Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: May 14, 2019 RE: 2019 Pavement Marking Project (CIP 3002245) INTRODUCTION The purpose of this memorandum is to authorize the public bidding procedure for the 2019 Pavement Marking Project. BACKGROUND The City contracts for a city-wide pavement marking project to furnish, install, maintain, and remove permanent pavement markings to include Lines and Symbols and Legends on City streets as directed by the Engineering Department. DISCUSSION The Pavement Marking Project is completed annually due to a more rapid deterioration on higher volume, high vehicular movement roadways. Pavement markings are applied using a waterborne paint with a service life of approximately two (2) years. As part of a cooperative Maintenance Agreement with the lowa Department of Transportation (lowa DOT), the City will include portions of lowa DOT jurisdictional pavement markings with the City's annual pavement marking program. The Maintenance Agreement includes all Symbols and Legends and a portion of center Lines on lowa DOT routes within the City. The lowa DOT will reimburse the City for their share of project costs after the project is completed and accepted. PROJECT SCHEDULE The schedule for the project will be as follows: Initiate Bidding May 20, 2019 Publish Notice to Bidders, Advertisement for Bids May 24, 2019 Notice of Hearing on Plans & Specifications May 24, 2019 Public Hearing June 3, 2019 Receipt of Bids June 6, 2019 Award of Contract June 17, 2019 Completion Date November 1, 2019 BUDGETIMPACT The estimate of probable cost for the 2019 Pavement Marking Project is summarized in the following table: Description Cost Estimate Construction - City Pavement Markings $ 100,000.00 Construction - lowa DOT Pavement Markings 15,000.00 Engineering Design and Administration 10,000.00 Total Construction Cost Estimate $ 125,000.00 The proposed project funding is summarized as follows: CIP No. Fund Description Fund Amount 3002245 Pavement Markings (FY19) $ 110,000.00 3002245 lowa DOT Funding 15,000.00 Total Project Funding $ 125,000.00 REQUESTED ACTION I respectfully request that the City Council grant preliminary approval to the construction plans and specifications; and establish June 3, 2019 as the date of the public hearing; and hereby authorized to advertise for bid proposals for the 2019 Pavement Marking Project through adoption of the attached resolutions. Section 2. A public hearing will be held on the 3rd day of June, 2019, at 6:00 p.m. in the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque, Iowa, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearingzto be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. Section 3. The 2019 Pavement Marking Project is hereby ordered to be advertised for bids for construction. Section 4. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. Section 5. The City Engineer is hereby directed to advertise for bids for the construction of the improvements herein provided, by publishing the Notice to Bidders to be published on the City of Dubuque website and a contractor plan room service with statewide circulation, which notice shall be published not Tess than thirteen but not more than forty-five days before the date for filing bids before 2:00 p.m. on the 6th day of June, 2019. Bids shall be opened and read by the City Clerk at said time and will be submitted to the City Council for final action at 6:00 p.m. on the 17th day of June 2019, in the Historic Federal Building Council Chambers (second floor), 350 West 6th Street, Dubuque, Iowa.
