Plan for Cedar Valley Friends of the Family so they may submit their application for

Introduction
Cedar Valley Friends of the Family respectfully requests the City of Dubuque to provide
Certification of Consistency with the Consolidated Plan for their Continuum of Care application
to provide Transitional Housing and Rapid Rehousing (TH/RRH) Services in the City of
Dubuque.
Background
All organizations and programs seeking funding through the Continuum of Care Grant are
covered by a local jurisdiction's Consolidated Plan. The Consolidated Plan is a three or five-
year plan for the use of entitlement grants in a jurisdiction. Applicants for Continuum of Care
Grant Funds must submit Certification of Consistency with the Consolidated Plan for the
jurisdiction in which their services are provided.
The City of Dubuque's Fiscal Year 2016-2020 Consolidated Plan identifies the housing,
economic and community development needs for the community. The plan is assessed and
updated at least annually. The Certifying Official for the City of Dubuque is the Mayor.
Discussion
Cedar Valley Friends of the Family's TH/RRH program serves 8 counties, including Dubuque
County and the City of Dubuque. The program addresses the needs of domestic violence
survivors seeking safety through housing assistance and crisis housing. The program provides
services for 27 households. The City of Dubuque's FY 2016-2020 Consolidated Plan identifies
a lack of quality, affordable, and accessible housing for low and moderate-income residents.
Affordable housing is particularly scarce for those below 50% Area Median Income living in
rental housing. The housing assistance this program provides is consistent with the goal to
provide additional affordable rental housing opportunities in Dubuque.
Recommendation
I respectfully recommend the City of Dubuque provide Certification of Consistency with the FY
2016-2020 Consolidated Plan for Cedar Valley Friends of the Family so they may submit
application for Continuum of Care funds.
RESOLUTION NO. 310-19
RESOLUTION REQUESTING THE MAYOR TO PROVIDE CERTIFICATION OF
CONSISTENCY WITH CITY OF DUBUQUE'S CONSOLIDATED PLAN
Whereas, the U.S. Department of Housing and Urban Development has published the
availability of the Continuum of Care grant for the Collaborative Applicants including the
Iowa Balance of the Continuum of Care; and
Whereas, the U.S. Department of Housing and Urban Development will publish the
availability of the Continuum of Care grant for the Project Applicants including the Cedar
Valley Friends of the Family; and
Whereas, Cedar Valley Friends of the Family administers the Continuum of Care grant
in the City of Dubuque; and
Whereas, Cedar Valley Friends of the Family must submit Certification of Consistency
with City of Dubuque's Consolidated Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE IOWA:
Section 1: That the Mayor is hereby authorized and directed to provide Certification of
Consistency with City of Dubuque's FY 2016-2020 Consolidated Plan.
