HISTORIC PRESERVATION COMMISSION PRESERVATION FAIR COMMITTEE
REGULAR SESSION
4:30 p.m.
Thursday, March 21, 2019

Commissioners Present Chairperson Emily Hilgendort, Commissioners Brandi Clark,
Melissa Daykin-Cassill, and Joseph Rapp.
Commissioners Excused: None.
Commissioners Unexcused: None.
Community Partners Present: Bill Doyle, Heritage Works.
Staff Members Present Laure Carstens and Chris Happ Olson.
CALL TO ORDER: The meeting was called to order by Chairperson Hilgendort at 4:35
p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affdavit of Compliance verifying
the meeting was being held in compliance with the lowa Open Meetings Law.
PLANNING FOR PRESERVATION FAIR: Commissioners welcomed Bill Doy1e, who
will represent a community partner, Heritage Works, on the committee. Staff Member
Olson noted that there will be support from Heritage Works for a historic tax credit
workshop and a two-day window restoration workshop and presentation by Bob Yapp.
Discussion followed that these workshops could serve as training for property owners
and contrectors. Chairperson Hilgendort suggested contacting the Campbell Center as
a possible booth exhibitor.
The committee discussed the pros and cons of possible venues for the fair, including
Steeple Square, Key City Creative Center, Masonic Temple, Carnegie-Stout Public
Library, and Novelty Iron Works. Consensus on a site location was: 1) Public Library; 2)
Masonic Temple, and 3) Steeple Square.
Committee members and staff discussed potential dates in September and schedule
formats for open house, exhibit booths, and workshops. Consensus was to schedule
the Preservation Fair for Saturday, September 7, 2019, and to have the exhibit booths
in the morning and the workshops in the afternoon.

The committee discussed the invitation to the fair could be distributed by a mailer;
posted on the City website, Facebook page and Twitter account; and sent out via email
and US Mail to reach local residents and potential exhibitors.
Discussion followed on possible fees to charge for booths for contractors, agencies,
City departments, architects, designers, non-profits like Heritage Works, etc.
Consensus was to charge $25 for a booth and $30 for a booth with electricity.
Registration fees were discussed. Consensus was to set a cost for attendees at $5
before the event, and $7 on the day of the event.
Staff will determine the available budget, and assist with logistics for the event.
ADJOURNMENT: Motion by Rapp, seconded by Clark, to adjourn the March 21 , 2019
Committee meeting. Motion carried by the following vote: Aye — Clark, Daykin-Cassill,
Rapp and Hilgendorf; Nay — None.
The meeting adjourned at 528 p.m.
