ROLL CALL: Present: Directors Steven Drahozal, Rachel Boeke, Curt Kiessling, Mike
Freiburger, Willie O'Brien, Wayne Demmer, Gerry Hess CCWMA Administrators: Eric
Schmechel and Dean Mattoon Absent Ryan Peterson, Neal Patten
CALL TO ORDER: Kiessling called the meeting to order at 5:08pm
Feb 7th Meeting Minutes were approved. Motion made by Drahozal, seconded by Boeke.
Passed 7-0.
ACTION ITEMS:
John frieburger approval of waterway: cost estimate was down to 21,013. Dubuque Swcd
agreed to spend 10,000. Requesting 5,760.35 from CCWMA to 75% cost share rate.
Kiessling entertains a motion to approve: Demmer seconded, approved unanimously 6-0.
Discussion on terms and term limits. Possibility of placing it on website. Or revamping
website to city of Dubuque website. No vote, tabled for neat meeting.
Agenda items to revisit term limits and develop an excel spreadsheet denoting term limits
and reappointments. This will be reviewed at April Meeting.
Mattoon updated the CCWMA on the City of Dubuque's Boards and commissions
accomplishments worksheet. The priority sheet was passed around and completed by
directors. Mattoon will submit to the City.
ITEMS FROM THE PUBLIC: None
ITEMS FROM STAFF:
Schmechel updated the board—Dubuque County approved $25,000 for surface water
quality monitoring throughout the County.
Mattoon updated the Board on the 2019 Watershed Symposium successes. Farmers
involved. Other watershed symposium successes.
Schmechel updated the Board on the SQR payment process: taxes issues. City of DBQ has
homeowner fill out the 1099—thus the City view the incentive payment as income the
homeowner has to pay taxes on. Therefore, payment will now go directly to the Contractor
as opposed to the home owner.
Schmechel updated the board on the RFP/Houston engineering modeling update: potentials
for labeling sub-catchments in the county as hot-spots or other criteria for modeling.

Schmechel and Mattoon presented on the Budget- Finance spreadsheet- discussion on
potentials for projects left and needing to make decisions as to what monies are left over.
