Van Milligen, City Manager Gus Psihoyos, City Engineer 1 �� l '-� FROM: Gus Psihoyos, City Engineer ,; ; DATE: October 10, 2019 RE: Platting of City Property on Chavenelle Road (McFadden Farm Place, City of Dubuque lowa) INTRODUCTION This memorandum is a request for approval of the Plat of Survey for Lot 1-2 and 2-2 of McFadden Farm Place in the City of Dubuque as part of a development agreement between the City, Unison Solutions, BAS Development, and Walter Development. BACKGROUND Unison Solutions, BAS Development, and Hodge Companies (Walter Development) are planning a 20,000 square foot building expansion on the north side of the existing Hodge Companies building at 5301 Chavenelle Road in Dubuque Industrial Park West. The proposed expansion also includes associated parking and traffic circulation irnprovements. The building expansion and parking/circulation areas will be utilized by Unison and Hodge in their industrial operation activities. The project was initiated by Unison to accommodate their expanding biogas tank production (biogas conditioning ar�d upgrading systems) business. DISCUSSION As part of the proposed expansion project, the developers have a need to acquire a portion of the recently purchased McFadden Farm property. The City of Dubuque, Unison Solutions, BAS Development, and Hodge DevelopmPnt are parties to a development agreement to facilitate the construction of the project. IIW, P.C., has prepared a plat dividing the existing Lot 2 of McFadden Farm Place which will create Lot 1-2 and 2-2 of McFadden Farm Place in the City of Dubuque, Dubuque County, lowa. As part of the development agreement, the City would convey Lot 2-2 on the attached plat to BAS Development. The City Council has approved Resolution 359-19 setting a public hearing for the disposition of said City owned property for November 4, 2019. RECOMMENDATION It is recommended that the Plat of Survey of Lot 1-2 and Lot 2-2 of McFadden Farm Place in the City of Dubuque be approved and executed by the Mayor and Clerk to create a new lot to be conveyed to BAS Development as stipulated in the development agreement.
