Building Services Manager Dave Johnson recommends City Council approval to amend
the FY20 Commercial Fee Schedule which adjusts the base fee for projects exceeding
$500,000 from $2,666 to $2,771. This is the only fee adjusted.

Introduction
This memorandum forwards a request to adjust the enclosed FY20 Current Commercial
Fee Schedule. The only fee requiring adjustment is the base fee for commercial projects
exceeding $500,000 or more.
Background
Building Services Staff conducted a comprehensive comparative analysis of Dubuque's
commercial and residential building permit fee schedules against all other large cities in
lowa. The analysis compared Dubuque's Residential and Commercial building permit
fee schedules against the study cities.
Dubuque's residential building permit fees were on average 9% lower than the average
of all other cities for projects with permit values of less than 100,000. Dubuque's
residential building permit fees are on average 19% lower than the average of all other
cities for project with permit values greater than 100,000. Dubuque's commercial
building permit fees were on average 13% higher than the average of all other cities for
projects under $100,000. Dubuque's commercial building permit fees are on average
4% higher than the average of all other cities for project with permit values greater than
100,000.
City Council approved a two-year transition plan to align our fees with the average of all
other cities in the FY20 budget process. Implementation is occurring over two years.
50% of the fee changes have been implemented in FY20 for the residential and
commercial fee schedules. The remaining 50% will be implemented in FY21 at which
time both fee schedules can be consolidated.
Discussion
The current FY 20 Commercial Fee Schedule is equitable; however, a slight adjustment
needs to be made to the base fee for commercial projects exceeding $500,000 or more
to account for the compounded fee. The enclosed Current FY20 Commercial Fee
Schedule base fee for projects exceeding $500,000 is $2,666. For valuations between
$100,000 and $500,000, the base fee is $851 with a $48 additional fee for every
additional $10,000 in project valuation. When compounded, the permit fee for projects
between $470,000 and $500,000 exceeds the base fee of$2,666 for projects exceeding
$500,000.
To correct this, I recommend the base fee for commercial valuations greater than
$500,000 be increased from $2,666 to $2,771 . This is $105 difference in the base fee
and only applies to projects exceeding $500,000. The increment and all other fees
remain the same. Enclosed is the recommended FY20 Amended Commercial Fee
Schedule. Jenny Larson, Director of Finance and Budget and Rachel Kilburg, Budget
and Financial Analyst are aware of a support this recommendation.
Requested Action
I respectfully request City Council approve amending the FY20 Commercial Fee
Schedule base fee for projects exceeding $500,000 from $2,666 to $2,771 .
