Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant, Daniyal L. Ahmed, spoke in favor of the request, noting the plat would split a
side by side duplex and a detached garage. He said the subdivision would provide flexibility
to sell or make future changes to the property.
Staff Member Wally Wernimont reviewed the staff report, noting the plat would subdivide a
side by side duplex down the common wall and a detached garage. He said the subdividing
of the property would allow each half of the duplex to be sold separately. He noted the lot
area of each parcel and that the request would require a waiver due to the substandard lot
area.
There were no public comments.
The Zoning Advisory Commission discussed the request, and clarified the lot areas, and
found it appropriate.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving the lot area for Lot 1 & Lot 2 of Ahmed Place.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Lot 1 & Lot 2 of Ahmed Place subdivides an existing
parcel along the common building wall of a side by side duplex (1597 & 1599
Washington Street) and bisects a two car detached garage. The parcel is located on the
southwest corner of Washington and 16ih Streets.
DISCUSSION
The Plat of Survey of Lot 1 & Lot 2 of Ahmed Place subdivides an existing parcel along
the common wall of a side by side duplex and bisects a two car detached garage. The
submitted Plat of Survey is being reviewed by the Zoning Advisory Commission as both
Lot 1 and Lot 2 of Ahmed Place will not have 2,500 square feet of lot area as required in
the R-2A Alternate Two-Family Residential zoning district. Lot 1 of Ahmed Place will
have 2,470 sq. ft. of area and Lot 2 of Ahmed Place will have 1,520 sq. ft. of area. If �
approved, each have of the duplex could be sold separately.
The Plat of Survey includes the location of the existing side by side duplex on the parcel
and places a new lot line along the common building wall and bisects the existing two
car detached garage.
Planning staff does not object to the proposed new lot configuration, even though Lot 1
& 2 will have less lot area as required by the R-2A Alternate Two-Family Residential
District. The side by side duplex has been existing for many years and the change in the
lot size will not impact adjacent properties.
RECOMMENDATION
Planning staff recommends the Zoning Advisory Commission review the information in
this memorandum and make a recommendation to approve the Plat of Survey of Lot 1 &
Lot 2 of Ahmed Place, waiving lot area for both Lot 1 & Lot 2 as shown on the submitted
Plat of Survey.

RESOLUTION NO. 374-19
A RESOLUTION APPROVING THE PLAT OF SURVEY OF LOT 1 & LOT 2 OF AHMED
PLACE IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey of Lot 1 & Lot 2 of
Ahmed Place in the City of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 2,470 square feet of lot area for Lot 1 and 1,520
square feet of lot area for Lot 2 where 2,500 square feet of lot area is required by Section
11-14 of Title 16 of the City of Dubuque Code of Ordinances, Unified Development Code;
and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and its approval has been endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that
it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 2,470 square feet of lot area for Lot 1 and
1,520 square feet of lot area for Lot 2.
Section 2. That the Plat of Survey of Lot 1 & Lot 2 of Ahmed Place is hereby approved
and the Mayor and City Clerk are hereby authorized and directed to endorse the approval
of the City of Dubuque, Iowa upon said Plat of Survey.
