Library Director Susan Henricks recommends City Council approval to hire a part-time
staff inember to support the expansion of the Changing Lives Through Literature
Program. This is a diversion program for youth in partnership with Juvenile Court
Services. The teens attend ten classes at the library, read three books, discuss themes
in the books, engage in activities, and write in journals for each class. Books selected
span the themes of the behavioral risks that youth find themselves facing. The program
is in its third year and boasts a low recidivism rate - 19%, compared to 31% statewide.
A $10,000 grant will reimburse the salary of an employee dedicated to this program.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
Carnegie-Stout Public Library has received a $10,000 grant for the expansion of the Changing
Lives Through Literature program. The purpose of this memo is a request to hire a part-time
staff member to support this expansion.
BACKGROUND
In 2016 Carnegie-Stout received its first grant to launch the Changing Lives Through Literature
program. This is a diversion program for youth in partnership with Juvenile Court Services. The
teens attend 10 classes at the library, read three books, discuss themes in the books, engage in
activities, and write in journals for each class. Books selected span the themes of the behavioral
risks that youth find themselves facing. The program is in its third year and boasts a low
recidivism rate — 19%, compared to 31% statewide.
DISCUSSION
Early this year the library was awarded a grant from the Eastern lowa Service Area
Decategorization and Scott County Kids agency in the amount of$10,000 covering the
next 4.5 years. The contract was expanded to include youth at risk, which provides the
opportunity for expansion of the program.
The grant will reimburse the salary of an employee dedicated to this program, which is
very good news as the challenge presented is lack of time to expand the program. I
have reviewed this with Randy Peck and Jenny Larson. Randy and I reviewed the
position's requirements and agreed that the classification should be a GE-25A ($17.69
per hour). I will continue to develop the curriculum, activities, and discussion questions
and this classification represents the facilitation of the program.

I have estimated the average time per week spent on this program will be eight hours
and will fluctuate depending on how many classes are held; however, this position will �
never exceed 20 hours a week.
