Water Department Manager Denise Blakeley Ihrig recommends award of the contract to the low bidder, Kueter Equipment Co., in the amount of $140,789, which is 28.3% under the estimate of probable cost. Van Milligen, City Manager FROM: Denise Blakeley Ihrig, Water Department Manager DATE: September 3, 2019 RE: Award of the construction for the Westside Water System Fire Hydrant Installation Project (CIP 7402703) INTRODUCTION The attached resolution is in reference to the award of construction contract for the Westside Water System Fire Hydrant Installation Project. BACKGROUND Through the acquisition of the Westside Water System and in agreement with the Cedar Crest Subdivision, Wildwood Estates Subdivision, Key City Subdivision and Barrington Lakes Subdivision property owners, the Water Department will install approximately 23 fire hydrants. Currently, Wildwood Estates Subdivision has no fire hydrants. DISCUSSION In December 2016, the City of Dubuque purchased the Vernon Water Tower, Vernon water system and the Barrington Lakes water system from Central lowa Water Association (CIWA). The intent of the City's purchase was to assist these communities in becoming compliant with lowa Department of Natural Resources (IDNR) standards and provide the necessary back-up water supply and fire suppression by connecting them directly to the City's water supply. The project construction documents follow the Statewide Urban Design and Specifications 2017 (SUDAS) and City of Dubuque supplemental specifications 2017. The lowa Department of Natural Resources (IDNR) will be issuing a construction permit number for this project. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process August 5, 2019 Publish Notice to Bidders, Advertise for Bids August 9, 2019 Publish Public Hearing Notice on Plans & Specs August 9, 2019 Public Hearing on Plans & Specs August 19, 2019 Receipt of Bid Proposals (Bid-Letting) August 22, 2019 Award Construction Contract September 3, 2019 Project Completion Date November 1 , 2019 BID RESULTS Sealed bids were received on August 22, 2019, for the West Side Water System Fire Hydrant Installation Project. Kueter Equipment Company of Dubuque, lowa submitted the apparent low bid in the amount of$140,798.00 which is 28.3°k under the estimate of probable cost. The total water construction funds available are $543,275. The summary of the revised post bid project estimated cost is: CIP NO. ACTION TO BE TAKEN The City Council is requested to award the construction contract for the Westside Water System Fire Hydrant Installation Project to Kueter Equipment Co. of Dubuque, lowa in the amount of$140,789.00, through the adoption of the attached resolution. Prepared by Kerry Leppert, Engineering Assistant cc: Jenny Larson, Director of Finance & Budget 3 RESOLUTION NO. 327-19 AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE WESTSIDE WATER SYSTEM FIRE HYDRANT INSTALLATION PROJECT Whereas, sealed proposals have been submitted by contractors for the West Side Water System Fire Hydrant Installation Project, (the Project) pursuant to Resolution No. 303-19 and Notice to Bidders published on the City of Dubuque, Iowa website and plan room service with statewide circulation on the 9t" day of August 2019; and Whereas, said sealed proposals were opened and read on the 22nd day of August 2019 and it has been determined that Kueter Equipment Company of Dubuque, Iowa, in the bid amount of $140,798.00, is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public, Improvement Contract for the Westside Water System Fire Hydrant Installation Project is hereby awarded to Kueter Equipment Company and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
