SUBJECT: PEG Fund Requests

Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment as follows:
. Up to $4,500 for a new editing computer and some green screen equipment for
Sageville School, and
. Up to $6,000 for the City of Dubuque for software to insert closed captions into
the video files that air on CityChannel Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: PEG Fund Requests
INTRODUCTION
The purpose of this memorandum is to forward recommendations from the Cable TV
Commission for two requests for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on May 1, the Cable TV Commission recommended the following requests for
funding from the City of Dubuque:
Up to $4500 for a new editing computer and some green screen equipment for Sageville
School.
Up to $6000 for the City of Dubuque to software to insert closed captions into the video files that
air on CityChannel Dubuque.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$749,344.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

Pro software in order to insert closed captions into the video stream of our on-au files so captions appear on our
cable channel.
Describe how the community will benefit from your request: For Fiscal Year 2020 the City Council has approved
our unprovement package to closed caption the programs we produce. This will be a huge step forward in our goal
of becoming an equitable and inclusive community by making City Council meetings and other programs available
to the hearing impaued.

Provide a general description of what you are requesting and why:: I would like to request a new computer for video
editing. The school district provides each teacher with a laptop. But those laptops are not equipped to handle high end
video production. For seven years I've used a wonderful computer to create hundreds of videos for school and cable TV.
But that computer is due to be retired from our network at the end of the current school year. To continue this work, I
need a replacement computer with similar memory, processing speed, software, etc. I would also like to request a new
portable green screen, because my current area for photography is being displaced next school year, and I would need a
green screen to fit my computer lab. I am also requesting 4 sets of: small portable green screen, tripod with iPad mount
so that my teachers and students can create their own video productions. I am asking for 4 sets that would be placed in
Grades 2-5.Teachers and students could easily share this equipment. I am asking for 16 licenses for the green screen
app so we can put the app on 2 iPads in each classroom Grades 2-5. (We have two classes of each grade level). If we
don't have this many apps installed, it will be very difficult as students will have to always borrow iPads.
Describe how the community will benefit from your request:: We will air our video productions on cable TV. For the past
seven years, I've submitted many programs to Mediacom, ranging from news shows to feature length movies. I think
Sageville School can be a leader in the school district for video productions.These types of projects engage students
because they can be creative, have an authentic audience and find it very motivational when preparing for such
projects. Students get experience writing, speaking and seeing the technical side of video production.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA,
AND
THE DUBUQUE COMMUNITY SCHOOL DISTRICT,
AND
SAGEVILLE ELEMENTARY SCHOOL
This Capital Grant for Access Equipment. and Facilities Award Agreement
(Agreement), dated for reference purposes th ay of , 2019, is
made and entered into by and between the City of Dubuque, Iowa (Ci ), the Dubuque
Community School District (District), and Sageville Elementary School (Sageville).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and MCC
Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment and
Facilities for capital support for PEG and I -Net use; and,
Whereas, Sageville has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions set
forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY, DISTRICT, AND
SAGEVILLE AS FOLLOWS:
1. City hereby awards a grant (the Grant) to Sageville in the amount of four
thousand five hundred dollars ($4,500.00).
2. The Grant must be used solely for the purpose(s) described in Sageville's
application for funding, a copy of which is attached hereto and incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Sageville shall name City as a Loss payee under Sageville's
property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non-commercial purposes.
6. All programming produced by Sageville shall air on the District's educational
access channel.
7, Sageville will produce for the District's educational channel a minimum of
30 minutes of programming per quarter of each calendar year.
8. Sageville will submit to the City by the fourth Friday in February of each
calendar year a report listing the programming produced in the previous calendar
year to fulfill paragraph 7 of this agreement.
9. Failure by Sageville to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Sageville of any such failure and Sageville shall
have thirty (30) days in which to correct such failure. In the event Sageville fails to
cure such failure within such thirty (30) day period, Sageville shall within ten (10)
days thereafter return all equipment and facilities purchased with the Grant and
the balance of any Grant funds remaining to City.
