A RESOLUTION FINDING THAT THE REHABILITATION
AND CONSERVATION OF THE HEREINAFTER DESCRIBED
PROPERTIES, COMPRISING THE WEST ELEVENTH
STREET AREA, IS NECESSARY IN THE INTEREST OF
THE PUBLIC HEALTH, SAFETY AND WELFARE OF THE
RESIDENTS OF THE CITY
WHEREAS, House File 81, as enacted by the Iowa State Legis-
lature in 1979, allows cities to give property tax exemptions for
properties on which improvements have been made in a designated revi-
talization area, and further authorizes cities to issue revenue bonds
for revitalization and urban renewal areas; and
WHEREAS, the West Eleventh Street Area as hereinafter des-
cribed, is an area containing a substantial number of deteriorated or
deteriorating structures, retarding the provision of housing accommo-
dations; and
WHEREAS, said area has a predominance of buildings and im-
provements which are significant by reason of age, history and archi-
tecture, and should be preserved or restored to productive use;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the rehabilitation and conservation of the
hereinafter described area is hereby found to benecessaryin the
interest of the public health., safety and welfare of the residents of
the city, which area's boundaries are described as follows:
Beginning at the intersection of the center line of
Alta Vista Street and the center line of Loras Boule-
vard; proceed southerly along the center line of Alta
Vista Street to its intersection with the center line
of University Avenue; thence easterly along the cen-
ter line of University Avenue and extended easterly
along the center line of West Ninth Street to its
intersection with the center line of Bluff Street;
thence northerly along the center line of Bluff
Street to its intersection with the center line of
Tenth Street; thence easterly along the center line
of Tenth Street to its intersection with the center
line of ,,he alley between Locust Street and Main
Street; thence northerly along the center line of the
alley between Locust Street and Main Street to its
intersection with the center line of Thirteenth
Street; thence easterly along the center line of
Thirteenth Street to its intersection with the center

SUBJECT: West Eleventh Street Neighborhood Urban Revitalization
Area
PURPOSE
This memorandum transmits a proposed Urban Revitalization Plan for
the West Eleventh Street Neighborhood, a proposed Resolution finding
necessity for the designation, and a Resolution setting a date for
a public hearing on the Plan. These matters constitute the initial
proceedings on the second step of our urban revitalization strategy,
as discussed with the Council at your work session of October 27, 1980.
BACKGROUND
Staff had previously presented a proposed urban revitalization strategy
at the work session noted above. Council has acted in response to
this matter in prior proceedings on the Jackson Park Urban Revitalization.
Area. The current proposal for the WestEleventh Street Neighborhood is
the second step in the area designation proceedings.
Staff has forwarded a proposed Plan according to provisions of House
File 81, which authorizes cities to designate urban revitalization
areas. The tax exemption and Industrial Development Revenue Bond
options specified in the Jackson Park Area Plan also apply to the
proposed West Eleventh Street Area Plan. Additionally, the same
sequence of proceedings as occurred in the Jackson Park designation
also pertains to the current proposal.
REQUESTED ACTION
We request that the Council receive and file the attached Urban Revi-
talization Plan for West Eleventh Street Neighborhood, and adopt the
two resolutions finding the area to be eligible under the provisiops
of House File 81 and secondly, to set a date of public hearing fog,;the
Plan on February 2, 1981.

FEBRUARY 2, 1981
OUTLINE OF PROCEEDINGS
1. Motion to receive and file the proof of publication of the
notice of public hearing.
2. Motion to receive and file the affidavit of the Community
Development Director certifying to the delivery of notices
by ordinary mail to all property owners and tenants within
the area described.
3. Motion to suspend the rules and permit the public to be heard.

SUMMARY OF THE PUBLIC HEARING
ON THE PROPOSED
WEST ELEVENTH STREET URBAN REVITALIZATION PLAN
The Dubuque City Council met Monday, February 2, 1981, in the
City Council Chambers at City Hall. The meeting was called to
order at 7:30 p.m. by Mayor D. Michael King, with Councilmembers
Brady, Farrell, Felderman, and Pratt present. The following
motions were approved prior to the Public Hearing on the West
Eleventh Street Revitalization Plan:
• A motion to receive and file the Proof of
Publication of Notice of a Public Hearing
for the West Eleventh Street Urban Revitali-
zation Plan. (Moved by Farrell, Second by
Pratt; Approved 5-0.)
A motion to receive and file an affidavit of
the Director of Community Development certi-
fying that notices had been mailed to all
known property owners and tenants within the
described West Eleventh Street Area. (Moved
by Farrell, Second by Pratt; Approved 5-0.)
City Clerk Mary Davis stated that no written comments concerning
the proposed revitalization plan had been received by her office.
Mayor King then announced the Public Hearing and invited persons
in the Council Chambers to speak either in favor of or in opposition
to the proposed West Eleventh Street Urban Revitalization Plan.
Two persons addressed the City Council:
• Patricia DeHeck of 1095 Grove Terrace. Ms.
DeHeck introduced herself as a resident of
the West Eleventh Street Area and President
of the Eleventh Street Neighborhood Associa-
tion. She noted that Community Development
staffpersons had attended the January 27,
1981, meeting of the Association, had ex-
plained the proposed revitalization program
and had responded to the questions and con-
cerns of Association members. Ms. DeHeck
reported that the Association had voted
unanimously to support the proposed desig-
nation of a West Eleventh Street Urban Revi-
talization Area.
• William Daugherty of 695 West Eleventh Street.
Mr;, Daugherty introduced himself as Vice -
President of the Eleventh Street Neighborhood
Association. He stated his support for the
proposed plan, saying that the incentives

could encourage residents to refurbish their
properties. Mr. Daugherty noted that he had
lived in the Eleventh Street Area for four
years and prior to that, thirty-six years at
10th and Bluff Streets. As a long-time resi-
dent of the Area, he had seen many changes in
the neighborhood and felt that the Revitaliza-
tion Program was a good idea. He expressed
his appreciation for the efforts of the Commu-
nity Development Staff to inform the Associa
.tion and Area residents of the Revitalization
Program. Mr. Daugherty suggested that the
information material for the City's Rehabili-
tation Programs be put in simpler language so
that it could be more easily understood by
the public.
Mayor King thanked the people for their comments and closed the
Public Hearing. An ordinance establishing the West.Eleventh Street
Urban Revitalization Area was read. A motion was approved to con-
sider the reading the first reading of the Ordinance. (Moved by
Farrell, Second by Pratt; Approved 5-0.)
The City Council then proceeded with the consideration of the other
public matters on the agenda.

INTRODUCTION
The Urban Revitalization Act was passed by the 1979 Iowa Legisla-
ture, and became effective on July 1, 1979. The Act authorizes the
City Council to designate areas of the city as urban revitalization
areas. Improvements to qualified real estate within these desig-
nated areas may receive a total or partial exemption from property
taxes for a specified number of years. The exemptions are intended
to stimulate private investment by reducing tax increases that usually
attend property improvements. The Urban Revitalization Act also
authorizes the provision of low interest credit by permitting the
city to support issuance of tax-exempt revenue bonds for residential,
commercial, industrial or non-profit projects within the revitalize
tion areas. Finally, designation of urban revitalization areas
allows the city to compete for Iowa Housing Finance Authority (IHFA)
low-interest mortgage.funds. Low-interest mortgage loans could then
be.secured for the purchase and/or restoration of revitalization area
single-family homes.
The tax abatement and low-interest credit provisions of the Urban
Revitalization Act thus seek to stimulate property improvements, and
thereby create along -term increase or stabilization in the area's
tax base. In this manner, the economic viability and neighborhood
livability of revitalization areas are enhanced.
In order to implement the provisions of the Urban Revitalization Act,
the City must prepare a revitalization plan for each designated revi-
that must be followed. An area must meet at least one of the follow-
ing criteria in order to be eligible for revitalization designation.
1. The area is detrimental to the public health,
safety, or welfare because a majority of the
buildings in the area are dilapidated, over-
crowded, unsanitary or undesirable for similar
reasons.
2. The area is detrimental to the public health,
safety, or welfare because of tax delinquencies,
defective titles, inefficient land uses or
other similar conditions.
3. The area has a predominance of buildings or im-
provements which, because of age, history,
architecture or significance, should be pre-
served or restored to productive use.
The ensuing narrative describes the reaons for selecting the West
Eleventh Street Area as an urban revitalization area, and also des-
cribes the plan to be followed in an attempt to realize the potential
benefits of designation.
THE WEST ELEVENTH STREET REVITALIZATION PLAN
The West Eleventh Street Revitalization Area is located directly
west of the downtown business district. It includes a seven -block
area between Tenth and Fourteenth Streets directly below the bluff
and the approximately fifty-three blocks of the West Eleventh Street
neighborhood on top of the bluffs. The Revitalization Area is bounded
by Alta Vista Street on the west, by University Avenue on the south

and by West 17th Street on the north.
Its eastern boundary adjoins
the commercial activities which line Main Street below Loras Boule-
vard and is marked by the bluff ridge above Loras Boulevard. Map #1
on page 4 highlights the location of the West Eleventh Street Revi-
talization Area relative to the entire Revitalization Target Area
as identified in the Urban Revitalization Program proposed for the
City of Dubuque.
While residential development is the dominant land use, the West
Eleventh Street Revitalization Area is yet characterized by consid-
erable diversity. The Area provides moderately -priced apartments for
a substantial number of the City's younger and/or single households.
The Area is,also an appealing enclave of Victorian era homes set on
large parcels. While a wide range of incomes and household types
are represented, the substantial portion of area residents are moderate -
income households.
Zoning
Map #2 on page 5 depicts the five existing zoning classifications in
the West Eleventh Street Revitalization Area. The blocks along Bluff
Street and to the eastern boundary of the Revitalization Area fall
within an OR -1 (Office/Residential) Zoning District. The OR -1 desig-
nation also applies to a one -block area south of Loras Boulevard
between Walnut and Prairie Streets. The OR -1 Residential Zone is
primarily a high-density dwelling district permitting mixed profes-
sional office use.

Loras Boulevard fall within the R-3, moderate -density residential.
classification. Single-family homes and multi -family structures
containing not more than six dwelling units are the principal per-
mitted uses. Several blocks along Loras Boulevard west of the bluff
are in a R-4 residential zone, which permits single-family homes and
multi -family structures with not more than twelve dwelling units.
The OR -1, R-3, and R-4 zoning classifications are used as buffer or
transitional districts between lower -density residential areas and
the more intensely developed commercial or institutional districts.
The ID (Institutional) zoning classification applies to the Loras
College area along Loras Boulevard. This zoning designation permits
single and multi -family dwellings for the housing of institutional
residents and affiliates, offices for institutional employees, class-
room buildings, and other related facilities. Commercial uses are
specifically excluded from this zoning classification. The Revitali-
sation Area does contain a small C-1, commercial zone along the
southern boundary. The C-1 district restricts permitted uses to
neighborhood business activities. No major zoning changes are anti-
cipated for the West Eleventh Street Area. .

The West Eleventh Street Revitalization Area is predominantly a resi-
dential neighborhood with supporting open space and neighborhood
commercial uses. Institutional and transportation uses have also
influenced the area's residential development. Map #3 on page 7
depicts the existing land use in the West Eleventh Street Area.

Open Space/Recreation Areas
The Revitalization Area contains two neighborhood parks, Jefferson
Playground and Avon Park. In addition, area residents use the
recreation facilities at the Nativity School on Alta Vista Street.
t Commercial/Office Uses
While neighborhood retail businesses and office -businesses are largely
concentrated in the small C-1 commercial zone along University Avenue,
a small number of business uses are scattered among the mixed-use
(office/Residential) areas. To date, the existing retail and office
establishments have not encroached upon or negatively impacted the
area.
Institutional Uses
Historically, residential development in the West Eleventh Street
Area has been influenced by the parallel institutional development
of Loras College to the north and the Nativity -Visitation complex
to the west. Loras College's location in the area generates a sig-
nificant demand for both off -campus student housing and parking in
the West Eleventh Street Area. While no physical expansion of these
institutions is expected to occur in the forseeable future, rising
student enrollments at Loras College should increase the pressure
for low-cost rental housing in the Revitalization Area.
Transportation
The two major streets in the West Eleventh Street Revitalization
Area are Loras Boulevard which bisects the area, and University Avenue
which delimits the area's southern boundary. Loras and University
serve as arterials for the east -west traffic movements between the
downtown commercial and industrial areas and the westside residential
neighborhoods. The planned diversion of traffic from the new bridge
at 16th Street will further increase the traffic volumes on Loras
Boulevard. While this traffic diversion is to be temporary, pending
construction of a freeway through the downtown business district,
residents cite the already substantial traffic flow on Loras Boule-
vard as detractive of the area's residential quality.
Residential Development
The dominant land use in the West Eleventh Street Area is multi -family
residential development. The majority of the Area's residential
structures were built prior to 1939, and most were originally large
single-family or two-family structures. Over the years, the economic
pressures of rising property taxes, maintenance and utility costs,
along with reductions in household size, have stimulated the con-
version of many of the Area's older structures to apartments. 1970
Census figures indicated approximately 310 single-family homes in
the West Eleventh Street Area. A review of current (1979) city
property assessment records for the Area show 271 single-family homes,
indicating that over the nine-year period approximately forty single-
family homes were either demolished or converted to higher -density
uses.
The 1979 assessment records indicate a total of 997 residential dwel-
ling units in the West Eleventh Street Area. In addition to the 271
single-family homes, there are 113 duplexes, and 500 dwelling units
contained in 110 multi -family structures. The 384 single-family homes

and duplexes are classified as residential property for property
tax assessment purposes and have a mean assessed value of $32,033.
The 110 multi -family residential structures, classified as commercial
properties, have a mean assessed value of $48,172.
An estimated 350 of the Area's total occupied units are owner -
occupied while 65% are renter -occupied. These figures are in sharp
contrast to tenancy estimates for the City of Dubuque. Of the City's
total occupied housing stock, an estimated 68% is owner -occupied
while 32% is renter -occupied. The tenancy figures reflect the pre-
dominantly multi -family character of the Revitalization Area. Muni-
cipal policies will be primarily directed at maintaining and enhancing
the residential quality of the West Eleventh Street Area. While
scattered conversions of single-family homes to multi -family uses
are likely to continue, no major changes in land use are anticipated
in the near future.
Municipal Services
The level of basic municipal services currently being provided to
the West Eleventh Street Area appears adequate to meet the area's
existing needs. The services include the provision of transit, sewer
and water, garbage collection, street maintenance, park facilities
and police and fire protection. The service levels for the West
Eleventh Street Area are comparable to those of most other neighbor-
hoods in the City. There appear to be no conditions within the
neighborhood (e.g. burglary, arson, traffic accidents, etc.) that
would dictate a measurable increase in service level at this time.

Architectural Quality of Area I
Map #1 on page 4 also indicates the architectural significance of
the West Eleventh Street Area. An architectural survey conducted
in 1979 by a City -sponsored preservation planning consultant iden-
tified the shaded areas on the map as potential Historic Preserva--
tion or Conservation Districts. These areas contain concentrations
of architecturally significant structures. A substantial portion
of the West Eleventh Street Revitalization Area is recognized as
worthy of historic preservation district designation, with approx-
imately 150 of the 500 structures identified as contributing posi-
tively to the Area's architectural quality. The architecturally i
significant structures are highlighted on Map #4 on page 12. The l
structures date from the 1840's and embrace a variety of architect-
ural styles. Included are 19th Century Italianate, Second Empire,
and Queen Anne styles, early 20th Century Craftsman and Bungalow
types, and Spanish and English colonial styles. The architectural
quality is further enhanced by the mature trees and landscaping
prevalent in the Revitalization Area. i
Area Problems
The West Eleventh Street Area contains a wide variety of housing
types, sizes and densities. Many of the residential structures are
over one -hundred years old. The structural and functional systems
of many of these units are worn or obsolete, and there are numerous
instances of deferred maintenance. The limited number of owner -
occupied units also appears to contribute to the lack of continued
quality of the Area's housing stock.

The declining quality of the housing stock was verified by a housing
quality survey conducted in the West Eleventh Street Area in 1973.*
A total of 587 dwelling units were inspected. Only 218, or 37% of
these units, were found in sound condition. Another 257 units, or
44%, were classified as being in basically sound condition but with
some deficiency in a primary structural or functional element. The
remaining 112 units, or 19%, were classified as substandard. Those
dwelling units not in compliance with City codes were inspected
again in the summer of 1976. A total of 355 units, or 60% of the
587 units originally inspected, were judged in sound condition after
the 1976 follow-up inspections.
While housing inspections are useful for identifying deficient struc-
tures, inspections and code enforcement are often not sufficient to
stimulate property improvements. Very often, property owners simply
cannot afford the financial investment necessary to successfully up-
grade the substandard structures.
REVITALIZATION GOALS
The West Eleventh Street Area contains a predominance of architectur-
ally significant structures that are worthy of preservation, and a

number of visibly deteriorating buildings whose condition indicates
substandard housing. In an effort to stem the deterioration of

these housing resources, it is appropriate that the West Eleventh.
Street Area be designated as an Urban Revitalization Area.
*Housing inspections were targeted in the area bounded by Loras Boulevard on
the north, Alta Vista Street on the west, University Avenue on the south,
j and the bluff ridge on the east.

The design and implementation of the West Eleventh Street Urban
Revitalization Plan focuses on the preservation and restoration
of the Area's existing housing stock. The Housing Code inspection
program that has previously been conducted in the Area will be
followed, in the next two to three years, by a Code enforcement
program concentrating primarily on rental housing. The Urban Re-
vitalization Area Plan will complement the new code enforcement
effort, and help encourage housing improvements. The tax abate-
ment of property improvements and the potential availability of
low-interest mortgage credit will ease the burden for persons
seeking to upgrade their properties. The actions of individual
owners to upgrade their properties should then result in the im-
provement of the residential quality of the entire Revitalization
Area.
REVITALIZATION PROGRAM
Applicability
The tax exemption provisions set forth on pages 16 through 21 of
this Plan are applicable only to improvements made to qualified
real estate assessed as either residential or commercial property
that lies within the boundaries described as follows:
Beginning at the intersection of the center line of
Alta Vista Street and the center line of Loras Boule-
vard; proceed southerly along the center line of
Alta Vista Street to its intersection with the center
line of University Avenue; thence easterly along the
center line of University Avenue and extended easterly
along the center line of West Ninth Street to its
intersection with the center line of Bluff Street;
thence northerly along the center line of Bluff Street

to its intersection with the center line of Tenth
Street; thence easterly along the center line of
Tenth Street to its intersection with the center
line of the alley between Locust Street and Main
Street; thence northerly along the center line of
the alley between Locust Street and Main Street to
its intersection with the center line of Thirteenth

Thirteenth Street to its intersection with the
center line of Main Street; thence northerly along
the center line of Main Street to its intersection
with the center line of Loras Boulevard; thence
westerly along the center line'of Loras Boulevard
to its intersection with the center line of Bluff
Street; thence northerly along the center line of
Bluff Street to a point on the center line of
Bluff Street; thence westerly along the northerly
boundary of Lot, sub. 2 of City Lot 1 sub. 2-2 City

Appendix A contains the current assessed valuations of all land
and buildings within these boundaries with parcels delimited on
the map on page -)S. The names and addresses of area property
owners are also included.
Definitions
"Qualified real estate" means real property, other than land, which
is located in the West Eleventh Street Revitalization Area and to
which improvements have been added, during the time the area is so
designated, which have increased the actual value by at least fifteen
percent, or at least ten percent in the case of real property assessed
as residential property or which have, in the case of land upon which
is located more than one building, and not assessed as residential
property, increased the actual value of the buildings to which the
improvement has been made by at least fifteen percent.
"Improvements" include rehabilitation and additions to existing
structures. However, if such rehabilitation or additions were begun
one year (365 days) prior to the adoption by the City Council of the
West Eleventh Street Revitalization Area Plan, the value added by
such rehabilitation or additions will not constitute an increase in
value for purposes of qualifying for property tax exemptions under
the Urban Revitalization Act. Any improvements that were assessed
before the area was officially designated will not be eligible for
exemption.

Improvements to an existing structure must result in that structure
meeting applicable housing code requirements of the City of Dubuque.
The "actual value added" by the improvements means the actual value,
as determined by the local assessor, as of the first year for which
the tax exemptions are received.
"Qualified tenant" means the legal occupant of a residential dwelling
unit which is located with a designated revitalization area and who
has occupied the same dwelling unit continuously since one year prior
to the city's adoption of the resolution establishing the revitali-
zation area.
Tax Exemption Schedule
The owners of qualified real estate eligible for the property tax
exemption may elect to take the applicable exemptions listed below.
Once an exemption has been selected by the property owner and
granted by the City, the owner is not permitted to change the
exemption.
1. All qualified real estate assessed as residential
property is eligible to receive an exemption from
taxation based on the actual value added by the
improvements. The exemption is for a period of
ten years. The amount of the exemption is equal
to a percent of the actual value added by the
improvements, determined as follows: One -hundred
percent of the value added by the improvements.
However, the amount of the actual value added by

the improvements which shall be used to compute
the exemption shall not exceed $20,000 and the
granting of the exemption shall not result in
the actual value of the qualified real estate
being reduced below the actual value on which
the homestead credit is computed under Section
425.1 of the Code of Iowa.
2. All qualified real estate assessed as commercial
property, consisting of three or more separate
living quarters with at least 75 percent of the
space used for residential purposes, is eligible
to receive a 100 percent exemption from taxation j
on the actual value added by the improvements. I
The exemption is for a period of ten years.

APPLICATION AND REVIEW PROCEDURE I
1. The property owner must apply for an exemption by February 1st
of the assessment year for which the exemption is first claimed,
but not later than the year in which all the improvements are I
r
first assessed for taxation.

2. The application must contain, at a minimum, the following:
(a) The nature of the improvements,
(b) The cost of the improvements,
(c) The actual or estimated date of completion,
(d) The tenants living on the property as of December 22, 1980
(the date of Council resolution citing the need for estab-
lishment of the West Eleventh Street Revitalization Area).

f (e) The exemption option to be applied.
3. The property owner has the option of submitting a proposal
for an improvement project to the city prior to submitting
a formal application. If the proposed project is in con-
formance with the revitalization plan, the City Council shall,
by resolution, give preliminary approval of the project. Such
preliminary approval shall not entitle the owner to exemption
until the improvements have been completed and found to be
qualified real estate. If the proposal is rejected, the owner
may submit an amended proposal for the City to approve or reject.
4. The City reviews all applications to determine whether a proposed
project conforms to the revitalization plan, is within the des-
ignated area, and if the improvements were made during the appro-
priate time period. If a proposed project meets all three cri-
teria, the City shall forward the application to the assessor
by March 1st, with a statement as to which exemption applies.
Applications for exemptions for succeeding years on approved
projects shall not be required.
5. The local assessor shall review each first-year application by
making a physical review of the property, to determine if the
improvements made increased the actual value of the qualified
real estate by at least fifteen percent, or at least ten per-
cent in the case of real property assessed as residential
property. If the assessor determines that the actual value of
that real estate has increased by at least the requisite per-
cent, the assessor shall certify the property valuation, deter -

mined pursuant to the tax exemption schedule, to the County
Auditor at the time of transmitting the assessment rolls.
The assessor shall notify the applicant of the determination,
and the assessor's decision may be appealed to the local
board of review at the time specified in Section 441.37 of the
Iowa Code. The property owner may also refile an application
in a subsequent year after additional improvements have been
made.
6. After the tax exemption is granted, the assessor shall continue
to.grant the tax exemption, with periodic physical review by the
assessor, for the ten-year time period specified in the tax
exemption schedule.
Relocation Provisions
A qualified tenant may apply to the City for relocation compensation
if he becomes displaced due to the action of a property owner attempting I
to qualify for the urban revitalization tax exemption. Upon verifica-
tion of such an application, the City shall require the persons
causing the qualified tenant to be displaced to pay all actual relo-
cation expenses and one month's rent as conditions for receiving a
tax exemption.
TIME FRAME
The designation of the West Eleventh Street Area as an Urban Revitali-
zation Area will remain in effect until it is determined that the
revitalization goals of the neighborhood have been attained. A three 1i
to five year time frame is anticipated for the West Eleventh Street

revitalization designation. Upon repeal of the ordinance estab-
lishing the revitalization area, all existing exemptions would con-
tinue until their previously established expiration date.
INDUSTRIAL DEVELOPMENT REVENUE BONDS
Industrial Development Revenue Bonds (IDRB's) will be made available
on a case-by-case basis for revitalization area projects that involve
the rehabilitation of structures for multi -family residential use.
RELATED PROGRAMS
The City of Dubuque presently has three active programs which provide
subsidies for residential improvements and are available to the West
Eleventh Street Area. These programs are:
1. Community Development Block Grant Rehabilitation
Grants and Loans -- Available to qualifying low
and moderate income homeowners.
2. Section 8 Rent Subsidy -- Available to qualifying
low and moderate income renters.
3. Section 312 Loan Program -- Low-interest rehabili-
tation loans available to qualifying homeowners.
Other programs that the City may choose to participate in or encourage
include:
1. Local Code Enforcement -- The West Eleventh Street
Area is a Neighborhood Strategy Area (NSA) for the
Community Development Block Grant Program. The NSA
has been targeted for housing inspections and local
code enforcement.

2. Iowa Housing Finance Authority (IHFA) -- Low-interest
mortgage loan program for the purchase of single-
family homes in designated urban revitalization areas.
The City will seek a mortgage fund commitment from
IHFA as funds become available.
3. Section 2124 of the Tax Reform Act of 1976 -- Provides
federal income tax deductions on the cost of certified
rehabilitation to certified historic structures.
4. Section 315 of the Revenue Act of 1978 -- Provides
federal income tax credit on rehabilitation invest-
ments.
