8 14 19 City Council Proceedings Official_Special Goal SettingCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 4:09 p.m. on August 14, 2019 in the Grand River Center, 500 Bell St. (Rm. 4) Present: Mayor Buol; Council Members Del Toro, Jones, Larson, Resnick, Rios (via text messaging), Shaw; City Manager Van Milligen, City Attorney Brumwell Also present: Also present: Assistant City Manager Cori Burbach, Assistant City Attorney Maureen Quann, ICMA Fellow Rahim Akramie Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting the annual goal setting session 3 of 3. FISCAL YEAR 2021 GOAL SETTING (3 of 3) Facilitator Lyle Sumek, Sumek Associates, reviewed of Section 12 of the Leaders hip Guide Working Documents with the City Council. Mr. Sumek confirmed that Council Member Rios’ rankings were being received via text message. The discussion included input from the Department Managers’ session from earlier that day. The City Council discussed and ranked Goals 1-8 concurring on the following: The 2034 Dubuque Vision Statement Dubuque 2034 is a sustainable and resilient city and an inclusive and equitable community. Dubuque 2034 has preserved our Masterpiece on the Mississippi, has a strong diverse economy and expanding connectivity. Our residents experience healthy living and active lifestyles; have choices of quality, livable neighborhoods; have an abundance of fun things to do; and are engaged in the community. Mission Statement Dubuque city government is progressive and financially sound with residents receiving value for their tax dollars and achieving goals through partnerships. Dubuque city government’s mission is to deliver excellent municipal services that support urban livi ng; contribute to an equitable, sustainable city; plan for the community’s future; and facilitate access to critical human services. Seconded by Del Toro. Mayor Buol stated for the record that the attorney who will consult with City Council on the issues to be discussed in the closed session is City Attorney Crenna Brumwell. Upon motion, the City Council reconvened in open session at 10:04 p.m. stating that staff had been given proper direction.
