Committee Members Present: Amy Eudaley Jim Holz Dorothy Schwendinger Committee Members Absent: John Walsh Staff Present: Kris Neyen Gina Hodgson Public Present: None Certification of Minutes: September 14, 2018 Housinq Trust Fund Advisory Committee Meetinq Committee Member Schwendinger moved to approve the September 14, 2018, meeting minutes as submitted. Committee Member Eudaley seconded. Roll call. All present in favor. Motion passed. Correspondence / Public Input None Old Business None New Business Update on Trust Fund Activities Kris Neyen, Rehab Program Supervisor, then provided the Committee updates on Trust Fund. Neyen provided final numbers of IFA funded activities for the fiscal year. • IFA Grant #17-LHTF-16: Total expended: $176,604. WE have assisted 4 households <30%; 3 <50%; and 3 < 80% = 10 households. Total amount required for households below 30% was $34,385, we spent $80,595.13. Closed out June 13, 2019. • IFA Grant #18-LHTF-03: we were granted $161,456, with match of$40,364. Total committed: $78,893. To-date we have assisted 2 < 30%; 2 <50%; 2 <80°/o. Total = 6 households. • IFA Grant #19-LHTF-05: we were granted $147,046, with a match of$36,762. We have yet to commit funds. Committee Member Schwendinger asked for clarification on what exactly these funds helped do for these households. Neyen explained that these funds were used for down payment assistance through the Washington Neighborhood First Time Homebuyer Loan Program, bringing mixed income into neighborhoods. Committee Member Schwendinger asked for confirmation that these funds were issued as loans and not grants. Neyen confirmed these funds were distributed as loans, not grants. Committee Member Holz asked how many households outside of the Washington Neighborhood were helped? Neyen answered that the total number was 5. Neyen explained that the income guidelines have increased as well, so that will also aide in the ability to qualify and help more households. Neyen provided the Future Properties for Sale handout to all Committee members. Neyen explained that this included houses owned by Community Housing Initiative (CHI) and also City owned properties. All of which are rehabbed and sold to homebuyers. Neyen reviewed all homes listed in the Future Properties hand out. Neyen mentioned some True North properties and explained that they are monitored by the City meaning they need to meet the same specifications as the City does as far as standards. Neyen told Committee Members about Affordable Housing Network, Inc. (AHNI) becoming another partner. Neyen stated that AHNI is looking into the "rent to own" market. Discuss upcominq application Per the suggestion from Committee Member Walsh at the 6/26/18 Housing Trust Fund Advisory Committee Meeting, Neyen asked Committee Members to consider expanding the targeted area. Neyen proposed a map expanding the targeted area to cover Elm to Central and 11t" to 32"d Streets. Neyen explained how this expansion would also encompass all but one of the True North properties. Neyen also stated that the Housing Department is currently working on revising the current Urban Revitalization area which may encompass some of the same areas as the widened target market as of January 1, 2020 and will be a huge benefit to have both incentives working together. Committee Member Eudaley moved to approve the targeted area expansion (Elm to Central, 11t'' to 32�d Street). Committee Member Schwendinger seconded. Roll call: All in Favor. Motion Passed. Neyen asked about timing of the release of the new area and suggested waiting for approval of this application in January 2020. Information Sharing Doris Hingtgen did not re-apply for the Housing Trust Fund Advisory Committee. Dorothy Schwendinger's seat expires in August 2019, she has agreed to stay for an undetermined amount of time, possibly being named to Doris' seat as she is a Housing Commission Representative. Committee will be looking for another Committee Member that has skills that encompass what the Trust Fund Advisory Committee does, for example, someone who holds a position in finance, lending, realty or appraisal. i Ad�ournment There being no further business to come before the Committee, Holz entertained a motion to adjourn.
