This memo requests time to present updated information on the Opportunity Dubuque
program.
DISCUSSION
Opportunity Dubuque is a nationally-recognized, collaborative job training effort
developed in response to local employers' needs for a skilled workforce. Through this
initiative, individuals complete industry-driven certifications to upgrade their skills or
launch their careers. A win-win for students and employers, Opportunity Dubuque
builds career pathways for students to enter the workforce and continue their education
and training, while filling employers' demand for talent in high-wage, high-demand
careers.
Dubuque Works funding, provided by the City of Dubuque, Q Casino/Dubuque Racing
Association, and the Dubuque County Board of Supervisors, helps eliminate any
financial barriers by providing individuals with scholarships. From those without a high
school diploma to dislocated workers, the program has provided opportunities to those
who needed it most, while at the same time, strengthening local businesses.
Since 2012, Opportunity Dubuque has trained and employed hundreds of individuals in
advanced manufacturing, transportation, healthcare, information technology, culinary,
and construction and restoration careers.
Greater Dubuque Development staff have requested the opportunity to provide the most
recent information on the program's accomplishments.

This report includes students who enroll in an Opportunity Dubuque career pathway certificate program and participate in the
program's 5-step process in the Success Model Student Database(SMST).The report captures all Certificate Programs in the model,
independent of funding. First-half reports are produced by Jan 31.Timeframes are covered in two groups(unless otherwise noted):
• Fiscal Year(FY), running from July 1,2018 through December 31,2018.
• All-Time Total, running from SMST establishment June 2012 through December 2018.

This year's update to that information "All-Time Completions by Program and Entering Fiscal Year--Table 4" is correct in identifying
the entering year;therefore, many of values listed in the column by year have shifted either to the preceding or prior year.We

Ethnicity and Race data collected matches other NICC publications, based on reporting method outlined in hierarchy by Federal

made of 3 independent elements(by columns).All-time enrollment and all time completions;enrollment and completions specific to
the fiscal year/half-year in review and all-time enrollment by gender.The count is made up of students that have successfully
completed a program. If a student completes more than one program they are counted for each program, but each student
completer only has one employment status. By nature this is a semi-duplicated table.Aside from the implicit relationships that a
current year status and gender are inherent subsets of the all-time enrollment metric,they should be considered separately from
the other columns.
All-Time Completions by Program and Employment Status --Table 2 is(by row)all programs offered within the model at any
point with columns of each variation ofthe employment status(see How is emplovment data collected?).The count is made up of
students that have successfully completed a program. If a student completes more than one program they are counted for each
program, but each student completer only has one employment status. By nature this is a semi-duplicated table.The column
[Continuing Education] is used when a student is either continuing to attend the college at either the credit or non-credit level or has
indicated they are taking courses at another institution. [Employed (New)] and [Employed (Retained)]are as described,either with a
new employer or have remained with their employer since the last contact was made. [Unemployed] are student completers who
are actively seeking employment that are not continuing their education. [Unable to Contact]will not be the sum of program
completions, but are those completers who contact was attempted but not made.The percentage is the sum of those continuing
their education or employed, divided by the total of those contacted.

Could you explain variations in data from previous years' reports?
• New or missing data is reported retroactively by students
o Data is primarily collected from two sources,the Success Model database and Lumens,the software that registers
students into courses. If information that was previously unavailable(e.g. race,employment,etc) becomes known,
either through updated applications or new course sign-up, it is added to the database on discovery and
retroactively applied to the next report.
o Self-identification can also change.A student will have multiple opportunities via applications and registrations to
provide demographic data.When their assignment changes,the SMST is updated to reflect the most recent
change.This can be most readily seen in ethnicity collection, where a student who previously identified as either
Hispanic or non-Hispanic updates their demographic to the opposite. See the FAQ on ethnicity and race for more
on its groupings.
• Correction to previous error.
o We frequently review historic data for accuracy,a necessity when reconciling multiple databases and large data
sets.This can lead to data shift after correction.
o Data is occasionally duplicated.We try very hard to make sure every student is represented uniquely, but on
occasion duplicate records are created.When accidental duplicates are discovered they are corrected and merged,
but this can have a ripple effect on reporting data.
• Improvements to the reporting process.
o Through ongoing conversations with partners and funders to meet various reporting needs, data collection
process are continually refined (and sometimes modified or expanded).These improvements can result in changes
to past and present data.
How is employment data collected?
Employment data is collected from the student at 4 intervals: at intake;within the first three months of[program]completion;
within four to six months of completion; and seven to twelve months after completion.Tables referencing employment status are
specific to students that have completed a program and have been successfully contacted in the 12 months following completion.
The most recent successful contact per student is used. Below are examples of outcomes based on obtained data:
Example
Student lane Doe listed CompanyX as their employer during intake.At the first post-completion check-in they report they are still
with CompanyX. The success coach marks her as "Employed(RetainedJ"because she is with the same employer and will be reported
in that category. Three months later,lane Doe is contacted for the second check-in and reveals she is now unemployed. Herstatus is
recorded as such, with the additional modifier of"Seeking'or"NotSeeking'employment. If seeking employmentshe will be reported
in the"Unemployment"category(and no longer reported in the prior categoryJ. If she reported that she will not be seeking any
employment she will not be grouped in any of the employmentstatus categories because she is not within the parameters
attempting to find employmentsuccess or advancement. If future check-ins are due, a student in thatsituation will be contacted
again at the appropriate interval to see if there is a change in desire to seek employment or continue their education(unless
otherwise requestedJ. At the final check-in lane doe reports she is now with Company Y. The success coach marks her as "Employed
(NewJ"because her employer has changed.She will no longer be reported in the "Unemployment"category.
Students in more than one program (either at the same time or over a period of time)will only have one employment survey entry.
At a new program's intake prior data will be overwritten or returned to the default value(if applicable). Using Jane Doe to illustrate;
if she enrolls in the Welding CPC after completing a CNC CPC then at intake her new employer/status will be recorded. If successfully
completed and a successful contact is made within the first three months,that status will be overwritten with the current and
subsequent entries in the next two check-ins will be returned to null;to avoid a 'false timeline'of conflicting employment.
