SUBJECT: Memorandum of Agreement with Dubuque County Energy District

Sustainable Community Coordinator Gina Bell recommends City Council approval of a
Memorandum of Agreement with Dubuque County Energy District, which serves as the
site supervisor for the Green lowa AmeriCorps Dubuque team.
The Dubuque County Energy District has requested this Memorandum of Agreement
which will solidify the City's relationship to support the Green lowa AmeriCorps team in
Dubuque, as well as their work throughout the county. This agreement will also help the
Energy District apply for grant funding.

INTRODUCTION
The purpose of this memo is to request a signature on the attached MOA between the Dubuque
County Energy District and the City of Dubuque, which serves as site supervisor for the Green
lowa AmeriCorps Dubuque team.
BACKGROUND
For many years, the Sustainability Coordinator at the City of Dubuque has served as the site
supervisor for the Green lowa AmeriCorps team which focuses on increasing energy efficiency
in Dubuque homes. Primarily focused on low-income residents' homes, the team offers energy
audits and follow up weatherization and direct installation of light bulbs, aerators and more.
The Dubuque County Energy District is an organization that seeks to keep energy local, clean
and fair. They envision one hundred percent sustainable, efficient, and/or renewable energy by
2050 contributing to a vibrant economy, resilient community, and stable climate for generations
to come. They implement the vision through education, energy planning, market transformation,
investment, advocacy, and partnership in Dubuque County, and to catalyze and support an
energy district movement in lowa and beyond.
The staff assistance for the Dubuque County Energy District is provided by the Community
Foundation of Greater Dubuque's Heart & Soul Coordinator, Jason Neises, so I am seeking
your approval as opposed to the City Manager's approval.
DISCUSSION
The Dubuque County Energy District has requested this memorandum of agreement which will
solidify our relationship to support the Green lowa AmeriCorps team in Dubuque as well as their
work throughout the county. This agreement will also help the Energy District apply for grant
funding.
BUDGETIMPACT
There is no budget impact.
RECOMMENDED ACTION
I respectfully request CityAttorney's approval and signature on this MOAwith the Dubuque
County Energy District.

Between
Dubuque County Energy District and
City of Dubuque Green Iowa AmeriCorps Team
Purpose
The purpose of this agreement is to advance the mutual goals of the two organizations. The
Dubuque County Energy District is an Iowa nonprofit corporation with 501(c)3 status,
dedicated to leading, accelerating, and implementing the clean energy transition in Dubuque
County.
Responsibilities
This MOA covers the First Step Home Efficiency Program to be carried out in Dubuque
County. For either party, it in no way limits activities regarding additional programs and
activities they conduct on their own.
Green Iowa AmeriCorps (GIA)
The City of Dubuque hosts a GIA team and commits to making the "First Step Home
Efficiency" program available to a yet -to -be -determined number of households in Dubuque
County. Dubuque County Energy District agrees to lead outreach and "ambassadorship" to
Dubuque County communities and residents and partner with City of Dubuque staff and the
GIA team, including prioritizing outreach to:
1) households qualifying for the Regional Housing Trust Fund (single family, low -moderate
income (LMI), owner -occupied), with a goal of serving at least 3/month
2) multi-family/apartment buildings housing with multiple qualifying households (LMI, elderly,
disabled, and veterans)
3) single-family households with an interest in energy efficiency and stewardship and able to
pay the minimal fee for "non -qualifying" participants
Dubuque County Energy District will attempt to raise funds to cover travel and supply costs
incurred by GIA to serve non-paying, non-RHTF households.
