HISTORIC PRESERVATION COMMISSION PRESERVATION FAIR COMMITTEE
REGULAR SESSION
5:30 p.m.
Thursday, August 15, 2019
City Council Chambers, Historic Federal Building
Commissioners Present: Chairperson Emily Hilgendorf, Commissioners Joseph
Rapp, Brandi Clark, and Melissa Daykin-Cassel.
Commissioners Excused: None.
Commissioners Unexcused: None.
Community Partners Present: Megan Viertel with Heritage Works.
Staff Members Present: Laura Carstens.
CALL TO ORDER: The meeting was called to order by Chairperson Hilgendorf at 5:32
p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
the meeting was being held in compliance with the lowa Open Meetings Law.
PLANNING FOR PRESERVATION FAIR: Commissioners welcomed Megan Viertel
with Heritage Works to the meeting.
Staff Member Carstens referred to emailed copies of the Preservation Fair Planning
document dated 8/12/19 and the City of Dubuque website posting of the Preservation
Fair. Discussion of event planning and details followed.
Chairperson Hilgendorf confirmed the financial support of Dupaco and DRA, and noted
a DMASWA request is pending. She noted a meeting had been held with Steeple
Square staff to review the layout for the fair. She also explained there will be a pre-
event meeting with Bob Yapp for City staff involved in Housing Rehab programs to
discuss wood window restoration and lead abatement.
Megan Viertel shared the number of people signed up for events to date:
26 —Window Restoration Workshop with Bob Yapp (Friday, Sept. 6, 4 hours)
25 — Energy Efficiency & Weatherization (Saturday, Sept. 7, Class 1)
22 — Nuts & Bolts of Preservation (Saturday, Sept. 7, Class 2)
9 — Two-Day Intensive Workshop at 2033 Washington (Saturday & Sunday, Sept. 7 & 8)

Chairperson Hilgendorf reviewed the Expo from 9:30 AM — Noon on Saturday,
September 7 is free and open to the public. She discussed City staff is recruiting
vendors whose products meet the City's Architectural Guidelines. She said interactive
booths like researching a historic home using the internet should spark interest.
Chairperson Hilgendorf and Megan Vietel discussed the presenters who were confirmed
for the two classes plus the interior and exterior tours of Steeple Square on Saturday.
Chairperson Hilgendorf noted the snacks and drinks are handled, and there are
volunteers for set-up and clean-up.
Megan Viertel reviewed the marketing to date, reporting on postcards, flyers, press
release, and social media promotions. Chairperson Hilgendort noted the Farmers
Market booth confirmed awareness of the event. Chairperson Hilgendorf explained that
Paula Mohr of the State Historic Preservation Office has distributed information about
the Preservation Fair to the other Certified Local Governments (CLGs) in lowa, Illinois
and Wisconsin. Commissioner Rapp asked how many postcards were mailed. Staff
Member Carstens noted 501 postcards were mailed to property owners in historic
districts, and 30 were mailed to contractors.
ADJOURNMENT: Motion by Rapp, second by Clark to adjourn passed by the following
vote: Aye - Rapp, Clark, Daykin-Cassel, Viertel, and Hilgendorf; Nay — None, Abstain —
None. The meeting adjourned at 6:00 p.m.
