The increase is due to by-pass pumping, removal and replacement of the existing water main, removal of a sanitary sewer manhole, sanitary sewer lateral repair and stored materials. Van Milligen, City Manag�,r--� ��• FROM: Gus Psihoyos, City Engineer , ; I �... ���������, DATE: May 13, 2019 RE: Phase III (7th to 9th) of the 30 Inch Force Main Relocation Project from 7t" Street to 12t" Street around the former Public Works Garage Site and the Alliant Energy Site INTRODUCTION The enclosed resolution provides for the acceptance of the construction contract for Phase III of the 30-inch Force Main Relocation Project from 7t" Street to 9th Street. BACKGROUND In 1969 the existing 30-inch force main was constructed from the Cedar Street lift station to the Terminal Street lift station. The route went through the former A.Y. McDonald site, the former City Public Works site, and the Alliant Energy site. During the early 1990's highway 151/61 was constructed through Dubuque. During the highway construction portions of the 30-inch force main were relocated and the portion running through the A.Y. McDonald site was abandoned. However, the portion running through the old Public Works Site and the Alliant Energy site remained in place. In October of 2011, the City experienced a significant failure in the existing force main. Two breaks occurred simultaneously, one at the former Public Works garage site and the other at the Alliant Energy site. After repairs were completed, a third break was experienced at the former Public Works garage site. The cost to repair the breaks, which occurred on the former Public works site, was significant as the site is a Super Fund Site. During the repair work corrosion of the pipe was noted and it was also found that when constructed the pipe was set on blocking prior to bedding, and the blocking was not removed. The areas of corrosion and the failed sections of pipe were near the old blocking that was found to be still in place. Soil and ground water contamination has been identified on or near the existing 30-inch force main route that may be a contributing factor to its deterioration. DISCUSSION The tota! 30-inch Force Main Relocation Project was constructed in three phases from 7tn to 12t" Street. This Phase III portion of the project was from 7t" Street to 9t" Street and is the focus of this memo. Phase III of the 30-inch Force Main Relocation Project from 7t" Street to 9t" Street project was completed by Top Grade Excavating, Inc. in the final contract amount of $625,997.44. This is a 7% increase of the base bid amount of $584,117.80. The increase is due to by-pass pumping, removal and replacement of the existing water main, removal of a sanitary sewer manhole, sanitary sewer lateral repair and stored materials. Phase III section of force main on Washington Street from 7t" Street to 9th Street, was planned and completed in conjunction with the reconstruction of Washington Street from 7t" to 9t" Streets. Phase III also included the final tie-in, at 12t" Street and 7t" Street to complete the final tie-in of the three phased force main reconstruction project. The completion of phase III finished the force main project, the new re-routed force main is now operational. The abandonment of the existing force main through the old Public Works Garage site (Jule Site) and the Alliant Energy Site will be budgeted for in the FY 2020 budget. RECOMMENDATION 2 The City Council is requested to adopt the attached resolution to accept the improvements and to authorize the payment of the contract amount of $625,997.44 to Top Grade Excavating, Inc. for Phase III of the 30-inch Force Main Relocation Project from 7t" Street to 9t" Street. cc: Jenny Larson, Budget Director William O'Brien, Water Pollution Control Manager John Klostermann, Public Works Director Todd Irwin, Engineering Technician 3 RESOLUTION NO. 180-19 ACCEPTING THE PHASE III OF THE 30 -INCH FORCE MAIN RELOCATION PROJECT FROM 7TH STREET TO 9TH STREET AND AUTHORIZING THE FINAL PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the Phase III of the 30 -inch Force Main Relocation Project from 7th Street to 9th Street (the Project) has been completed by the Contractor, Top Grade Excavating, Inc. of Farley, IA (Contractor), and the City Engineer has examined the work and signed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $625,997.44; WHEREAS, the Contractor has previously been paid $620,263.07, leaving a balance of $5,734.37; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Relocation of 30" Force Main, Washington Street Reconstruction from 7th to 9th and the Sanitary Extension New Development CIP appropriations for the contract amount of $625,997.44 less any retained percentage provided for therein as provided in Iowa Code. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $5,734.37 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
