bee Branch Watershed.
As a requirement set forth by Section 508 of the Housing and Community Development Act of 1987
requires local governments to have a public hearing on the status of a funded activity during the project
regarding CONTRACT #13-NDRH-001 for the Community Development Block Grant, National
Disaster Resilience (CDBG-NDR) Housing Grant. Locally known as the Bee Branch Healthy Homes
Resiliency Program (BBHH).

DISCUSSION
Since 1999 there have been six Presidential Disaster Declarations due to the property damage
caused by flash flooding in the Bee Branch Watershed. While the Bee Branch Watershed comprises
just over 20°k of the entire city by area, more than 50°k of Dubuque's population either lives or works
in the watershed.
The Bee Branch Watershed flood prone area qualifies as the most impacted and distressed area and
the improvements represent unmet recovery needs (MID-URN). The flood prone properties include
census tracts 1 , 4, 5, 6, and 11 .02, representing about 35°k of Dubuque's population. Approximately
69°k of the people in the flood-prone, at-risk area are at less than 80°k median income. This is where
the most vulnerable populations live, and the areas most impacted by 2011 flooding. Therefore, to be
eligible for the program you must live in the eligible area and be below the 80°k area median income
threshold, which meets the HUD CDBG National Objective benefiting low to moderate income
persons.
A Status of Funded Activity (SOFA) hearing will be scheduled on an annual basis due to the size and
scope of the project. This is the first SOFA hearing for the project. All documentation from the public
hearing will be provided to IEDA such that future draw requests are not impacted. The purpose of the
hearing is to keep the public informed on the progress of the overall project.
PROJECT PROGRESS
Advocacy work has continued throughout the project providing resources to participants in the
program. As part of the project a replicable model for evaluating community resources and their
effectiveness has been developed over the last year. When the family advocate meets with the
occupant a broad questionnaire that covers five areas with over 30 sub-categories is documented. Of
the130 participant households that have met with an advocate, the following self-identified challenge
areas have presented with associated percentages:

Staff continues to seek strategic partnerships in the community and increase positive outcomes in
these areas through relationship building and delving into best practice conversations with partners.
Quarterly Green & Healthy Homes Coalition meetings continue with the Advocates steering
conversations with like missioned organizations. Networking has been a huge success and
continued collaboration is expected with this group of 20+ organizations including higher ed, k-12,
energy, community health and economic development sectors.
Social Resilience surveys have been part of the application and assessment process, though it has

been an iterative process. Face to face questions proved to take too long in the beginning, questions
were streamlined and ultimately added to the application for voluntary participation. The social
resilience survey is crafted in a way that shapes an occupanYs connection to their immediate
neighborhood and ultimately used as an indicator of creating a sense of community. Survey
questions range in areas of occupant level of safety and trust where they live as well as access to
emergency resources in times of need amongst many others.
The neighborhood resiliency model formed by the grant has been a momentous example of how
evaluating and addressing both housing structure resiliency and public infrastructure capacity can
work in concert and have maximum collective impact. Several housing projects are along the 17�n
Street, 22"d Street and Kaufmann corridors (and adjacent side streets) that are receiving the
infrastructure funding provided by the overall CDBG-NDR grant. Had the infrastructure projects that
increase storm water capacity in the street in front of BBHH projects not been addressed, the funds
spent to address water intrusion in the basements of those homes would not have had the collective
impact we are seeing as a result.
Housing unit production has taken off over the last 12 months and staff is expecting a very hefty
spring construction season adding to the (63) completed units. (37) unit projects are in progress
much of them held over through the winter for exterior improvements including gutter and
downspouts, roofing, concrete, grading and drainage. Interior project scopes have included electrical
safety upgrades, sump pump and drainage improvements, elevation of water heater and furnace
units, tuck pointing etc. Just over $2,000,000 in contracts have been awarded to local contractors to
date.
The original administrative budget provided through the grant will be exhausted spring of 2019. City
FTE staff adjustments have been made to reduce expenditures on the administrative portion of the
grant. General fund will cover administrative costs through contract end in 2021 . Staff was reduced
from 2.0 FTE to 1 .05 FTE to accommodate the changes.

The CDBG-NDR CONTRACT #13-NDRH-001 Bee Branch Healthy Homes Resiliency Program
funding is as follows. The project integrates funding and resources from the City of Dubuque
Engineering, Housing and Economic Development Departments through different programming
offerings for residents and business owners. A more detailed report of project status and expended
budgets is attached for reference:

WHEREAS, the City of Dubuque, Iowa by and through its Housing & Community
Development Department, as required by Section 508 of the Housing and Community
Development Act of 1987 requires local governments to have a public hearing on the status
of a funded activity during the project; and
Whereas, the City Clerk did publish a Notice of Public Hearing on April 5, 2019 per
Resolution No. 116-19 on the proposed plans, specifications, form of contract and
estimated cost for the individual Bee Branch Healthy Homes Project; and
Whereas, the Dubuque City Council met in the Historic Federal Building, Council
Chambers, 2ndFloor, 350 West 6th Street, Dubuque, Iowa at 6:00 p.m. on April 15, 2019 for
the purpose of holding a public hearing and taking action to include the Status of Funded
Activities CONTRACT #13-NDRH-001 for Community Development Block Grant, National

The contract outlines a budget of$8,427,665.00 for housing improvements and $472,500.00 for
costs associated with administering the grant. Per the contract, the City will contribute
$400,000.00 in leverage from homes that also received Lead/Healthy Homes repairs.
Proiect Status
as of April 4, 2019
The City of Dubuque contracted with ECIA for grant administration as the local council of
government (COG) for the Bee Branch Healthy Homes Resiliency program. ECIA completed the
general environmental review for the project and completes individual environmental reviews for
each approved property unit prior to bidding and construction.
The City agrees to complete a range of 275-320 Housing Units to receive repairs related to
damage caused by water intrusion or to reduce vulnerability in the future to water intrusion.
Eligible units may be owner or tenant occupied. To date: (217) unit applications have been
approved, of which (133) individual project units have been publicly bid and (83) of those
projects awarded to General Contracting firms. (63) unit projects have been completed.
Another (37) projects are currently in progress. With over (580) inquiries for applications and
another (80) applications in process for approval, many more completed units are expected
throughout the calendar year.
The project has integrated a home advocacy component for each family that participates in the

program. The City contracted with the Visiting Nurse Association (VNA) to provide these
services. The goal for this piece of the project is to assist families in overcoming adverse events
and have a network of resources available as needed. The advocates have formed a community
resource group that meets quarterly to discuss challenges and successes in outreach and case
management. The group has non-profit, education, social, energy, financial, economic and
medical (and many more) sectors at table. As of March 2019 the advocates have completed
intakes on approximately (130) families and referred participants to over 30 community
agencies. Over (550) individual family needs have been discovered through the relationship built
between advocate and family. Of the completed projects, we are seeing positive outcomes
across the five areas including Health, Economic, Education, Social and Built Environment.
The original administrative budget, provided through the grant will be exhausted spring of 2019.

The IEDA initiated a Amendment to the contract in in 2018 that allowed the City to complete a
range of 275-320 units, rather than the original 320 units. This amendment was due to early
estimates on projects being a bit higher than originally planned and allowed for more flexibility.
This amendment was accepted by City Council at that time. IEDA completed a internal file audit
in mid 2018 that gave the City guidance on strengthening file documentation, but overall no
major findings were found.
