INTRODUCTION
The enclosed resolutions authorize the initiation of the public bidding procedure for the Hot
Mix Asphalt (HMA) Pavement Milling and Resurfacing Project on Central Avenue from 9th
to 21 st Street.
BACKGROUND
The HMA Milling and Resurfacing Project on Central Avenue from 9th to 21st Street is the
4th and final phase of a joint partnership project between the City and the lowa
Department of Transportation (lowa DOT). The scope of the multi-year joint pavement
rehabilitation project includes the following:
• Phase 1 - Central Ave (21 st to 32nd) Pavement Rehab Project (completed in 2011)
• Phase 2 -White Street (11th to 21st) Pavement Rehab Project (completed in 2014)
• Phase 3 -White (9th to 11th), 11th (White to Elm) Pavement Rehab (completed in 2019)
• Phase 4 - Central Ave (9th to 21st) Pavement Rehab Project (construction in 2019)
DISCUSSION
The Phase 4 - Central Avenue (9th - 21 st) HMA Pavement Resurfacing Project will provide
for the following improvements:
• Pavement milling on Central Avenue, from 9th to 21st Street.
• Transverse and longitudinal joint repair as needed.
• Pavement sub-base repair and patching as needed.
• HMA resurfacing of both thru driving lanes and parking areas on Central Ave, from 9th
to 21 st Street
• Spot curb, driveway, and sidewalk replacement.
• Storm sewer improvements.
• Water main replacement.
• Installation of ADA pedestrian access curb ramps (30 total).
Through the cooperative agreement, the lowa DOT will be responsible for the eligible
construction costs associated with pavement rehabilitation for the center 24 feet (12 feet in
each direction from roadway centerline) and 50% of the costs associated with the
pedestrian access curb ramps at all the intersection quadrants along the project corridor.
The City will be responsible for the costs associated with pavement rehabilitation of the
parking lanes and the costs for curb and sidewalk replacement, underground utility work,
50°k of the costs associated with the pedestrian access curb ramps at all the intersection
quadrants along the project corridor and landscape restoration. All other associated costs,
such as engineering design, contract administration, construction engineering and
inspection will be funded solely with City funding.
PROJECT SCHEDULE
The schedule for the project is as follows:
Initiate Public Bidding Process May 20, 2019
Publish Notice to Bidders, Advertise for Bids May 24, 2019
Publish Public Hearing Notice on Plans &Specifications May 24, 2019
Public Hearing on Plans & Specifications June 3, 2019
Receipt of Bid Proposals (Bid-Letting) June 6, 2019
Award Construction Contract (Subject to DOT Concurrence) June 17, 2019
Project Completion Date July 3, 2020
RECOMMENDATION
I recommend that the City Council establish a date for the public hearing and authorize the
City Clerk to advertise for proposals.

The estimate of probable cost for the Central Avenue (9th - 21st) HMA Pavement
Resurfacing Project is as follows:

I respectfully request that the City Council grant preliminary approval to the construction
plans and specifications; and establish June 3, 2019 as the date of the public hearing; and
hereby authorized the City Clerk to advertise for bid proposals for the Central Avenue (9th
- 21 st) HMA Pavement Resurtacing Project through adoption of the attached resolutions.

RESOLUTION NO. 187-19
CENTRAL AVENUE (9TH - 21ST) HMA PAVEMENT RESURFACING PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING. ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The proposed plans, specifications, form of contract and estimated cost for
the Central Avenue (9th - 21st) HMA Pavement Resurfacing Project in the estimated
amount $1,361,839.00, are hereby preliminarily approved and ordered filed in the office
of the City Clerk for public inspection.
Section 2. A public hearing will be held on the 3rd day of June 2019, at 6:00 p.m. in
the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street,
Dubuque, Iowa, at which time interested persons may appear and be heard for or
against the proposed plans and specifications, form of contract and estimated cost of
said Project, and the City Clerk be and is hereby directed to cause the attached notice
of the time and place of such hearing to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall be published not Tess than
four days nor more than twenty days prior to the date of such hearing. At the hearing,
any interested person may appear and file objections to the proposed plans,
specifications, form of contract, or estimated cost of the Project.
Section 3. The Central Avenue (9th - 21st) HMA Pavement Resurfacing Project is
hereby ordered to be advertised for bids for construction.
Section 4. The amount of the security to accompany each bid shall be in an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
Section 5. The City Clerk is hereby directed to advertise for bids for the construction
of the improvements herein provided, by publishing the Notice to Bidders to be
published on the City of Dubuque website and a contractor plan room service with
statewide circulation, which notice shall be published not less than thirteen but not more
than forty-five days before the date for filing bids before 2:00 p.m. on the 6th day of June
2019. Bids shall be opened and read by the City Clerk at said time and will be
submitted to the City Council for final action at 6:00 p.m. on the 17th day of June 2019,
in the Historic Federal Building Council Chambers (second floor), 350 West 6th Street,
Dubuque, Iowa.

HMA PAVEMENT RESURFACING PROJECT.
NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, lowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimated cost for the Central Avenue (9th - 21 st) HMA Pavement Resurfacing Project,
in accordance with the provisions of Chapter 26, Code of lowa, at 6:00 p.m., on the 3�a
day of June, 2019, in the Historic Federal Building Council Chambers (second floor),
350 West 6�h Street, Dubuque, lowa. Said proposed plans, specifications, form of
contract and estimated cost are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections thereto.
The scope of the Project is as follows:
. Pavement milling on Central Avenue, from 9th to 21 st Street.
